Philip Banks III (born December 25,1962) is the former Deputy Mayor of New York City for Public Safety [2] and a retired law enforcement officer who served as NYPD chief of department in 2013 and 2014. [3] As Chief of Department,Banks oversaw all patrol and specialty units. He resigned in the midst of the investigations into the Eric Adams administration.
Banks's mother was a secretary and his father,Philip Banks Jr.,was a lieutenant in the New York City Police Department. Banks grew up in Southeast Queens. He has two brothers,including David C. Banks,has been appointed as New York City Schools Chancellor and Terence Banks,a former MTA official who retired in 2023 after 25 years. Banks earned a Bachelor of Science degree in Business Administration from Lincoln University and graduated from the two-week long Police Management Institute at Columbia University in 2001. [4] [5] Banks is a member of Phi Beta Sigma fraternity,Mu chapter. [6]
Banks joined the New York City Police Department in July 1986 and began his career on patrol in the 81st Precinct. He was promoted to sergeant in March 1994,lieutenant in May 1997,captain in September 1999,deputy inspector in June 2001,inspector in December 2003,deputy chief in December 2006,and assistant chief in June 2009. He has served in the 70th,73rd,79th,81st,90th and Central Park precincts in addition to the Patrol Borough Brooklyn South,Harbor Unit,and School Safety Division Investigations Unit.
Banks most recently served as chief of the Community Affairs Bureau. Prior to commanding the Community Affairs Bureau,he was the commanding officer of Patrol Borough Manhattan North and has also commanded the 79th,81st and Central Park precincts. He has also served as executive officer of Patrol Borough Brooklyn South and the 73rd Precinct.
He was named the first deputy commissioner,replacing Rafael Piñeiro upon his retirement. [7]
After completing a 27-year career with NYPD,Banks resigned from his position as chief of department on October 31,2014,citing a mix of personal and professional reasons. [8] Speaking to reporters outside City Hall,Commissioner William Bratton said he would accept Banks's resignation "with great regret." [9] It was later revealed that Banks resigned after he found out he was being investigated by the Federal Bureau of Investigation for having $300,000 of unexplained cash in his bank account. [10]
From January 7,2022,to October 7,2024,Banks was the Deputy Mayor for Public Safety under Eric Adams.
The FBI searched his home in Hollis,Queens in September 2024. [11] He resigned in the midst of the investigations into the Eric Adams administration.

According to its website,Kelly,a lifelong New Yorker,had spent 45 years in the NYPD,serving in 25 different commands and as Police Commissioner from 1992 to 1994 and again from 2002 until 2013. Kelly was the first man to rise from Police Cadet to Police Commissioner,holding all of the department's ranks,except for Three-Star Bureau Chief,Chief of Department and Deputy Commissioner,having been promoted directly from Two-Star Chief to First Deputy Commissioner in 1990. After his handling of the World Trade Center bombing in 1993,he was mentioned for the first time as a possible candidate for FBI Director. After Kelly turned down the position,Louis Freeh was appointed.

The New York City Police Department (NYPD) is structured into numerous bureaus and units. As a whole,the NYPD is headed by the Police Commissioner,a civilian administrator appointed by the Mayor,with the senior sworn uniformed officer of the service titled "Chief of Department". The Police Commissioner appoints the First Deputy Commissioner as the department's second-in-command and the Chief of Department as the department's highest ranking uniformed officer. The commissioner also appoints a number of deputy and assistant commissioners who do not have operational command and are solely for support and administrative function. The City's reforms created a full-time professional police force modeled upon London's Metropolitan Police,itself only formed in 1829. Over 12,000 cases resulted in lawsuit settlements totaling over $400 million during a five-year period ending in 2014. In 2019,misconduct lawsuits cost the taxpayer $68,688,423,a 76 percent increase over the previous year,including about $10 million paid out to two exonerated individuals who had been falsely convicted and imprisoned.
Joseph John Esposito was an American police officer,who served as Deputy Commissioner of Enforcement for the New York City Department of Buildings,Commissioner of New York City Emergency Management from 2014 to 2018,and Chief of the New York City Police Department from 2000 to 2013. Esposito was the longest-serving Chief of Department in NYPD history,joining in with boss Ray Kelly,who was the longest-serving Police Commissioner in NYPD history.

Rafael Piñeiro is the former First Deputy Commissioner of the New York City Police Department (NYPD) and at that time the highest ranking Hispanic American member of the NYPD. In November 2013,he was rumored to be on Mayor-elect Bill de Blasio's short list to replace Ray Kelly as NYPD Commissioner.
James Patrick "Jimmy" O'Neill Jr. is an American police officer who served as the 43rd Police Commissioner of New York City from September 2016 until November 2019. Prior to his appointment as Police Commissioner,O'Neill served as NYPD's Chief of Department,the highest uniformed position in the department,in 2014–2016.
Benjamin B. Tucker is an American police officer and administrator who was appointed First Deputy New York City Police Commissioner on Nov. 5,2014,in a ceremony at 1 Police Plaza in New York City. Commissioner Tucker is the NYPD's 43rd first deputy commissioner. "This is an amazing moment and time in my life," Tucker said. "I joined the NYPD family on November 21,1969,as an 18-year-old." He was sworn in as a police officer trainee at that time,and is now second in command of the nation's largest police force with a uniformed strength just shy of 35,000,plus several thousand in support staff. He later retired from the New York Police Department in December 2021.
Carlos M. Gomez is a former Chief of Department of the New York City Police Department. A native of Cuba who emigrated to the United States as a young boy with his father,Gomez grew up in the New York City borough of Queens. He was designated Chief of Department of the NYPD on September 16,2016. The Chief of Department is the highest uniformed position,and Gomez was the 39th person to hold this post becoming the highest ranking Hispanic officer in the department.
