Location

The seat of the Vidhan Parishad is situated at the Nariman Point area of South Mumbai in the capital Mumbai. The budget session and the monsoon session are convened in Mumbai whereas the winter session is convened in the auxiliary capital Nagpur. [4]

Composition of Legislative Council

Legislative Council shall consist of not less than 40 members or maximum one-third of the total number of members in the legislative assembly, chosen in the manner provided in this section.

  1. 30 members shall be elected by the members of the Legislative Assembly.
  2. 7 members are elected from amongst graduates from seven divisions of Maharashtra ( Mumbai, Amravati Division, Nashik Division, Aurangabad Division, Konkan Division, Nagpur Division and Pune Division)
  3. 7 members are elected from amongst teachers from seven divisions of Maharashtra ( Mumbai, Amravati Division, Nashik Division, Aurangabad Division, Konkan Division, Nagpur Division and Pune Division)
  4. 22 members are elected from amongst the local bodies of Maharashtra from 21 divisions of Maharashtra ( Mumbai (2 seats) and one seat each from Ahmednagar, Akola-cum-Washim-cum-Buldhana, Amravati, Aurangabad-cum-Jalna, Bhandara- Gondiya, Dhule-cum-Nandurbar, Jalgaon, Kolhapur, Nagpur, Nanded, Nashik, Osmanabad-cum-Latur-cum-Beed, Parbhani-Hingoli, Pune, Raigad-cum-Ratnagiri-cum-Sindhudurg, Sangli-cum-Satara, Solapur, Thane-cum-Palghar, Wardha-cum-Chandrapur-cum-Gadhchiroli and Yavatmal)
  5. 12 members having special knowledge or practical experience in respect of matters such as literature, science, art, co-operative movement and social service shall be nominated by the Governor

It is a continuous House and not subject to dissolution. However, one-third of its members retire every second year and are replaced by new members. As such a member enjoys a tenure of six years. The members of the Vidhan Parishad elect its chairman and deputy chairman.

The office is provided for in the Legislative Council Rules, which defines it as "Chief Minister or any other Minister appointed by Chief Minister". The Rules further mandate that the chairperson should conduct parliamentary business in consultation with the Leader. [6]

Maharashtra is a state in the western peninsular region of India occupying a substantial portion of the Deccan Plateau. The Maharashtra Housing Board (MHB) was established in 1948 and had a jurisdiction over the entire State of Maharashtra except for the Vidarbha region. This body undertook construction of residential buildings under various housing schemes for different sections of society. The allotment and maintenance of these buildings was being looked after by it. On the re-organization of the State, the Vidarbha Housing Board (VHB) was established in 1960 as a successor body to the erstwhile Madhya Pradesh Housing Board. It served the Amravati and Nagpur divisions of Maharashtra and its functions were similar to those of the MHB, except that it also advanced loan to co-operative housing societies, institutions, and local authorities for the construction of houses. The Bombay Building Repairs and Reconstruction Board was constituted in 1971. It was created to deal with the problems faced by tenants residing in dilapidated buildings in the Island City of Bombay and undertook its structural repairs and reconstruction to make them structurally sound and safe for habitation. The Bombay Slum Improvement Board was constituted in 1974, with intention to provide basic amenities, such as water taps, drainage, pathways, latrines and streetlights etc. in Bombay slums. To begin with, its activities were confined to the Mumbai City and Mumbai Suburban Districts. These activities were later extended to the remainder of Maharashtra upon the launch of the Maharashtra Housing & Area Development Authority (MHADA), as established by the Maharashtra Housing and Area Development Act, 1976.

Ramdas Gangaram Kadam is an Indian politician from Maharashtra. He was Member of the Legislative Assembly from Khed Vidhan Sabha constituency of Ratnagiri District, Maharashtra, India as a member of Shiv Sena. He has been elected consecutively for 4 terms in the Maharashtra Legislative Assembly for 1990, 1995, 1999 and 2004. Sunil Panjabrao Deshmukh is the Member of Legislative Assembly from the constituency of Amravati, Maharashtra, India. He is a member of Indian National Congress (INC). In 2009, he was expelled from the Indian National Congress due to his rebellion in the Maharashtra Vidhan Sabha election, 2009 when he was denied a ticket to contest the election from his Amravati constituency in order to accommodate Mr. Raosaheb Shekhawat, the son of then President of India, Pratibha Patil. He was also the Minister of State for Finance and Planning, Public Works and Energy in the cabinet of the Government of Maharashtra (2004-2009). He was also the guardian minister for Amravati and Bhandara Districts of Vidarbha, Maharashtra from 2004-2009. Additionally, he also served as the ex-officio Vice-Chairman of the Maharashtra State Electricity Board's holding company and as the co-chairman of Maharashtra State Road Development Corporation Ltd.

Maharashtra is India's third largest state by area and has over 112 million inhabitants. Anil Vasantrao Deshmukh is an Indian politician from the state of Maharashtra. He is a senior leader of the Nationalist Congress Party. Deshmukh served as the Minister for Home Affairs in Government of Maharashtra between 2019 and 2021. Deshmukh resigned in 2021 as the Home Minister of Maharashtra due to allegations of extortion and laundering charges and is currently in judicial custody.

The Maharashtra Legislative Assembly is the lower house of the bicameral legislature of Maharashtra state in western India. It consists of 288 members directly elected from single-seat constituencies. The Assembly meets at Vidhan Bhavan in Mumbai, though the winter session is held in Nagpur. Along with the Maharashtra Legislative Council, it comprises the legislature of Maharashtra. The presiding officer of the Assembly is the Speaker. Members of the Assembly are directly elected by the people of Maharashtra through elections held every five years, unless the Assembly is dissolved earlier. The current Assembly was elected in October 2019.

Although a parliamentary democracy, Indian politics has increasingly become dynastic, possibly due to the absence of a party organization, independent civil society associations that mobilize support for the party, and centralized financing of elections. Family members have also led the Congress party for most of the period since 1978 when Indira Gandhi floated the then Congress(I) faction of the party. It also is fairly common in many political parties in Maharashtra. The dynastic phenomenon is seen from national level down to district level and even village level.The three-tier structure of Panchayati Raj established in the 1960s also helped to create and consolidate the dynastic phenomenon in rural areas. Apart from government,political families also control cooperative institutions, mainly cooperative sugar factories,district cooperative banks in the state, and since the 1980s private for profit colleges. The ruling Bharatiya Janata Party also features several senior leaders who are dynasts. In Maharashtra, the NCP has particularly high level of dynasticism.

Bhaskar Jadhav is an Indian politician and former Minister for Labour & Special Assistance, Maharashtra State. He is also the ex-president of Maharashtra state unit of Nationalist Congress Party (NCP) and MLA of Maharashtra from Guhagar. Formerly he also served as Minister of State for Urban Development, Forest, Port, Sports, Parliamentary Affairs, Youth Welfare, Ex-Defence Welfare, Law & Order, Fisheries and Guardian Minister of Ratnagiri.

Deepak Sawant is a member of Maharashtra Legislative Council, belonging to the Shiv Sena. He represents the Mumbai graduate constituency. He was elected to office in July, 2006 for a term of six years and then reelected in July 2012. However he was denied a spot on the ticket in his third election bid. He was appointed Maharashtra's cabinet minister of in December, 2014 with the portfolio Public Health and Family Welfare. Later in the same month, he was also given responsibility of being guardian minister of Bhandara district and Dharashiv District.

Jitendra Satish Awhad is an senior leader and Indian politician from Maharashtra.previously he serve as an member of legislative council of maharashtra from 2002 to 2009 Currently he is Deputy Leader of the Opposition Maharashtra Legislative Assembly serving with Ajay Choudhari and currently a Member of the Maharashtra Legislative Assembly for 3 terms representing Mumbra-Kalwa in Thane. He has previously served as the Acting Leader of the Opposition Maharashtra Legislative Assembly and he has previously served as Cabinet Minister of Medical Education and Horticulture in 2014 and Housing and Minority Affairs from 2019 to 2022. He belongs to the Nationalist Congress Party.
