The Delhi state assembly elections 2003 were elections for the Legislative Assembly of Delhi held on 1 December 2003 with the results declared on 4 December. The Indian National Congress retained control of the Legislative Assembly. Of the 70 elected legislators 63 were men and 7 women. [1]

The First Legislative Assembly of Delhi was constituted in Nov 1993 after the Council of Minister was replaced by the Delhi Legislative Assembly through the Constitution Act 1991 and by the Government of National Capital Territory of Delhi Act, 1991 the Sixty-ninth Amendment to the Indian constitution. The amendment declared the Union Territory of Delhi to be formally known as National Capital Territory of Delhi, subsequently Delhi holding the 1st state elections.
The Second Legislative Assembly of Delhi was constituted in 1998 after Delhi Legislative Assembly election on 25 November 1998.

Sheila Dikshit is an Indian politician who was the longest serving Chief Minister of Delhi, serving for a period of 15 years from 1998 to 2013. Dikshit led Congress party to three consecutive electoral victories in Delhi. In the December 2013 elections to the Delhi Legislative Assembly, Dikshit was defeated in New Delhi constituency by Aam Aadmi Party leader Arvind Kejriwal, who replaced her as Delhi's chief minister.

Mohan Singh Bisht is an Indian politician from Delhi, belonging to Bharatiya Janata Party (BJP). He was a Member of the Delhi Legislative Assembly from Karawal Nagar Vidhan Sabha constituency. He had never lost an election to the Vidhan Sabha, being elected successively in 1998, 2003 and 2008, 2013 with the margin of victory increasing each time. But he ended up losing in the Delhi Legislative Assembly election, 2015 by over 44,000 votes to Kapil Mishra of the Arvind Kejriwal led Aam Aadmi Party which went on to win 67 seats out of 70 seats and form the government.
