The George Rogers Clark Memorial Bridge, known locally as the Second Street Bridge, is a four-lane cantilevered truss bridge crossing the Ohio River between Louisville, Kentucky, and Jeffersonville, Indiana, that carries US 31.
Debate to build a highway bridge connecting Louisville to Jeffersonville began in 1919. Both cities and the public were in favor of building the bridge, but how to fund the project was unclear. In 1926 a ballot measure was voted down by residents which would have allowed the government to fund the bridge construction. A similar measure to fund the bridge construction with municipal insured bonds was voted down shortly after. Officials finally agreed to authorize a private company to construct the bridge using private funds, and they were granted authority to toll the bridge to recoup their investment.
The bridge was designed by Ralph Modjeski and Frank Masters with architectural details handled by Paul Philippe Cret of Philadelphia. Construction of the approaches and administration buildings began in 1926, and construction of the bridge itself began in June 1928 by the American Bridge Company of Pittsburgh at a cost of $4.7 million. The bridge was constructed using a newly invented method. Rather than build out from the shore, the bridge was constructed from the center towards land. The new method proved successful, and was subsequently used in the construction of many other bridges including the Oakland Bay Bridge in San Francisco a few years later. Newspapers reported two deaths during the construction of the bridge. The first worker died in 1929 after being struck by an iron crank, [2] and a second worker died falling from the bridge and landing on a barge. [3]
President Herbert Hoover dedicated the bridge at its opening. [4] It was opened to the public on October 31, 1929, as the Louisville Municipal Bridge and operated as a toll bridge. The toll was 35 cents until December 31, 1936, when it was lowered to 25 cents. The last of the bonds that financed the construction were redeemed in 1946, and the tolls were removed. [5]
On January 17, 1949, the bridge was renamed in honor of George Rogers Clark, recognized as the founder of Louisville and neighboring Clark County, Indiana. [6] The bridge was rehabilitated in 1958. There was a movement in the 1950s to restore tolls, as traffic on the bridge had reached capacity and funding was needed for an additional bridge, but a toll was opposed strongly by most residents. Ultimately most of the funds for two additional bridges (for motor vehicles only) that carry interstate highways came from the federal government.
The bridge was placed on the National Register of Historic Places on March 8, 1984, as the Louisville Municipal Bridge, Pylons and Administration Building. [1]
In June 2010, Kentucky Governor Steve Beshear and Louisville Mayor Jerry Abramson announced a new $3 million streetscape improvement project directly underneath the Clark Memorial Bridge, a three-block area from Main Street to River Road, which transformed the area into a plaza. It included a new decorative lighting system under the refurbished Clark Memorial Bridge, wide sidewalks, seats, new pedestrian and festival areas, and extensive plantings, making it an inviting promenade for the recently constructed and neighboring KFC Yum! Center. The project was completed in time for the October 2010 opening of the arena. [7] CARMAN provided the landscape architecture and civil engineering services for the 2010 streetscape project.
The bridge was expected to see significant increases in traffic following the completion of the Ohio River Bridges Project near the end of 2016. The project included repurposing the John F. Kennedy Memorial Bridge, which previously carried I-65 in both directions, for southbound traffic only; building the new Abraham Lincoln Bridge for northbound I-65 traffic; and building the Lewis and Clark Bridge to connect I-265 in the two states. The two I-65 crossings and the I-265 bridge are now tolled to pay for the project. One consultant who worked on a transportation study for the Kentucky government predicted that traffic on the bridge would increase by 25% once tolling on the other bridges started, and the mayor of Jeffersonville expressed concern about the possible effects of increased traffic on the bridge's structural integrity. These concerns were heightened by the discovery of a cracked girder and other structural issues (since repaired) during a routine 2014 inspection. [8]
On March 1, 2024, a Sysco semi-truck headed towards Indiana was hit by an oncoming pickup truck, causing the semi driver to immediately lose control just north of the middle pier. The semi hurtled through the west railing of the bridge, leaving the cab hanging perilously over the Ohio River. The semi driver, who suffered minor injuries in the actual collision, was rescued 45 minutes after the crash, which also involved three other vehicles and sent one driver to the hospital with life-threatening injuries. Due to the incident, the bridge was partially closed for repairs for more than a month. [9] [10]
Locally, the Clark Bridge is known as the Second Street Bridge due to its direct alignment onto Second Street in Louisville. There is a pedestrian sidewalk on each side of the bridge deck. The Clark Bridge was previously the only regional Ohio River bridge open to non-motorized traffic, until the opening of the Indiana side of the nearby Big Four Bridge to pedestrian and bicycle traffic in May 2014. Since 1991, the bridge has been used as "ground zero" for the annual Thunder Over Louisville event, when a waterfall of fireworks flows along the entire length of the bridge during the fireworks show. This involves traffic being closed for much of the week. This is criticized as it cuts off both the only non-interstate and, prior to the Big Four Bridge reopening, the only pedestrian route between Louisville and southern Indiana, which can impact local businesses such as bicycle couriers.
The bridge is featured in a scene from the 1981 movie Stripes in which Bill Murray drives his cab to the middle of the span, gets out of the vehicle and then tosses his keys into the river below. [14]
Interstate 65 (I-65) is a major north–south Interstate Highway in the central United States. As with most primary Interstates ending in 5, it is a major crosscountry, north–south route, connecting between the Great Lakes and the Gulf of Mexico. Its southern terminus is located at an interchange with I-10 in Mobile, Alabama, and its northern terminus is at an interchange with US 12 (US 12) and US 20 in Gary, Indiana, just southeast of Chicago. I-65 connects several major metropolitan areas in the Midwest and Southern US. It connects the four largest cities in Alabama: Mobile, Montgomery, Birmingham, and Huntsville. It also serves as one of the main north–south routes through Nashville, Tennessee; Louisville, Kentucky; and Indianapolis, Indiana, each a major metropolitan area in its respective state.
Jeffersonville is a city and the county seat of Clark County, Indiana, United States, situated along the Ohio River. Locally, the city is often referred to by the abbreviated name Jeff. It lies directly across the Ohio River to the north of Louisville, Kentucky, along I-65. The population was 49,447 at the 2020 census.
Louisville Waterfront Park is both a non-profit organization and an 85-acre (340,000 m2) public park adjacent to the downtown area of Louisville, Kentucky and the Ohio River. Specifically, it is adjacent to Louisville's wharf and Riverfront Plaza/Belvedere, which are situated to the west of the park. Once a wasteland of scrap yards and abandoned industrial buildings, Waterfront Park is now a vibrant green space that welcomes over 2.2 million visitors each year. Located in the park is the Big Four Bridge which connects the city of Louisville with the City of Jeffersonville, Indiana. Waterfront Park is home to some of Louisville's most exciting celebrations, such as the Fourth of July at Waterfront Park, Forecastle Festival, WFPK Waterfront Wednesdays and Thunder Over Louisville. In 2013 the park won the Rudy Bruner Award for Urban Excellence a national design award that seeks to identify and honor places that address economic and social concerns in urban design.
The Kennedy Interchange, unofficially, though universally, referred to as Spaghetti Junction, is the intersection of Interstate 64 (I-64), I-65 and I-71 at the northeastern edge of downtown Louisville, Kentucky, United States. It is named for the John F. Kennedy Memorial Bridge, which carries I-65, located immediately to the north of the interchange.
The Sherman Minton Bridge is a double-deck through arch bridge spanning the Ohio River, carrying I-64 and US 150 over the river between Kentucky and Indiana. The bridge connects the west side of Louisville, Kentucky to downtown New Albany, Indiana.
City of Parks is a municipal project to create a continuous paved pedestrian and biking trail around the city of Louisville, Kentucky while also adding a large amount of park land. The project was announced on February 22, 2005. Current plans call for making approximately 4,000 acres (1,600 ha) of the Floyds Fork floodplain in eastern Jefferson County into park space, expanding area in the Jefferson Memorial Forest, and adding riverfront land and wharfs along the Riverwalk Trail and Levee Trail. There are also plans to connect the 100-mile (160 km) Louisville trail to a planned seven mile (11 km) trail connecting the Southern Indiana cities of New Albany, Clarksville and Jeffersonville.
The Big Four Bridge is a six-span former railroad truss bridge that crosses the Ohio River, connecting Louisville, Kentucky, and Jeffersonville, Indiana. It was completed in 1895, updated in 1929, taken out of rail service in 1968, and converted to bicycle and pedestrian use in 2014. The largest single span is 547 feet (167 m), with the entire bridge spanning 2,525 feet (770 m). It took its name from the defunct Cleveland, Cincinnati, Chicago and St. Louis Railway, which was nicknamed the "Big Four Railroad".
The John F. Kennedy Memorial Bridge is a six-lane, single-deck cantilever bridge that carries southbound Interstate 65 across the Ohio River, connecting Louisville, Kentucky and Jeffersonville, Indiana. The main span is 700 feet (213 m) and the bridge has a total length of 2,498 feet (761 m). The span carries six southbound lanes. It is named after U.S. President John F. Kennedy.
The Milton–Madison Bridge is a continuous truss bridge that connects Milton, Kentucky and Madison, Indiana. It carries approximately 10,000 cars a day. The old structure was replaced with a completely new continuous truss which was constructed on temporary piers adjacent to the operational span between 2011 and 2012 and slid into place after demolition of the old span using a construction method called "truss sliding." The new crossing opened to vehicle traffic in April 2014, and a pedestrian sidewalk opened that October.
The Ohio River Bridges Project was a transportation project in the Louisville metropolitan area involving the reconstruction of the Kennedy Interchange, the completion of two new Ohio River bridges, and the reconstruction of ramps on Interstate 65 between Muhammad Ali Boulevard and downtown Louisville.
The Fourteenth Street Bridge, also known as the Ohio Falls Bridge, Pennsylvania Railroad Bridge, Conrail Railroad Bridge or Louisville and Indiana (L&I) Bridge, is a truss drawbridge that spans the Ohio River, between Louisville, Kentucky and Clarksville, Indiana.
The Kentucky & Indiana Bridge is one of the first multi modal bridges to cross the Ohio River. It is for both railway and common roadway purposes together. Federal, state, and local law state that railway, streetcar, wagon-way, and pedestrian modes of travel were intended by the cites of New Albany and Louisville, the states of Kentucky and Indiana, the United States Congress, and the bridge owners. The K&I Bridge connects Louisville, Kentucky, to New Albany, Indiana. Constructed from 1881 to 1885 by the Kentucky and Indiana Bridge Company, the original K&I Bridge opened in 1886. It included a single standard gauge track and two wagon ways, allowing wagons and other animal powered vehicles to cross the Ohio River by a method other than ferry for the first time. At that time, motorized vehicles were virtually nonexistent. The K&I Bridge company also owned a ferry boat operation during both the first and second bridge; eventually that operation was sold as the bridge's success largely outmoded boat usage.
As with most American cities, transportation in Louisville, Kentucky, is based primarily on automobiles. However, the city traces its foundation to the era where the river was the primary means of transportation, and railroads have been an important part of local industry for over a century. In more recent times Louisville has become a national hub for air cargo, creating over 20,000 local jobs. The city has also launched several initiatives to promote both utilitarian and recreational bicycling. In 2016 Walk Score ranked Louisville 43rd "most walkable" of 141 U.S. cities with a population greater than 200,000. In 2015, 11.7 percent of Louisville households were without a car, which decreased to 10.9 percent in 2016. The national average was 8.7 percent in 2016. Louisville averaged 1.61 cars per household in 2016, compared to a national average of 1.8 per household.
Interstate 65 (I-65) in the US state of Indiana traverses from the south-southeastern Falls City area bordering Louisville, Kentucky, through the centrally located capital city of Indianapolis, to the northwestern Calumet Region of the Hoosier State which is part of the Chicago metropolitan area. The Indiana portion of I-65 begins in Jeffersonville after crossing the Ohio River and travels mainly north, passing just west of Columbus prior to reaching the Indianapolis metro area. Upon reaching Indianapolis, the route alignment of I-65 begins to run more to the northwest and subsequently passes Lafayette on that city's east and north sides. Northwest of there, in west-central Jasper County, the route again curves more northward as it approaches the Calumet Region. Shortly after passing a major junction with I-80 and I-94, I-65 reaches its northern national terminus in Gary at I-90 which is carried on the Indiana East–West Toll Road. I-65 covers 261.27 miles (420.47 km) in the state of Indiana. This is one of the principal Interstate Highways that cross the state, and, more specifically, intersect at the city of Indianapolis, that has given the state the nickname of "Crossroads of America".
The Great Steamboat Race is an annual steamboat race, taking place the Wednesday before the first Saturday of May, three days before the Kentucky Derby, as part of the Kentucky Derby Festival. The race was first run in 1963 and it takes place on the Ohio River in the span that runs between Louisville, Kentucky and Jeffersonville, Indiana. Until 2009, the race was traditionally between the Belle of Louisville and the Delta Queen, although other steamboats have participated. Since 2009, the Delta Queen has not participated due to ownership and legal issues, and the Belle of Cincinnati has taken its place in the competition. In 2012, the Belle of Louisville and Belle of Cincinnati were joined in the race by the American Queen.
Louisville, Kentucky is home to numerous structures that are noteworthy due to their architectural characteristics or historic associations, the most noteworthy being the Old Louisville neighborhood, the third largest historic preservation district in the United States. The city also boasts the postmodern Humana Building and an expanding Waterfront Park which has served to remove the former industrial appearance of the riverfront.
Interstate 65 (I-65) enters the US state of Kentucky from Tennessee, five miles (8.0 km) south of Franklin. It passes by the major cities of Bowling Green, Elizabethtown, and Louisville before exiting the state into Indiana.

The Lewis and Clark Bridge is a bridge that crosses the Ohio River northeast of downtown Louisville, Kentucky and is part of a ring road around the Louisville metropolitan area, connecting two previously disjointed segments of Interstate 265. It was known as the East End Bridge for 30 years since its conception and while under construction, and renamed by Indiana officials on the day of its opening, December 18, 2016. The bridge provides for walking and bicycling. For motor vehicles, tolling began on December 30, 2016.
