Laura R. Kavanagh (born 1981 or 1982 [2] ) is an American government official who served as the 34th commissioner of the New York City Fire Department (FDNY). She was first woman to hold the position. Appointed by Mayor Eric Adams on October 27,2022, [3] Kavanagh oversaw the diversification of the FDNY applicant pool,including graduating the largest group of women in nearly three decades.[ citation needed ]
Prior to her appointment as Fire Commissioner,Kavanagh spent several years with the FDNY,involved in the agency's response to major incidents including the Ebola outbreak of 2014 and the 2020 COVID-19 pandemic. [4] Kavanagh's tenure as commissioner was met with opposition by rank-and-file members of the FDNY based on her relatively young age,lack of any experience as a first responder and allegations of her department's demoting older and more experienced fire chiefs. Kavanagh resigned on August 7,2024.
Kavanagh grew up near San Francisco,the only child of a public school teacher and a telephone company worker. Upon graduation from Whittier College in California with a BA in Political Science and International Relations,she moved to New York City and lived in all five boroughs,managing and campaign consulting for non-profits,community-based organizations and unions. She earned a Master of Public Administration degree from Columbia University's School for International and Public Affairs. Kavanagh completed the Executive Leaders Program at the Naval Postgraduate School’s Center for Homeland Defense and Security,and the Stanford Graduate School of Business’Summer Institute.[ citation needed ]
Kavanagh has held senior roles on Presidential,Mayoral,Congressional and local campaigns. She was a Special Assistant to Mayor Bill de Blasio, [6] and during the 2012 United States presidential election,she served as Deputy Director in Pennsylvania on Barack Obama's reelection campaign. [7]
She joined the FDNY in 2014,first as Director of External Affairs before her promotion as Assistant Commissioner for External Affairs several months later. In 2015,she was appointed Deputy Commissioner for Government Affairs and Special Programs,became First Deputy Commissioner in 2017 and served as acting Fire Commissioner in February 2022 after the retirement of Fire Commissioner Daniel Nigro. She has never served as a firefighter.
An avid runner,Commissioner Kavanagh has completed two New York City Marathons and is a regular participant in the stair climbs that honor fallen first responders and their families.[ citation needed ]
Commissioner Kavanagh was heckled at the NYC's 2024 St. Patrick’s Day Parade after her department vowed to go after Trump-supporting FDNY members who booed New York Attorney General Letitia James at a promotion ceremony. Department Chief John Hodgens issued a warning about an investigation by the Bureau of Investigation and urged those who participated to come clean. [8]
On July 13,2024,Commissioner Kavanagh announced her resignation,intending to stay in her position to help with the transition until a suitable replacement is found. [9]

The New York City Fire Commissioner is the civilian administrator of the New York City Fire Department (FDNY),and is appointed by the Mayor of the City of New York. Prior to 1865,the New York City Fire Department was staffed by volunteers. On March 30,1865 the New York State legislature passed a law organizing the Metropolitan Fire Department as a paid firefighting force that took control of all the powers and authority of the volunteer department,as well as all the assets such as the fire trucks,equipment,and buildings. The law also created a commission to oversee the department,and for its administration and functioning. After a lawsuit contesting the constitutionality of the law was dismissed by the New York Court of Appeals,it immediately started to operate.
William Michael Feehan was a member of the Fire Department of New York who died during the collapse of the World Trade Center during the September 11 attacks. He was the second-highest official in the department.

Daniel A. Nigro is the former New York City Fire Commissioner of the New York City Fire Department (FDNY). He served this position from 2014 until his retirement in 2022. Nigro's appointment was announced on May 9,2014,and he was sworn in on June 9.

On December 9,2021,however,she suspended her gubernatorial campaign and announced that she would seek re-election as attorney general. Republicans nominated Michael Henry,an attorney from Queens. James defeated Henry by a margin of 9.2%,from her 27.2% victory in 2018.

Maria Torres-Springer is an American government official and former nonprofit executive who is the First Deputy Mayor of New York City,assuming office on October 8,2024. Previously the vice president for U.S. programs at the Ford Foundation,Torres-Springer has been New York City's Deputy Mayor for Housing,Economic Development and Workforce;Commissioner of the New York City Department of Small Business Services;and Commissioner of the New York City Department of Housing Preservation and Development. She was also the president and CEO of the New York City Economic Development Corporation. Torres-Springer is the first Filipina to serve as First Deputy Mayor of New York City.
Anne Williams-Isom is an American government official,academic,lawyer and former nonprofit executive who has been serving as New York City deputy mayor for Health and Human Services since January 2022. She also served as acting First Deputy Mayor of New York City for a few hours in the morning on October 8,2024 immediately following the formal resignation and departure of Sheena Wright from the office of First Deputy Mayor of New York City until the formal appointment of Maria Torres-Springer to that office in the afternoon that same day in accordance with Executive Order 45 released on September 26,2024 by Mayor Eric Adams. Williams-Isom holds the James R. Dumpson chair of child welfare studies at Fordham Graduate School of Social Service. She was the chief operating officer and later the chief executive officer of the Harlem Children's Zone.
Joseph W. Pfeifer is a retired American firefighter who served with the New York City Fire Department (FDNY). Pfeifer served as First Deputy Commissioner of the FDNY from February 2023 until September 2024,and as Acting Fire Commissioner of the FDNY in August 2024. Prior to his civilian work in the FDNY,Pfeifer was an Assistant Chief. He retired in 2018.

Previously,she served as Commissioner of the New York City Department of Sanitation from 2022 to 2024,as Commissioner of the New York City Department of Information Technology and Telecommunications from 2019 to 2022,and as Deputy Commissioner for Information Technology at the New York City Police Department from 2014 to 2019.
