Counterproliferation refers to diplomatic, intelligence, and military efforts to combat the proliferation of weapons, including both weapons of mass destruction (WMD), long-range missiles, and certain conventional weapons. Measures to combat proliferation by analysing and preventing related financial transactions are referred to as counter-proliferation financing. [1] Nonproliferation and arms control are related terms. In contrast to nonproliferation, which focuses on diplomatic, legal, and administrative measures to dissuade and impede the acquisition of such weapons, counterproliferation focuses on intelligence, law enforcement, and sometimes military action to prevent their acquisition. Long-range missile technology is of greatest threat when the missiles carry weapons of mass destruction, but long-range weapons with precision guidance can be serious threats with explosive or other conventional warheads. This has been supplemented by the International Code of Conduct against Ballistic Missile Proliferation (ICOC), also known as the Hague Code of Conduct.
Technical means of verification, including space-based sensors that can scan large parts of the world, can provide early warning of long-range missile development. Space-based Staring Infrared Sensors can detect the heat of rocket launching motors. Various radars can monitor range and other characteristics, but they need to be in a place where they have line-of-sight to the missile trajectory. The United States, probably Russia, and possibly other nations have aircraft-based and ship-based sensors that can monitor such tests, but there has to be warning of potential tests so these sensors can be deployed.
Arms control is a term for international restrictions upon the development, production, stockpiling, proliferation and usage of small arms, conventional weapons, and weapons of mass destruction. Historically, arms control may apply to melee weapons before the invention of firearm. Arms control is typically exercised through the use of diplomacy which seeks to impose such limitations upon consenting participants through international treaties and agreements, although it may also comprise efforts by a nation or group of nations to enforce limitations upon a non-consenting country.
Jericho is a general designation given to a loosely-related family of deployed ballistic missiles developed by Israel since the 1960s. The name is taken from the first development contract for the Jericho I signed between Israel and Dassault in 1963, with the codename as a reference to the Biblical city of Jericho. As with some other Israeli high tech weapons systems, exact details are classified, though there are observed test data, public statements by government officials, and details in open literature especially about the Shavit satellite launch vehicle.
As the collapse of the Soviet Union appeared imminent, the United States and their NATO allies grew concerned of the risk of nuclear weapons held in the Soviet republics falling into enemy hands. The Cooperative Threat Reduction (CTR) program was initiated by the Nunn–Lugar Act, which was authored and cosponsored by Sens. Sam Nunn (D-GA) and Richard Lugar (R-IN). The purpose of the CTR Program was originally "to secure and dismantle weapons of mass destruction and their associated infrastructure in former Soviet Union states." As the peace dividend grew old, an alternative 2009 explanation of the program was "to secure and dismantle weapons of mass destruction in states of the former Soviet Union and beyond". The CTR program funds have been disbursed since 1997 by the Defense Threat Reduction Agency (DTRA).
The Missile Technology Control Regime (MTCR) is a multilateral export control regime. It is an informal political understanding among 35 member states that seek to limit the proliferation of missiles and missile technology. The regime was formed in 1987 by the G-7 industrialized countries. The MTCR seeks to limit the risks of proliferation of weapons of mass destruction (WMD) by controlling exports of goods and technologies that could make a contribution to delivery systems for such weapons. In this context, the MTCR places particular focus on rockets and unmanned aerial vehicles capable of delivering a payload of at least 500 kilograms (1,100 lb) to a range of at least 300 kilometres (190 mi) and on equipment, software, and technology for such systems.
The Defense Threat Reduction Agency (DTRA) is both a defense agency and a combat support agency within the United States Department of Defense (DoD) for countering weapons of mass destruction and supporting the nuclear enterprise. Its stated mission is to provide "cross-cutting solutions to enable the Department of Defense, the United States Government, and international partners to Deter strategic attack against the United States and its allies; Prevent, reduce, and counter WMD and emerging threats; and Prevail against WMD-armed adversaries in crisis and conflict." DTRA is headquartered in Fort Belvoir, Virginia. The DTRA mission, organization and management, responsibilities and functions, relationships, authorities, and administration are defined in DoD Directive 5105.62, Defense Threat Reduction Agency (DTRA).
Robert G. Joseph is a senior scholar at the National Institute for Public Policy. He was the United States Special Envoy for Nuclear Nonproliferation, with ambassadorial rank. Prior to this post, Joseph was the Under Secretary of State for Arms Control and International Security, a position he held until January 24, 2007. Joseph is known for being instrumental in creating the Proliferation Security Initiative and as the architect of the Global Initiative to Combat Nuclear Terrorism. He was also the US chief negotiator to Libya in 2003 who convinced the Libyans to give up their WMD programs. He also recently authored a book describing his experience in negotiating with Libya entitled "Countering WMD."
The Bureau of International Security and Nonproliferation (ISN) is a bureau within the United States Department of State responsible for managing a broad range of nonproliferation and counterproliferation functions. The bureau leads U.S. efforts to prevent the spread of weapons of mass destruction, their delivery systems, advanced conventional weapons, and related materials, technologies, and expertise.
Saudi Arabia is not known to have a nuclear weapons program. From an official and public standpoint, Saudi Arabia has been an opponent of nuclear weapons in the Middle East, having signed the Treaty on the Non-Proliferation of Nuclear Weapons, and is a member of the coalition of countries demanding a Nuclear-weapon-free zone in the Middle East. Studies of nuclear proliferation have not identified Saudi Arabia as a country of concern. Nuclear technology company IP3 International was formed in June 2016 to transfer nuclear technology from the United States to Saudi Arabia.
National technical means of verification (NTM) are monitoring techniques, such as satellite photography, used to verify adherence to international treaties. The phrase first appeared, but was not detailed, in the Strategic Arms Limitation Treaty (SALT) between the US and USSR. At first, the phrase reflected a concern that the "Soviet Union could be particularly disturbed by public recognition of this capability [satellite photography]...which it has veiled.". In modern usage, the term covers a variety of monitoring technologies, including others used at the time of SALT I.

Special reconnaissance (SR) is conducted by small units, such as a recon team, made up of highly trained military personnel, usually from special forces units and/or military intelligence organizations. Special reconnaissance teams operate behind enemy lines, avoiding direct combat and detection by the enemy. As a role, SR is distinct from commando operations, but both are often carried out by the same units. The SR role frequently includes covert direction of airstrikes and indirect fire, in areas deep behind enemy lines, placement of remotely monitored sensors, and preparations for other special forces. Like other special forces, SR units may also carry out direct action and unconventional warfare, including guerrilla operations.
This article deals with activities of the U.S. Central Intelligence Agency, specifically dealing with arms control, weapons of mass destruction (WMD) and weapons proliferation. It attempts to look at the process of tasking and analyzing, rather than the problem itself, other than whether the CIA's efforts match its legal mandate or assists in treaty compliance. In some cases, the details of a country's programs are introduced because they present a problem in analysis. For example, if Country X's policymakers truly believe in certain history that may not actually be factual, an analyst trying to understand Country X's policymakers needs to be able to understand their approach to an issue.
United Nations Security Council resolution 1540 was adopted unanimously on 28 April 2004 regarding the non-proliferation of weapons of mass destruction. The resolution establishes the obligations under Chapter VII of the United Nations Charter for all member states to develop and enforce appropriate legal and regulatory measures against the proliferation of chemical, biological, radiological, and nuclear weapons and their means of delivery, in particular, to prevent the spread of weapons of mass destruction to non-state actors.
The Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism of the United States Congress was set up "to assess, within 180 days, any and all of the nation's activities, initiatives, and programs to prevent weapons of mass destruction proliferation and terrorism." The Graham/Talent WMD Commission was also asked to provide concrete recommendations- a roadmap- to address these threats.
The National Counterproliferation and Biosecurity Center (NCBC) is the primary organization within the United States Intelligence Community for combating the spread of weapons of mass destruction and their delivery systems.
Kenneth A. Myers III was the fourth and longest serving director of the Defense Threat Reduction Agency (DTRA), from September 2009 to March 2016. DTRA is the intellectual, technical and operational leader for the Department of Defense (DoD) and the U.S. Strategic Command (USSTRATCOM) in the national effort to combat the weapons of mass destruction (WMD) threat. Myers was also dual-hatted as the director of the USSTRATCOM Center for Combating Weapons of Mass Destruction. The center integrates and synchronizes DoD-wide efforts in support of the combating WMD mission.
The Assistant Secretary of Defense for Global Strategic Affairs, or ASD(GSA), is a position in the Office of the Secretary of Defense that develops policy for the Secretary on countering weapons of mass destruction, nuclear forces and missile defense, cyber security and space issues. ASD(GSA) is currently tasked with three major congressionally mandated reviews: the Nuclear Posture Review, the Ballistic Missile Defense Review, and the Space Posture Review. In addition, GSA is the Defense Department's lead in developing the DoD's cybersecurity strategy, and for crafting the policy for the standup of the new Cyber Command. ASD(GSA) answers to the Under Secretary of Defense for Policy. Although ASD(GSA) is a recently configured office, its functional responsibilities can be traced back in part to a position eliminated in early 2008, the 'Assistant Secretary of Defense for International Security Policy'
Counter-IED efforts are done primarily by military and law enforcement with the assistance of the diplomatic and financial communities. It involves a comprehensive approach of countering the threat networks that employ improvised explosive devices (IEDs), defeating the devices themselves, and training others. Counter-IED, or C-IED, is usually part of a broader counter-terrorism, counter-insurgency, or law enforcement effort. Because IEDs are a subset of a number of forms of asymmetric warfare used by insurgents and terrorists, C-IED activities are principally against adversaries and not only against IEDs. C-IED treats the IED as a systemic problem and aims to defeat the IED threat networks themselves.
Cooperative Engagement Capability (CEC) is a sensor network with integrated fire control capability that is intended to significantly improve battle force air and missile defense capabilities by combining data from multiple battle force air search sensors on CEC-equipped units into a single, real-time, composite track picture. This will greatly enhance fleet air defense by making jamming more difficult and allocating defensive missiles on a battle group basis.
