Raz Mohammed Dalili (born 1959) was the former governor of Paktia Province in Afghanistan from 2002 until 2004. His arrival as governor in the capital Gardez was delayed as local militia leader, and previous governor, Pacha Khan Zadran refused to let him into the city of Dalili eventually successfully served for two years. He is an ethnic Pashtun.
An 18-year-old Afghan militia soldier, named Jamal Naseer, was captured with seven other militia-men in March 2003. [1] Members of the Green Beret team who captured Naseer and his comrades were under investigation because it was alleged that they hid his death, colluded and falsified their reports. CBS News reported, on September 21, 2004, that former Paktia Governor Dalili confirmed that he had requested a Green Beret officer named "Mike" to apprehend militia soldiers who were conducting illegal roadblocks, on the Khost-Gardez highway, and extorting money from travelers. CBS News identified Dalili as the current Governor of Wardak Province.
Gardez is the capital of the Paktia Province of Afghanistan. The population of the city was estimated to be ca. 10,000 in the 1979 census and was estimated to be 70,000 in 2008. The majority of the city's native population is Tajik. But recently, with the migration of Pashtun tribes from different parts of Paktia to this city, Pashtuns have taken over the majority of the population of this city. The city of Gardez is located at the junction between two important roads that cut through a huge alpine valley. Surrounded by the mountains and deserts of the Hindu Kush, which boil up from the valley floor to the north, east and west, it is the axis of commerce for a huge area of eastern Afghanistan and has been a strategic location for armies throughout the country's long history of conflict. Observation posts built by Alexander the Great are still crumbling on the hilltops just outside the city limits. The city of Gardez has a population of 70,641. It has 13 districts and a total land area of 6,174 hectares (23.84 sq mi). The total number of dwellings in this city is 7,849.
The Islamic National Army, also referred to as the Islamic Emirate Army and Afghan Army, is the land force branch of the Afghan Armed Forces. The roots of an army in Afghanistan can be traced back to the early 18th century when the Hotak dynasty was established in Kandahar followed by Ahmad Shah Durrani's rise to power. Hakim Taniwal was the Governor of Paktia province in Afghanistan until he was killed by a suicide bomber on 10 September 2006, at the age of 60. Prior to his governorship of Paktia, Taniwal had governed the difficult province of Khost, near the border with Pakistan, where al-Qaeda had established training camps during the time of the Taliban and later took refuge in the Tora Bora mountains.

Pacha Khan Zadran is a militia leader and a politician in the southeast of Afghanistan. He was an ex anti-Soviet-fighter militia leader who played a role in driving the Taliban from Paktia Province in the 2001 invasion, with American backing, and he subsequently assumed the governorship of the province. In 2002, he engaged in a violent conflict with rival tribal leaders in the province over the Governorship of the province, shelling Gardez City and obstructing two separate appointed governors sent by Hamid Karzai.
Mohammed Abdul Kabir is a senior member of the Taliban leadership and the acting Prime Minister of Afghanistan since 17 May 2023. He previously already was the acting Prime Minister of Afghanistan from 16 April 2001 to 13 November 2001, and the acting Third Deputy Prime Minister for Political Affairs of Afghanistan from 4 October 2021 to 17 May 2023.

Zabihullah Mujahid is an Afghan official Central spokesman for the Islamic Emirate of Afghanistan since 25 October 2021 and Deputy Ministry of Information and Culture since 7 September 2021. He has long served as one of several spokesmen for the Taliban, the others being Suhail Shaheen and Yousef Ahmadi. Mujahid often commented mainly on the Taliban's activities in eastern, northern, and central Afghanistan, while Ahmadi focused on the western and southern regions. In addition to being the government's main spokesman, Mujahid serves as a personal spokesman for Supreme Leader Hibatullah Akhundzada.
Paktia University is a public higher education institution in Gardez, Afghanistan. Its current chancellor is Dr. Sayed Wali Jalalzai. According to him, approximately 8,500 students are enrolled in Paktia University. Majority are male students. There are approximately 145 professors. The university's acceptance rate was reported at 55%.
Dand Aw Patan District is located in the northeastern section of Paktia Province in Afghanistan. It has a population of around 30,551 local residents. The district is within the heartland of the Zazi tribe of Pashtuns.

The Janikhel offensive was launched by the Taliban and the Haqqani network in early August 2016 to conquer the Janikhel District within the contested Paktia Province from government forces. Due to the district's geographic location, it is of great strategic and tactical value to any force that controls it. After being besieged by insurgents for weeks and not receiving any outside help, the local government forces retreated from the district on 27 August. Even though the district was retaken by the government on 5 September, the fact that the district had been captured by the Taliban in the first place was widely considered a heavy blow for the government, which faced increasing insecurity and loss of territory since the ISAF retreat in 2014.
