The Bellwin scheme is a United Kingdom government emergency financial assistance which "reimburses local authorities for costs incurred on, or in connection with, their immediate actions to safeguard life and property or to prevent suffering or severe inconvenience as a result of a disaster or emergency in their area". [1]
The scheme is usually set up in response to weather events, but can also be used to cover other circumstances. [2] It is a discretionary scheme which exists to give special financial assistance to local authorities which would otherwise be faced with an undue financial burden as a result of providing relief and carrying out immediate work due to large-scale emergencies. Where the criteria of the scheme are met, the grant is normally payable to authorities at 85% of the eligible costs incurred above a threshold set for each authority, although occasionally the grant rate is increased to 100%. The scheme is named after a 1980s environment minister, Lord Bellwin, who, as Irwin Bellow had been leader of Leeds City Council from 1975 to 1979. In 1983, Bellwin introduced the compensation scheme, which was incorporated in the Local Government and Housing Act 1989 [4] and revised in 2014. [5]

Councils, police, fire and national park authorities are eligible for Bellwin reimbursement when they have spent more than the usual threshold 0.2% of their calculated annual revenue budget on works which meet the above criteria that have been reported to the Department as eligible for an announced grant scheme. Bellwin support or schemes are the responsibility of the devolved administrations outside England. [1] The scheme's operation in Scotland is under the control of the Scottish Government, but is broadly the same the English scheme. The Welsh Government operates an equivalent scheme called the Emergency Financial Assistance Scheme (EFAS). [7]
The Northern Ireland Executive has established specific, time-limited schemes rather than a single equivalent to the Bellwin scheme. [8] The most recent scheme runs from July to August 2019.
In January 2014 Eric Pickles, the Secretary of State for Communities and Local Government announced that during the 2013–2014 floods the Bellwin scheme would refund 100% of local spending, with the threshold of 0.02% of annual council revenue also reduced. He also announced that a full review of the Bellwin scheme was also to be undertaken, with a view to future reform. [24] [25] [ needs update ]
The Federal Emergency Management Agency (FEMA) is an agency of the United States Department of Homeland Security (DHS), initially created under President Jimmy Carter by Presidential Reorganization Plan No. 3 of 1978 and implemented by two Executive Orders on April 1, 1979. The agency's primary purpose is to coordinate the response to a disaster that has occurred in the United States and that overwhelms the resources of local and state authorities. The governor of the state in which the disaster occurs must declare a state of emergency and formally request from the President that FEMA and the federal government respond to the disaster. The only exception to the state's gubernatorial declaration requirement occurs when an emergency or disaster takes place on federal property or to a federal asset—for example, the 1995 bombing of the Alfred P. Murrah Federal Building in Oklahoma City, Oklahoma, or the Space Shuttle Columbia in the 2003 return-flight disaster.

The State Emergency Service (SES) is the name used by a number of organisations in Australia that provide assistance during and after major incidents. Specifically, the service deals with floods, storms and tsunamis, but can also assist in other emergencies, such as vertical rescue and road crash rescues, missing persons searches, and medical evacuations. In other scenarios the SES may provide a support role to other agencies, particularly police and fire. The SES is operational 24 hours a day. The SES is constituted as separate organisations operating in the various Australian states and territories. Eight of the SES organisations co-ordinate through the Australian Council of State and Territory Emergency Services (ACSES).
The 1953 North Sea flood was a major flood caused by a heavy storm surge that struck the Netherlands, north-west Belgium, England and Scotland. Most sea defences facing the surge were overwhelmed, resulting in extensive flooding.
The National Flood Insurance Program (NFIP) is a program created by the Congress of the United States in 1968 through the National Flood Insurance Act of 1968. The NFIP has two purposes: to share the risk of flood losses through flood insurance and to reduce flood damages by restricting floodplain development. The program enables property owners in participating communities to purchase insurance protection, administered by the government, against losses from flooding, and requires flood insurance for all loans or lines of credit that are secured by existing buildings, manufactured homes, or buildings under construction, that are located in the Special Flood Hazard Area in a community that participates in the NFIP. U.S. Congress limits the availability of National Flood Insurance to communities that adopt adequate land use and control measures with effective enforcement provisions to reduce flood damages by restricting development in areas exposed to flooding.
Hurricane Katrina was a devastating Category 5 Atlantic hurricane that resulted in 1,836 fatalities and caused damage estimated between $97.4 billion to $145.5 billion in late August 2005, particularly in the city of New Orleans and its surrounding areas. The Robert T. Stafford Disaster Relief and Emergency Assistance Act is a 1988 United States federal law designed to bring an orderly and systematic means of federal natural disaster assistance for state and local governments in carrying out their responsibilities to aid citizens. Congress's intention was to encourage states and localities to develop comprehensive disaster preparedness plans, prepare for better intergovernmental coordination in the face of a disaster, encourage the use of insurance coverage, and provide federal assistance programs for losses due to a disaster.

Severe Tropical Storm Washi, known in the Philippines as Tropical Storm Sendong, was a late-season tropical cyclone that caused around 1,200 to 1,500 deaths and catastrophic damage in the Philippines in late 2011. Washi made landfall over Mindanao, a major region in the Philippines, on December 16. Washi weakened slightly after passing Mindanao, but regained strength in the Sulu Sea, and made landfall again over Palawan on December 17.

The Scottish Fire and Rescue Service is the national fire and rescue service of Scotland. It was formed by the merger of eight regional fire services in the country on 1 April 2013. It thus became the largest fire brigade in the United Kingdom, surpassing the London Fire Brigade.

The Office of U.S. Foreign Disaster Assistance (OFDA) was an organizational unit within the United States Agency for International Development (USAID) charged by the President of the United States with directing and coordinating international United States government disaster assistance. USAID merged the former offices of OFDA and Food for Peace (FFP) in 2020 to form the Bureau for Humanitarian Assistance (BHA).
