The Director of Administration and Management, or DA&M, is a position within the Office of the Secretary of Defense (OSD) at the Department of Defense. As the principal staff assistant and advisor to the Secretary and Deputy Secretary of Defense concerning organizational and administrative management matters, the DA&M is responsible for: developing and maintaining organizational charters and overseeing assigned programs such as DoD Committee Management, DoD Headquarters Management, the OSD Historical Program, the DoD Freedom of Information Act Program, the DoD Privacy Program, the DoD Civil Liberties program, the OSD Internal Management Control Program, and OSD Information Technology/CIO programs. Additionally, the DA&M performs management and oversight responsibilities for the Pentagon Force Protection Agency and the Washington Headquarters Services, a 1,300 employee, $1.3 billion field activity. The DA&M has three principal responsibilities: to advise the Secretary and DoD senior leaders team on organizational and management matters of institutional importance; to oversee and provide a range of administrative, logistical, facilities, and technology support to the Pentagon Reservation - the headquarters of the U.S. Defense establishment and a highly visible symbol of U.S. military power - and DoD-leased facilities in the National Capital Region (NCR); and to secure and protect the people, facilities, and infrastructure of the Pentagon Reservation and DoD-leased facilities in the NCR. [2] Although the DA&M is considered to be part of the OSD, the post does not explicitly require Senate confirmation. [3]
The DoD General Counsel is the Regulatory Policy Officer responsible for monitoring regulatory activities within DoD to ensure uniform compliance with the implementation of executive and legislative requirements and priorities. Nevertheless, the DA&M is considered the "functional proponent" for the DoD Regulatory Program and the Plan, and so oversees the operational requirements of the regulatory process. For example, the retrospective review of DoD rules required by Executive Order 13563 is a "special focus of interest" for the DA&M. [4] EO 13563, signed by President Obama on January 18, 2011, directed all Federal agencies to "promote predictability and reduce uncertainty" in America's regulatory code by ensuring that existing regulations are "accessible, consistent, written in plain language, and easy to understand." [5]
This position originated in 1949 as the Assistant Secretary of Defense (Administration and Public Affairs), established as one of the three assistant secretary posts authorized by amendments to the National Security Act (P.L. 81-216, amended 10 August 1949). That post was abolished in 1950, its duties transferred to the Assistant Secretary of Defense (Manpower). In July 1964, the post of Assistant Secretary of Defense (Administration) was established, only to be redesignated in November 1971 as the Deputy Assistant Secretary of Defense (Administration). In May 1988, this office was retitled Director of Administration and Management, per Defense Directive 5105.53. [6]

The annual budget for the DA&M is contained in the OSD's budget, under the Defense-Wide Operation and Maintenance (O&M) account. The Obama administration is expecting to cut funding for this position by ~18% in FY12. Importantly, this line item does not include funding for personnel compensation or benefits, which comes out of the OSD Core Operating Program.

The Pentagon Force Protection Agency (PFPA) is a federal law enforcement agency within the U.S. Department of Defense (DoD) charged with protecting and safeguarding the occupants, visitors, and infrastructure of The Pentagon, the Mark Center Building, the Defense Health Agency headquarters, the U.S. Court of Appeals for the Armed Forces and other assigned DoD-occupied leased facilities within the National Capitol Region. As of 2004, the Pentagon Force Protection Agency employed 482 police officers.
Washington Headquarters Services (WHS) is a Department of Defense (DoD) Field Activity, created on October 1, 1977, to provide administrative and management support to multiple DoD components and military departments in the National Capital Region and beyond.
The Office of the Secretary of Defense (OSD) is a headquarters-level staff of the United States Department of Defense. It is the principal civilian staff element of the U.S. Secretary of Defense, and it assists the Secretary in carrying out authority, direction and control of the Department of Defense in the exercise of policy development, planning, resource management, fiscal, and program evaluation responsibilities. The under secretary of defense (comptroller)/chief financial officer, abbreviated USD(C)/CFO, is a high level civilian official in the United States Department of Defense. The Under Secretary of Defense (Comptroller) is the principal staff assistant and adviser to both the Secretary of Defense and the Deputy Secretary of Defense for all budgetary and fiscal matters, including the development and execution of the Defense Department's annual budget.
The Assistant Secretary of Defense for Health Affairs (ASD(HA)) is chartered under United States Department of Defense Directive (DoDD) 5136.1 in 1994. The Assistant to the Secretary of Defense for Public Affairs, or ATSD (PA), is the principal staff advisor and assistant to the Secretary of Defense and Deputy Secretary of Defense for public information, internal information, community relations, information training, and audiovisual matters in support of Department of Defense activities, leading a worldwide public affairs community of some 3,800 military and civilian personnel. The Assistant to the Secretary follows the Secretary's Principles of Information in providing Defense Department information to the public, the United States Congress and the media.
The Assistant Secretary of Defense for Legislative Affairs, or ASD(LA), is the head of the Office of the Secretary of Defense for Legislative Affairs, responsible for providing support to the Secretary of Defense (SecDef) in his/her dealings with the United States Congress. In addition to serving as SecDef's legislative adviser, the ASD(LA) promotes the Department of Defense's strategy, legislative priorities, policies, and budget before Congress. In carrying out these responsibilities, the ASD(LA) directs a team of managers, action officers, and support personnel who help direct, monitor and manage communications and activities between Congress and elements of the Department of Defense. The ASD(LA) is considered a part of the Office of the Secretary of Defense.
The Assistant Secretary of Defense for Nuclear, Chemical & Biological Defense Programs, or ASD(NCB), is the principal adviser to the Secretary of Defense, Deputy Secretary of Defense and the Under Secretary of Defense for Acquisition and Sustainment on policy and plans for nuclear, chemical, and biological defense programs.
In the United States, the Assistant Secretary of Defense for International Security Affairs or ASD (ISA) is the principal advisor to the Under Secretary of Defense for Policy (USD (P)) and the United States Secretary of Defense on international security strategy and policy on issues of Department of Defense (DoD) interest related to the governments and defense establishments of the nations and international organizations of Europe (including the North Atlantic Treaty Organization), the Middle East, Africa, and the Western Hemisphere. The ASD (ISA) also oversees security cooperation programs and foreign military sales programs in these regions. Despite the broad title of the office, the ASD (ISA) does not develop policy related to Asia, the Pacific region, Latin America, or South America.
The Assistant Secretary of Defense for Indo-Pacific Security Affairs, or ASD (IPSA), is the principal advisor to the Under Secretary of Defense for Policy (USD(P)) and the Secretary of Defense on international security strategy and policy on issues of DoD interest that relate to the governments and defense establishments of the nations and international organizations within the Indo-Pacific region. It primarily includes the entire region from India to Japan, and the region where ASEAN is located. The position was originally titled Assistant Secretary of Defense for Asian and Pacific Security Affairs but was renamed by the Trump Administration alongside the renaming of the United States Indo-Pacific Command.
The Assistant Secretary of Defense for Special Operations/Low-Intensity Conflict or ASD(SO/LIC), is the principal civilian advisor to the U.S. Secretary of Defense on special operations and low-intensity conflict matters. Located within the Office of the Under Secretary of Defense for Policy, the ASD(SO/LIC) is responsible primarily for the overall supervision of special operations and low-intensity conflict activities. These activities, according to USSOCOM's 2007 Posture Statement, include counterterrorism; unconventional warfare; direct action; special reconnaissance; foreign internal defense; civil affairs, information operations, psychological operations, and counterproliferation of WMD.
The General Counsel of the Department of Defense is the chief legal officer of the Department of Defense (DoD), advising both the Secretary and Deputy Secretary on all legal matters and services, and providing legal advice to Office of the Secretary of Defense organizations and, as appropriate, other DOD components.
The Assistant Secretary of Defense for Sustainment (ASD(Sustainment)), formerly known as the Assistant Secretary of Defense for Logistics and Materiel Readiness (ASD(L&MR)), is one of three assistant secretaries reporting to the Under Secretary of Defense for Acquisition and Sustainment. Formerly the position was an adviser to the Under Secretary of Defense for Acquisition, Technology and Logistics, Deputy Secretary of Defense, and Secretary of Defense on logistics and materiel readiness issues within the Department of Defense (DoD), including programs related to logistics, materiel readiness, maintenance, strategic mobility, and sustainment support. As the principal logistics official within the senior management of the DoD, the ASD(Sustainment) exercises authority, direction and control over the director of the Defense Logistics Agency. Like all other Assistant Secretaries of Defense, the ASD(Sustainment) is considered a part of the Office of the Secretary of Defense.
The Assistant Secretary of Defense for Energy, Installations, and Environment, formerly known as the Deputy Under Secretary of Defense for Installations and Environment, provides management and oversight of military installations worldwide and manages environmental, safety, and occupational health programs for the Department of Defense (DoD). DoD's installations cover some 29,000,000 acres (120,000 km2), with 539,000 buildings and structures valued at more than $700 billion. The responsibilities of the ASD(EI&E) include the development of installation capabilities, programs, and budgets; installation-energy programs and policy; base realignment and closure; privatization of military housing and utilities; and integration of environmental needs into the weapons acquisition process. The ASD(EI&E) is also responsible for environmental management, safety and occupational health; environmental restoration at active and closing bases; conservation of natural and cultural resources; pollution prevention; environmental research and technology; fire protection; and explosives safety. The ASD(EI&E) reports to the Under Secretary of Defense for Acquisition and Sustainment, and is a part of the Office of the Secretary of Defense.
The United States Army Information Technology Agency (ITA) is one of the administrative service organizations aligned under the Office of the Administrative Assistant to the Secretary of the Army (OAA). OAA has three fundamental functions. The primary mission of the organization is to provide direct support to the Secretary of the Army and other Army political appointees. The second mission is to provide administrative support to the Headquarters, Department of the Army (HQDA). The third mission is to provide base operations support to a diverse group of Army and Department of Defense (DoD) customers. OAA is organized into four major divisions: the U.S. Army Resources and Programs Agency (RPA), the U.S. Army Headquarters Services (AHS), the U.S. Army Information Technology Agency (ITA), and the U.S. Army Center of Military History (CMH). These divisions support OAA primarily in areas of IT, logistics, training, and human resources support.
