The New York City Department of Environmental Protection (DEP) is the department of the government of New York City [2] that manages the city's water supply and works to reduce air, noise, and hazardous materials pollution.
Under a 1.3 billion dollar budget, it provides more than 1.1 billion US gallons (4,200,000 m3) of water each day to more than 9 million residents (including 8 million in the City of New York) through a complex network of nineteen reservoirs, three controlled lakes and 6,000 miles (9,700 km) of water mains, tunnels and aqueducts. DEP is also responsible for managing the city's combined sewer system, which carries both storm water runoff and sanitary waste, and fourteen wastewater treatment plants located throughout the city. DEP carries out federal Clean Water Act rules and regulations, handles hazardous materials emergencies and toxic site remediation, oversees asbestos monitoring and removal, enforces the city's air and noise codes, bills and collects on city water and sewer accounts, and manages citywide water conservation programs. Its regulations are compiled in title 15 of the New York City Rules .
NYCDEP manages three upstate supply systems to provide the city's drinking water: the Croton system, the Catskill system, and the Delaware system. The overall distribution system has a storage capacity of 550 billion US gallons (2.1×109 m3) and provides over 1 billion US gallons (3,800,000 m3) per day of water to more than eight million city residents and another one million users in four upstate counties bordering on the water supply system. The distribution system is made up of an extensive grid of water mains stretching approximately 6,600 miles (10,600 km).
The city's wastewater is collected through an extensive grid of sewer pipes of various sizes and stretching over 7,400 miles (11,900 km). The Bureau of Wastewater Treatment (BWT) operates 14 water pollution control plants treating an average of 1.3 billion US gallons (4,900,000 m3) of wastewater a day; 96 wastewater pump stations: 8 dewatering facilities; and 490 sewer regulators. The bureau has a staff of 1,900 employees, with a $340 million annual operating budget, and an annual capital budget of $200 million. [3] [4]

The federal government began investigating the DEP in 1998. On August 29, 2001, the DEP pleaded guilty in federal court to criminal violations of the Clean Water Act and the Toxic Substances Control Act, and sentenced to probation. As a condition of probation, the DEP was required to implement an environmental, health and safety compliance program to prevent future environmental law violations and to improve employee safety working conditions.
In 2003, the Office of Environmental, Health and Safety Compliance (EHS) was formed to administer the DEP's comprehensive safety and compliance efforts, which included the EHS Employee Concerns Program.
In 2006, the term of probation was extended and the BWT was included under the federal monitor's oversight following a discharge of untreated sewage into the East River after emergency generators failed to operate during the August 2003 blackout.
On December 25, 2009, probation and federal oversight of the DEP ended. [5]

In 2011, the New York City Water Board appointed Veolia Water to partner with DEP in an effort to identify opportunities to make improvements in every aspect of New York City's drinking water, sewage collection, and wastewater treatment operations. Veolia teamed with McKinsey & Company and Arcadis to acquire additional analytical and technical expertise, respectively. The initiative, branded "Operational Excellence (OpX): The Best Always Do Better," is an opportunity for DEP to take employee ideas and best practices from water utilities across the globe to achieve the agency's goal of being the "safest, most productive, cost-effective, and transparent water utility in the nation." Rather than responding to future financial pressures with budget cuts that might weaken critical services, the OpX initiative makes improvements that will increase the strength of DEP. The OpX program aims to streamline workflows, boost efficiency, and continuously identify opportunities for improvements that will allow DEP to maintain its level of customer service, safety, and productivity while minimizing rate increases for its roughly 836,000 rate-payers. To achieve this, the Commissioner set a goal for OpX to achieve operating benefits of $100–200 million by 2016.

Newtown Creek, a 3.5-mile (6-kilometer) long tributary of the East River, is an estuary that forms part of the border between the boroughs of Brooklyn and Queens, in New York City. Channelization made it one of the most heavily-used bodies of water in the Port of New York and New Jersey and thus one of the most polluted industrial sites in the United States, containing years of discarded toxins, an estimated 30,000,000 US gallons of spilled oil, including the Greenpoint oil spill, raw sewage from New York City's sewer system, and other accumulation from a total of 1,491 sites.
The Milwaukee Metropolitan Sewerage District (MMSD) is a regional government agency that provides water reclamation and flood management services for about 1.1 million people in 28 communities in the Greater Milwaukee Area. A recipient of the U.S. Water Prize and many other awards, the District has a record of 98.4 percent, since 1994, for capturing and cleaning wastewater from 28 communities in a 411-square-mile (1,060 km2) area. The national goal is 85 percent of all the rain and wastewater that enters their sewer systems.
The Hyperion Water Reclamation Plant is a sewage treatment plant in southwest Los Angeles, California, next to Dockweiler State Beach on Santa Monica Bay. The plant is the largest sewage treatment facility in the Los Angeles Metropolitan Area and one of the largest plants in the world. Hyperion is operated by the City of Los Angeles, Department of Public Works, and the Bureau of Sanitation. Hyperion is the largest sewage plant by volume west of the Mississippi River.
The District of Columbia Water and Sewer Authority(DC Water) provides drinking water, sewage collection, and sewage treatment for Washington, D.C. The utility also provides wholesale wastewater treatment services to several adjoining municipalities in Maryland and Virginia, and maintains more than 9,000 public fire hydrants in Washington, D.C.
New York City Water Tunnel No. 3 is a water-supply tunnel forming part of the New York City water supply system. It is being built by the New York City Department of Environmental Protection (NYCDEP) to provide New York City with a third connection to its upstate water supply. The tunnel will serve as a backup to Water Tunnel No. 1, completed in 1917, and Water Tunnel No. 2, completed in 1936.
A combined sewer is a type of gravity sewer with a system of pipes, tunnels, pump stations etc. to transport sewage and urban runoff together to a sewage treatment plant or disposal site. This means that during rain events, the sewage gets diluted, resulting in higher flowrates at the treatment site. Uncontaminated stormwater simply dilutes sewage, but runoff may dissolve or suspend virtually anything it contacts on roofs, streets, and storage yards. As rainfall travels over roofs and the ground, it may pick up various contaminants including soil particles and other sediment, heavy metals, organic compounds, animal waste, and oil and grease. Combined sewers may also receive dry weather drainage from landscape irrigation, construction dewatering, and washing buildings and sidewalks.
Rondout Reservoir is part of New York City's water supply network. It is located 75 miles (121 km) northwest of the city in the Catskill Mountains, near the southern end of Catskill Park, split between the towns of Wawarsing in Ulster County and Neversink in Sullivan County. It is the central collection point for the city's Delaware System, which provides half its daily consumption.
A combination of aqueducts, reservoirs, and tunnels supplies fresh water to New York City. With three major water systems stretching up to 125 miles (201 km) away from the city, its water supply system is one of the most extensive municipal water systems in the world.
The Croton Falls Reservoir is a reservoir in the New York City water supply system in the Putnam County, New York townships of Carmel, and Southeast, roughly 50 miles (80 km) north of New York City. Part of the system's Croton Watershed, it was formed by impounding the West Branch and Middle Branch of the Croton River, tributaries of the Croton River, which flows into the Hudson River.
The Diverting Reservoir is a reservoir in the New York City water supply system in the town of Southeast, New York, in Putnam County immediately south of the village of Brewster, New York. Part of the system's Croton Watershed, it lies about 50 miles (80 km) north of New York City. Construction impounding the East Branch Croton River began early in the 20th century and was completed by 1911.
Dallas Water Utilities (DWU) is the water and wastewater service operated by the City of Dallas, Texas, in the United States. DWU is a non-profit City of Dallas department that provides services to the city and 31 nearby communities, employs approximately 1450 people, and consists of 26 programs. DWU's budget is completely funded through the rates charged for water and wastewater services provided to customers. Rates are based on the cost of providing the services. The department does not receive any tax revenues. Primary authority and rules for the department are listed in Chapter 49 of the Dallas City Code.
Water supply and sanitation in the United States involves a number of issues including water scarcity, pollution, a backlog of investment, concerns about the affordability of water for the poorest, and a rapidly retiring workforce. Increased variability and intensity of rainfall as a result of climate change is expected to produce both more severe droughts and flooding, with potentially serious consequences for water supply and for pollution from combined sewer overflows. Droughts are likely to particularly affect the 66 percent of Americans whose communities depend on surface water. As for drinking water quality, there are concerns about disinfection by-products, lead, perchlorates, PFAS and pharmaceutical substances, but generally drinking water quality in the U.S. is good.

The Philadelphia Water Department is the public water utility for the City of Philadelphia. PWD provides integrated potable water, wastewater, and stormwater services for Philadelphia and some communities in Bucks, Delaware and Montgomery counties. PWD is a municipal agency of the City of Philadelphia, and is seated in rented space at the Jefferson Tower in the Market East area of Center City, Philadelphia.
The Catskill-Delaware Water Ultraviolet Disinfection Facility is a 160,000-square-foot (15,000 m2) ultraviolet (UV) water disinfection plant built in Westchester County, New York to disinfect water for the New York City water supply system. The compound is the largest ultraviolet germicidal irradiation plant in the world.
The John Oliver Memorial Sewer Plant is a sewage treatment plant in Danbury, Connecticut, named after the British-American comedian and political satirist John Oliver. The plant was completely renovated in response to a 2008 order from state and federal agencies to address the inability of the existing sewage system to curtail phosphorus concentrations in wastewater, as well as other environmental issues. After Oliver made fun of Danbury on his show, Last Week Tonight, Danbury mayor Mark Boughton responded by offering to rename their $100-million sewage plant for Oliver. Boughton later told reporters that it was a joke, but after Oliver offered $55,000 to local charities in exchange for the plant's renaming, the city agreed to officially term the site the "John Oliver Memorial Sewer Plant". Construction began in 2019, and was finished in October 2020, with Oliver personally attending the ribbon-cutting ceremony.
The Croton Water Filtration Plant, is a drinking water treatment facility in New York City which began operation in 2015. The plant construction cost was over $3 billion, The facility was built 160 feet (49 m) under Van Cortlandt Park's Mosholu Golf Course in the Bronx.
