Elections of police and crime commissioners in England and Wales were held on 5 May 2016. [2] [3] [4]

Contents

The elections were for 40 of the 43 territorial police forces in England and Wales using the supplementary vote system; the two police forces of Greater London are not involved (the elected Mayor of London is classed as the police and crime commissioner for the Metropolitan Police District, while the Court of Common Council fulfils the role for the City of London Police). There was no election for the Greater Manchester Police as the role of police and crime commissioner is due to be abolished in 2017 and replaced with the directly elected Mayor of Greater Manchester. [5] Elections for police and crime commissioners do not take place in Scotland or Northern Ireland as policing and justice powers are devolved to the Scottish Parliament and Northern Ireland Assembly. [6]

Greater London County of England

Greater London is a ceremonial county of England that is located within the London region. This region forms the administrative boundaries of London and is organised into 33 local government districts—the 32 London boroughs and the City of London, which is located within the region but is separate from the county. The Greater London Authority, based in Southwark, is responsible for strategic local government across the region and consists of the Mayor of London and the London Assembly. The City of London Corporation is the principal local authority for the City of London, with a similar role to that of the 32 London borough councils.

Mayor of London head of the government of Greater London

The Mayor of London is the executive of the Greater London Authority. The current Mayor is Sadiq Khan, who took up office on 9 May 2016. The position was held by Ken Livingstone from the creation of the role on 4 May 2000, until he was defeated in May 2008 by Boris Johnson, who served two terms before being succeeded by Khan.

Metropolitan Police District police area in Police area

The Metropolitan Police District (MPD) is the police area which is policed by the Metropolitan Police Service in London. It currently consists of the Greater London region, excluding the City of London. The Metropolitan Police District was created by the Metropolitan Police Act 1829 as an ad hoc area of administration because the built-up area of London spread at the time into many parishes and counties without an established boundary. The district expanded as the built up area grew and stretched some distance into rural land. When county police were set up in England the forces of Essex, Hertfordshire, Kent and Surrey did not include those parts of the counties within the MPD and Middlesex did not have a county force. Similarly, boroughs in the MPD that elsewhere would have been entitled to their own police force did not have them.

This was the second time police and crime commissioner elections had been held.

Background

The election used the supplementary vote system: voters were instructed to mark the ballot paper with their first and second choices of candidate (although there were an unusually large number of spoilt ballots). If no candidate got a majority of first preference votes, the top two candidates went on to a second round in which second preference votes of the eliminated candidates were allocated to them to produce a winner. This is the system used to elect London's mayor. [7] Section 57 of the Police Reform and Social Responsibility Act 2011 directs that the voting system is first past the post if there are only two candidates for a specific commissioner region. [8]

Police Reform and Social Responsibility Act 2011

The Police Reform and Social Responsibility Act 2011 is an Act of the Parliament of the United Kingdom. It transfers the control of police forces from police authorities to elected Police and Crime Commissioners. The first police commissioner elections were held in November 2012. The next elections took place in May 2016 and will subsequently take place every four years.

The role of police and crime commissioner for the Greater Manchester Police was abolished in 2017 and replaced with the directly elected Mayor of Greater Manchester, who assumed the responsibilities of the police and crime commissioner. No election was therefore held in 2016 and Tony Lloyd remained as police and crime commissioner and interim mayor until the mayoral election took place in 2017. [5]

Greater Manchester Police (GMP) is the police force responsible for law enforcement within the metropolitan county of Greater Manchester in North West England. GMP is the fifth largest police service in the United Kingdom after the Metropolitan Police Service, Police Scotland, Police Service of Northern Ireland and West Midlands Police; and is the third largest force in England & Wales.

The Mayor of Greater Manchester is a directly elected political post responsible for the strategic government of Greater Manchester, including health, transport, housing, strategic planning, waste management, policing, the Greater Manchester Fire and Rescue Service and skills. The creation of the Mayor of Greater Manchester was agreed between the then Chancellor of the Exchequer, George Osborne, and Greater Manchester's 10 district council leaders. As well as having specific powers, the Mayor chairs the Greater Manchester Combined Authority, also assuming the powers of the Greater Manchester Police and Crime Commissioner. Tony Lloyd was appointed as Interim Mayor for Greater Manchester on 29 May 2015. The first election took place on Thursday 4 May 2017 and was won by Andy Burnham.

Tony Lloyd British politician

Anthony Joseph Lloyd is a British Labour Party politician who has served as Member of Parliament (MP) for Rochdale since 2017. Between 1983 and 2012, he was MP for Stretford. Formerly Greater Manchester Police and Crime Commissioner between 2012 and 2017, and interim Mayor of Greater Manchester between 2015 and 2017, Lloyd has served as Shadow Secretary of State for Northern Ireland since 2018.

Parties standing

Both Labour and the Conservatives fielded candidates in all 40 elections, while UKIP fielded 34 candidates and the Liberal Democrats 30 candidates. The Green Party fielded seven candidates and the English Democrats four candidates. Plaid Cymru fielded candidates for all four Welsh seats. There were 29 other candidates; 25 stood as independents and four stood under other labels (one as Lincolnshire Independents and three as Zero Tolerance Policing ex Chief).

The Labour Party is a centre-left political party in the United Kingdom which has been described as an alliance of social democrats, democratic socialists and trade unionists. The party's platform emphasises greater state intervention, social justice and strengthening workers' rights.

Liberal Democrats (UK) Political party in the United Kingdom

The Liberal Democrats are a liberal political party in the United Kingdom. They currently have 11 Members of Parliament in the House of Commons, 96 members of the House of Lords, and one member of the European Parliament. They also have five Members of the Scottish Parliament and a member each in the Welsh Assembly and London Assembly. The party reached the height of its influence in the early 2010s, forming a junior partner in a coalition government from 2010 to 2015. It is currently led by Vince Cable.

Green Party of England and Wales Political party in England and Wales

The Green Party of England and Wales is a green, left-wing political party in England and Wales. Headquartered in London, since September 2018, its co-leaders are Siân Berry and Jonathan Bartley. The Green Party has one representative in the House of Commons, one in the House of Lords, and three in the European Parliament. In addition, it has various councillors in UK local government and two members of the London Assembly.

2012 England and Wales police and crime commissioner elections

The 2012 Police and Crime Commissioner elections were polls held in most police areas in England and Wales on Thursday 15 November. The direct election of Police and Crime Commissioners (PCCs) was originally scheduled for May 2012 but was postponed in order to secure the passage of the Police Reform and Social Responsibility Act 2011 through the House of Lords. The Government considers the elected Commissioners to have a stronger mandate than the "unelected and invisible police authorities that they replace". The elections took place alongside by-elections for the House of Commons in Cardiff South and Penarth, Corby and Manchester Central, and a mayoral election in Bristol.

2012 Cardiff South and Penarth by-election

Following the resignation of the sitting MP Alun Michael on 22 October 2012, a by-election for the Cardiff South and Penarth Westminster constituency was held on 15 November 2012.

2013 Norfolk County Council election

The Norfolk County Council election took place across Norfolk on 2 May 2013, coinciding with local elections for all county councils in England. The results were announced the following day, Friday 3 May 2013. The result brought to an end 12 years of Conservative administration, who finished three seats short of a majority after losing 20 seats, leaving the Council in no overall control (NOC). UKIP and the Labour Party both made gains of 14 and 11 seats respectively. The Liberal Democrats and the Green Party both lost three seats each, whilst an independent won a single seat in North Norfolk.

The West Midlands Police and Crime Commissioner by-election, 2014 was a by-election for the position of Police and Crime Commissioner in the West Midlands Police region of the United Kingdom, held on 21 August 2014. It was triggered by the death of Bob Jones, the inaugural West Midlands Police and Crime Commissioner, who died on 1 July 2014.

The South Yorkshire Police and Crime Commissioner is the police and crime commissioner of the South Yorkshire Police in South Yorkshire. The post was created on 21 November 2012, following an election held on 15 November 2012, and replaced the South Yorkshire Police Authority. The current South Yorkshire Police and Crime Commissioner is Alan Billings of the Labour Party, who was elected in 2014 and again in 2016. The role was created in 2012 and the initial office holder was Shaun Wright, who resigned on 16 September 2014. The police and crime commissioner is required to produce a strategic South Yorkshire Police and Crime Plan, setting out the priorities for the South Yorkshire Police, and their work is scrutinised by the South Yorkshire Police and Crime Panel.

2016 Bristol City Council election

The 2016 Bristol City Council election took place on Thursday 5 May 2016, alongside nationwide local elections. Following a boundary review, the number of wards in the City was reduced to 34, with each electing one, two or three Councillors. The overall number of Councillors remained 70, with all seats are up for election at the same time. Elections would then be held every 4 years.

2016 Calderdale Metropolitan Borough Council election

The 2016 Calderdale Metropolitan Borough Council election took place on 5 May 2016 to elect members of Calderdale Metropolitan Borough Council in England. This was on the same day as other local elections. One councillor was elected in each ward for a four-year term so the councillors elected in 2016 last stood for election in 2012. Each ward is represented by three councillors, the election of which is staggered, so only one third of the councillors was elected in this election. Before the election there was no overall control with a minority Labour administration. After the election there was still no overall control so the minority Labour administration continued.

2016 North East Lincolnshire Council election

The 2016 North East Lincolnshire Council election took place on 5 May 2016 to elect members of North East Lincolnshire Council in England. This was on the same day as other local elections.

The 2016 Woking Borough Council election took place on 5 May 2016 to elect members of Woking Borough Council in England. This was on the same day as other elections across the UK and the Police and Crime Commissioner election for Surrey Police.

2017 Norfolk County Council election

The 2017 Norfolk County Council election took place on 4 May 2017 as part of the 2017 local elections in the United Kingdom.

Elections to Colchester Borough Council took place on 3 May 2018. Seventeen members of the council were elected, one from each of the 17 wards. It was the first standard election to take place following comprehensive boundary changes in 2016.

2018 Lambeth London Borough Council election

The 2018 Lambeth Council election took place on 3 May 2018 to elect members of Lambeth Council in England. The election saw Labour remain in control of Lambeth Council with a slightly reduced majority, winning over 90% of the seats. The Green Party of England and Wales achieved its best-ever result in the borough, winning 5 seats and becoming the official opposition.

2018 City of Bradford Metropolitan District Council election

The 2018 City of Bradford Metropolitan District Council took place on 3 May 2018 to elect members of Bradford District Council in England. This was on the same day as other local elections. One councillor was elected in each ward for a four-year term so the councillors elected in 2018 last stood for election in 2014. Each ward is represented by three councillors, the election of which is staggered, so only one third of the councillors were elected in this election. Before the election there was a Labour majority and afterwards Labour had increased their majority.

2018 Sunderland City Council election

The 2018 Sunderland City Council election took place on 3 May 2018 to elect members of Sunderland City Council in England. The election took place on the same day as other local elections.
