Abdul Basir Salangi or Abdul Baseer Salangi, born on 8 August 1962 in Parwan,is the ethnic Tajik current Governor of Farah province in Afghanistan, [1] [2] and was a commander in the Afghan Civil War,aligned with Jamiat-e Islami and Ahmad Shah Massoud. Additionally,he was chief of Kabul after the fall of the Taliban until he was replaced by General Baba Jan after being indicted in the Shinpur scandal.
Following the fall of the Taliban government in 2001,Salangi was appointed as the chief of police for Kabul. However the Afghan Independent Human Rights Commission accused him of bulldozing 300 poor houses in the Shinpur district of Kabul and making room for warlords to put their houses. [3] Following this Salangi was removed from his post and assigned as Police Chief of the volatile Wardak Province where he stayed until 2005. In 2008 Salangi was posted as governor of Parwan.[ citation needed ]
In 2010,as governor,he directed rescue efforts in the region after an avalanche struck the province. [2]
Salangi has been a target of assassinations like many other Afghan politicians and government officials. On August 14,2011,a team of about six suicide bombers launched a coordinated assault on the governor's palace in Charikar. Although Salangi survived the high-profile assassination,19 other people were killed in the incident. The attack began with a car bomb explosion outside the front gate of his palace followed by suicide bombers storming in and blowing themselves up in the compound. Gen. Abdul Jalil Rahimi of the Afghan National Police said he was at a meeting with Salangi,Afghan army and police officials, and at least two NATO police advisers, when the assault began. He further said that "two of the bombers were able to get into the building of the governor's house",but were killed before they could reach their main targets. As usual, the Taliban claimed responsibility. [4]
In January 2021,while addressing a memorial ceremony for the victims of the 14 January 1989 massacre [5] in the Salang district of central Parwan Province,Salangi said that 'if the Taliban were unwilling to embrace peace, the people of Afghanistan would form a second resistance front against them'. [6]
The Salang Tunnel is a 2.67-kilometre-long (1.66 mi) tunnel located at the Salang Pass in northern Parwan Province of Afghanistan, about 90 km (56 mi) north of the nation's capital,Kabul. At nearly 3,200 m (10,500 ft) above sea level, the tunnel work was originally completed by the Soviet Union in 1964.
The Salang Pass is the primary mountain pass connecting northern Afghanistan with Parwan Province, with onward connections to Kabul Province, southern Afghanistan, and to the Pakistani province of Khyber Pakhtunkhwa. Located on the border of Parwan Province and Baghlan Province,it is just to the East of the Kushan Pass, and both of them were of great importance in early times as they provided the most direct connections between the Kabul region with northern Afghanistan or Tokharistan. The Salang River originates nearby and flows south.
Charikar, officially renamed to Imam Abu Hanifa or Imam Azam,is the main town of the Koh Daman Valley. It is the capital of Charikar District, and the capital of Parwan Province in northern Afghanistan. It has a population of around 171,200,which is majority Tajik populated. The town was officially renamed in December 2022 by the Taliban to honor the Sunni Muslim theologian and jurist Abu Hanifa, who is also sometimes called Imam Azam and was the founder of the Hanafi school of Islamic law.
The Taliban insurgency began after the group's fall from power during the 2001 War in Afghanistan. The Taliban forces fought against the Afghan government, led by President Hamid Karzai, and later by President Ashraf Ghani, and against a US-led coalition of forces that has included all members of NATO;the 2021 Taliban offensive resulted in the collapse of the government of Ashraf Ghani. The private sector in Pakistan extends financial aid to the Taliban, contributing to their financial sustenance.
