The Minister for Environment, Biodiversity and Land Reform was a junior ministerial post in the Scottish Government. As a result, the Minister did not attend the Scottish Cabinet, but supported the Cabinet Secretary for Net Zero, Energy and Transport who continues to attend the cabinet. [1] [2]

The Scottish Government is the devolved government of Scotland. It was formed in 1999 as the Scottish Executive following the 1997 referendum on Scottish devolution. Amongst its areas for responsibility of decision making and domestic policy in the country include the economy, education system, health care, justice and the legal system, rural affairs, housing, the crown estate, the environment, the fire service, equal opportunities, the transportation network and tax, amongst others.
The Department for Environment, Food and Rural Affairs (Defra) is a ministerial department of the Government of the United Kingdom. It is responsible for environmental protection, food production and standards, agriculture, fisheries and rural communities in the entire United Kingdom. Concordats set out agreed frameworks for co operation, between it and the Scottish Government, Welsh Government and Northern Ireland Executive, which have devolved responsibilities for these matters in their respective nations.
The Minister for Agriculture and Connectivity is a member of the Scottish Government who reports to the Cabinet Secretary for Transport and the Cabinet Secretary for Rural Affairs, Land Reform and Islands. As a Junior Minister the post holder is not a member of the Scottish Government Cabinet.
The Cabinet Secretary for Rural Affairs, Land Reform and Islands, commonly referred to as the Rural Affairs Secretary, is a position in the Scottish Government Cabinet. The incumbent Cabinet Secretary is Mairi Gougeon, who was appointed in May 2021.

Màiri Louise McAllan is a Scottish politician serving as Cabinet Secretary for Net Zero and Energy since 2024. She previously served as Cabinet Secretary for Transport, Net Zero and Just Transition from 2023 to 2024 and Minister for Environment, Biodiversity and Land Reform from 2021 to 2023. A member of the Scottish National Party (SNP), she has been the Member of the Scottish Parliament (MSP) for Clydesdale since 2021. McAllan is a former corporate solicitor, who also served as a special advisor to First Minister Nicola Sturgeon prior to her election to the Scottish Parliament.
