Francisco Tinio Matugas (born May 10,1942),also known as Lalo Matugas,is a Filipino politician from the first district of the province of Surigao del Norte,Philippines. He served as Governor of the province from 2019 to 2022. He was first elected as Governor in 1992,and served for 9 years. He also previously served as the congressman of the province's first district. [1]
His son Francisco Jose "Bingo" F. Matugas II is currently the incumbent Representative (Congressman) of Surigao del Norte's first legislative district [2] [3] while his wife Sol F. Matugas is a former governor of the same province. His sister and relative Elizabeth "Abeth" T. Matugas and Francisco "Junjun" M. Gonzales are the incumbent Mayor and Vice Mayor of Dapa,Surigao del Norte respectively. His younger brother Ernesto "Nitoy" T. Matugas and nephew Ernesto "Estong" U. Matugas Jr. were former Vice Mayor and Mayor of Surigao City respectively.
Matugas is also a former president of Siargao Island Institute of Technology whom his wife Sol is now the current president.
Surigao del Norte,officially the Province of Surigao del Norte,is a province in the Philippines located in the Caraga region of Mindanao. The province was formerly under the jurisdiction of Region 10 until 1995. Its capital is Surigao City,the most populous in the province. The province comprises two major islands—Siargao and Bucas Grande—in the Philippine Sea,plus a small area at the northeastern tip of mainland Mindanao and other surrounding minor islands and islets. This mainland portion borders Agusan del Norte –between the Municipality of Alegria in Surigao del Norte and the Municipality of Kitcharao in Agusan del Norte;and the province of Surigao del Sur,to the south.

Siargao is a tear-drop shaped island in the Philippine Sea situated 196 kilometers southeast of Tacloban. It has a land area of approximately 437 square kilometres (169 sq mi). Robert Ace Smith Barbers,or also known simply as Ace Barbers,is a Filipino politician. The son of former senator Robert Barbers,he is currently serving as the representative of the second district of Surigao del Norte. He previously served as well as provincial governor (2007–2010).
The Siargao Island Institute of Technology is located on the north side of the Dapa,Surigao del Norte,Philippines. Most of its buildings are in the northwest corner of Dapa,but some are spread across the north side of the town.
The 2016 presidential campaign of Manuel "Mar" Roxas II,former Senator of the Philippines and former Secretary of the Interior and Local Government was announced on July 31,2015. At an event dubbed as "A Gathering of Friends",Mar Roxas formally accepted his party's nomination as the Liberal Party standard bearer after he was officially endorsed by President Benigno Aquino III in the presence of their political allies at the Club Filipino.
