In political science (and within the discipline of international relations in particular), the concept high politics covers all matters that are vital to the very survival of the state: namely national and international security concerns. It is often used in opposition to low politics, which often designates economic, cultural, or social affairs.
Although the idea of high politics has been present in all cultures and epochs, Thomas Hobbes was the first to enunciate that survival (of trade, the laws, societal order) hinges upon a finite number of ingredients; these ingredients were embodied and provided by the state. Interpreting Hobbes, these ingredients are what one can call "high politics".
The term "high politics" in itself was probably coined during the Cold War, given the stakes of an atomic war.[ citation needed ] The advent of the atomic bomb made it clear what was ultimately worth fighting for and what was not, hence, made clear what "high politics" meant. In that sense, the United States and the former Soviet Union would have gone to war for a direct atomic threat (Cuban Missile Crisis), [1] but would have never gone to war over "low politics", a boycott of the 1980 Summer Olympics. Trade, for all its importance, is considered by most political scientists as "low politics", as it depends on specific security conditions to come into effect.
Low politics is a concept that covers all matters that are not absolutely vital to the survival of the state as the economics and the social affairs. The low politics are the domain of the state's welfare. It concerns all things about social or human security. Robert Keohane and Joseph Nye describe that previously, the international relations were based on a simple interdependence scheme based on national security (high politics); nowadays the international relations are ruled by a complex interdependence based on domestic issues: low politics. [2]
The classical realist theory of international relations only considers the high politics as relevant and completely rejects the low politics. The complex interdependence of the liberal theory considers the low politics as fundamental without rejecting the high politics.
The Cuban Missile Crisis, also known as the October Crisis in Cuba, or the Caribbean Crisis, was a 13-day confrontation between the governments of the United States and the Soviet Union, when American deployments of nuclear missiles in Italy and Turkey were matched by Soviet deployments of nuclear missiles in Cuba. The crisis lasted from 16 to 28 October 1962. The confrontation is widely considered the closest the Cold War came to escalating into full-scale nuclear war.
Mutual assured destruction (MAD) is a doctrine of military strategy and national security policy which posits that a full-scale use of nuclear weapons by an attacker on a nuclear-armed defender with second-strike capabilities would result in the complete annihilation of both the attacker and the defender. It is based on the theory of rational deterrence, which holds that the threat of using strong weapons against the enemy prevents the enemy's use of those same weapons. The strategy is a form of Nash equilibrium in which, once armed, neither side has any incentive to initiate a conflict or to disarm.
International relations (IR) are the interactions among sovereign states. The scientific study of those interactions is also referred to as international studies, international politics, or international affairs. In a broader sense, the study of IR, in addition to multilateral relations, concerns all activities among states—such as war, diplomacy, trade, and foreign policy—as well as relations with and among other international actors, such as intergovernmental organizations (IGOs), international nongovernmental organizations (INGOs), international legal bodies, and multinational corporations (MNCs). There are several schools of thought within IR, of which the most prominent are realism, liberalism, and constructivism.
International relations theory is the study of international relations (IR) from a theoretical perspective. It seeks to explain behaviors and outcomes in international politics. The three most prominent schools of thought are realism, liberalism and constructivism. Whereas realism and liberalism make broad and specific predictions about international relations, constructivism and rational choice are methodological approaches that focus on certain types of social explanation for phenomena.
Joseph Samuel Nye Jr. is an American political scientist. He and Robert Keohane co-founded the international relations theory of neoliberalism, which they developed in their 1977 book Power and Interdependence. Together with Keohane, he developed the concepts of asymmetrical and complex interdependence. They also explored transnational relations and world politics in an edited volume in the 1970s. More recently, he pioneered the theory of soft power. His notion of "smart power" became popular with the use of this phrase by members of the Clinton Administration and the Obama Administration.
Economic interdependence is the mutual dependence of the participants in an economic system who trade in order to obtain the products they cannot produce efficiently for themselves. Such trading relationships require that the behavior of a participant affects its trading partners and it would be costly to rupture their relationship. The subject was addressed by A. A. Cournot who wrote: "...but in reality the economic system is a whole in which all of the parts are connected and react on one another. An increase in the income of the producers of commodity A will affect the demands for commodities B, C, etc. and the incomes of their producers, and by its reaction will affect the demand for commodity A." Economic Interdependence is evidently a consequence of the division of labour.
Regime theory is a theory within international relations derived from the liberal tradition that argues that international institutions or regimes affect the behavior of states or other international actors. It assumes that cooperation is possible in the anarchic system of states, as regimes are, by definition, instances of international cooperation.
International security is a term which refers to the measures taken by states and international organizations, such as the United Nations, European Union, and others, to ensure mutual survival and safety. These measures include military action and diplomatic agreements such as treaties and conventions. International and national security are invariably linked. International security is national security or state security in the global arena.
Robert Owen Keohane is an American academic working within the fields of international relations and international political economy. Following the publication of his influential book After Hegemony (1984), he has become widely associated with the theory of neoliberal institutionalism in international relations, as well as transnational relations and world politics in international relations in the 1970s.
Realism, a school of thought in international relations theory, is a theoretical framework that views world politics as an enduring competition among self-interested states vying for power and positioning within an anarchic global system devoid of a centralized authority. It centers on states as rational primary actors navigating a system shaped by power politics, national interest, and a pursuit of security and self-preservation.
Reflectivism is an umbrella label used in International Relations theory for a range of theoretical approaches which oppose rational-choice accounts of social phenomena and positivism generally. The label was popularised by Robert Keohane in his presidential address to the International Studies Association in 1988. The address was entitled "International Institutions: Two Approaches", and contrasted two broad approaches to the study of international institutions. One was "rationalism", the other what Keohane referred to as "reflectivism". Rationalists — including realists, neo-realists, liberals, neo-liberals, and scholars using game-theoretic or expected-utility models — are theorists who adopt the broad theoretical and ontological commitments of rational-choice theory.
Robert Gilpin was an American political scientist. He was Professor of Politics and International Affairs at the Woodrow Wilson School of Public and International Affairs at Princeton University where he held the Eisenhower professorship.
In international relations theory, the concept of anarchy is the idea that the world lacks any supreme authority or sovereignty. In an anarchic state, there is no hierarchically superior, coercive power that can resolve disputes, enforce law, or order the system of international politics. In international relations, anarchy is widely accepted as the starting point for international relations theory.
Complex interdependence in international relations and international political economy is a concept put forth by Robert Keohane and Joseph Nye in the 1970s to describe the emerging nature of the global political economy. The concept entails that relations between states are becoming increasingly deep and complex. These increasingly complex webs of economic interdependence undermine state power and elevate the influence of transnational non-state actors. These complex relationships can be explored through both the liberal and realism lenses and can later explain the debate of power from complex interdependence.
Liberal institutionalism is a theory of international relations that holds that international cooperation between states is feasible and sustainable, and that such cooperation can reduce conflict and competition. Neoliberalism is a revised version of liberalism. Alongside neorealism, liberal institutionalism is one of the two most influential contemporary approaches to international relations.
Classical realism is an international relations theory from the realist school of thought. Realism makes the following assumptions: states are the main actors in the international relations system, there is no supranational international authority, states act in their own self-interest, and states want power for self-preservation. Classical realism differs from other forms of realism in that it places specific emphasis on human nature and domestic politics as the key factor in explaining state behavior and the causes of inter-state conflict. Classical realist theory adopts a pessimistic view of human nature and argues that humans are not inherently benevolent but instead they are self-interested and act out of fear or aggression. Furthermore, it emphasizes that this human nature is reflected by states in international politics due to international anarchy.
International economic structures range from complete autarky to complete market openness. This structure has undergone numerous changes since the beginning of the nineteenth century. The state-power theory as put into perspective by Stephen Krasner (1976), explains that the structure of international trade is determined by the interests and power of states acting to maximize their aggregate national income, social stability, political power and economic growth. Such state interests can be achieved under free trade.
Liberalism is a school of thought within international relations theory which revolves around three interrelated principles:
Compellence is a form of coercion that attempts to get an actor to change its behavior through threats to use force or the actual use of limited force. Compellence can be more clearly described as "a political-diplomatic strategy that aims to influence an adversary's will or incentive structure. It is a strategy that combines threats of force, and, if necessary, the limited and selective use of force in discrete and controlled increments, in a bargaining strategy that includes positive inducements. The aim is to induce an adversary to comply with one's demands, or to negotiate the most favorable compromise possible, while simultaneously managing the crisis to prevent unwanted military escalation."
Military globalization is defined by David Held as "the process which embodies the growing extensity and intensity of military relations among the political units of the world-system. Understood as such, it reflects both the expanding network of worldwide military ties and relations, as well as the impact of key military technological innovations, which over time, have reconstituted the world into a single geostrategic space". For Robert Keohane and Joseph Nye, military globalization entails 'long-distance networks of interdependence in which force, and the threat or promise of force, are employed".
