The Other Backward Class (OBC) is a collective term used by the Government of India to classify communities that are educationally or socially backward. It is one of several official classifications of the population of India, along with general castes, Scheduled Castes and Scheduled Tribes. The OBCs were found to comprise 52% of the country's population by the Mandal Commission report of 1980 and were determined to be 41% in 2006 when the National Sample Survey Organisation took place. The Government of Maharashtra is the executive governing authority of the Indian state of Maharashtra. The government is led by the chief minister who selects all the other ministers. The Dhangars are a Gadariya (shepherd) caste of people found in the Indian states of Maharashtra, Karnataka, Goa, Madhya Pradesh and Uttar Pradesh. They are referred to as dhangar in southern Maharashtra, Goa and northern Karnataka, Golla in Andhra Pradesh and Kuruba in Karnataka and Gavli Dhangars in northern Maharashtra. Some Gavlis live in forested hill tracts of India's Western Ghats. Gavli, also known as Dange or Mhaske, and ahir are a sub-caste of Dhangar. However, there are many distinct Gavli castes in Maharashtra and Dhangar Gavli is one of them.

Forward caste is a term used in India to denote castes which do not fall under any of the reserved categories or castes that were not listed in OBC, SC or ST reservation lists.

The Ministry of Social Justice and Empowerment is a Government of India ministry. It is responsible for welfare, social justice and empowerment of disadvantaged and marginalised sections of society, including scheduled castes (SC), Other Backward Classes (OBC), LGBT people, the disabled, the elderly, and the victims of drug abuse. It also helps in the enforcement of legislation with regards to these marginalized groups to better enforce anti-discrimination policies.

Devendra Gangadharrao Fadnavis is an Indian politician currently serving as the Deputy Chief Minister of Maharashtra since 30 June 2022, alongside Ajit Pawar. He previously held the position of Chief Minister of Maharashtra from 31 October 2014 to 12 November 2019. From 2019 to 2022, he served as the Leader of the Opposition in the Maharashtra Legislative Assembly and was the President of BJP's Maharashtra state unit from 2013 to 2015. He became Chief Minister at the age of 44, making him the second-youngest in Maharashtra's history after Sharad Pawar. During the 2019 Maharashtra political crisis, he briefly held a second term as Chief Minister for 5 days before resigning on 28 November 2019. Fadnavis has been a member of the Bharatiya Janata Party (BJP) and the Rashtriya Swayamsevak Sangh (RSS), He has represented the Nagpur South West constituency in the Maharashtra Legislative Assembly since 2009, having previously served Nagpur West from 1999 to 2009. Additionally, he held the position of Mayor of Nagpur from 1997 to 2001.


Radhakrishna Vikhe Patil is an Indian politician who is in his seventh consecutive term as MLA from Shirdi Vidhan Sabha Constituency in Ahmednagar district of Maharashtra. He is currently the Minister for Revenue, in the Government of Maharashtra and was the 1st Minister sworn in the Eknath Shinde ministry expansion, after Eknath Shinde and Devendra Fadnavis in the Cabinet Expansion held on 9 August 2022. Radhakrishna Vikhe Patil has been a member of the Maharashtra Vidhan Sabha since 1995. He was elected in the 2014 with 1,21,459 votes and most recently in 2019 with record breaking 1,32,316 votes.

Madhukar Kashinath Pichad is an Indian politician, social worker and former cabinet minister in Government of Maharashtra. Pichad is staunch member of Nationalist Congress Party since he started his political career but in 2019 he joined Bharatiya Janata Party along with his son Vaibhav Pichad. Madhukar Pichad also served as state president of Nationalist Congress party in Maharashtra.
