Liverpool City Council is the governing body for the city of Liverpool in Merseyside, England. It consists of 85 councillors, for the city's 64 wards. Following a review by the Local Government Boundary Commission the number of wards increased to 64 at the elections on Thursday 4th May 2023. Three wards elect 3 councillors each, fifteen wards elect 2 councillors each and the remaining 46 wards each elect a single councillor, which brought down the total number of councillors to 85.

Anthony Mulhearn was a British political and trade union campaigner known for being a prominent member of the Socialist Party and its predecessor, the Militant tendency. A native of Liverpool, Mulhearn was a member of the city council from 1984 to 1987 and also held the key role during this time of President of the District Labour Party. With Peter Taaffe, he co-authored a book detailing the struggle of the Liverpool city council called Liverpool: A City that Dared to Fight. Mulhearn's memoirs were published as The Making of a Liverpool Militant.

The Militant tendency, or Militant, was a Trotskyist group in the British Labour Party, organised around the Militant newspaper, which launched in 1964. According to Michael Crick, its politics were based on the thoughts of Karl Marx, Friedrich Engels, Vladimir Lenin, Leon Trotsky and "virtually nobody else".
Elections to Liverpool City Council were held on 7 May 1987. One third of the council was up for election on ordinary rotation; in addition there were extra vacancies in many wards caused by the disqualification of those Labour councillors who were surcharged and banned from office as part of a protest against rate-capping. As a result, the 33 wards elected a total of 59 councillors. Prior to the election the disqualification of a large part of the Labour group meant that there was a temporary administration headed by Trevor Jones of the Liberal/SDP Alliance. As a result of the election, the Labour Party regained overall control of the council, and Harry Rimmer became council leader.
