1835 Municipal Corporations Act 1835 The small, ancient and self-governing City of London is unreformed by legislation covering the other major city corporations and does not expand into the growing metropolitan area surrounding it. The area that is currently Greater London is administered by parishes and hundreds in the counties of Middlesex, Essex, Kent, Surrey and Hertfordshire, with very little co-ordination between them. [1] Special areas such as the Liberty of Westminster are exempt from county administration. In other areas ad-hoc single-purpose boards are set up. Commentators consider it to be a system 'in chaos'. 1855 Metropolis Management Act 1855 The Metropolitan Board of Works is created to provide the infrastructure needed in the area now known as Inner London, its members are nominated by the vestries and boards. [2]
1889 Local Government Act 1888 The County of London is created from the area of responsibility of the Metropolitan Board of Works. [3] A London County Council shares power with the boards and vestries. The City of London is outside of its scope. Croydon and West Ham (and later East Ham) become county boroughs outside the County of London but also outside the control of the newly formed Surrey and Essex county councils.
1894 Local Government Act 1894 The rest of England, including the area around the County of London and the county boroughs (but not within it), is divided into urban districts and rural districts. In the Greater London area they become consolidated over the next 70 years into municipal boroughs and urban districts with no rural districts remaining. Many districts later become populous enough to apply for county boroughs status, but are rejected. A Royal Commission on the Amalgamation of the City and County of London attempts to facilitate the merger of the City and County of London, but fails.
1900 London Government Act 1899 Metropolitan boroughs are created within the County of London and functions are shared with the London County Council. The vestries, boards and liberties in the area are abolished.
1965 London Government Act 1963 An enlarged Greater London replaces the County of London, Middlesex County Council, the county boroughs and all local government districts within around a 12-mile radius. The mostly strategic Greater London Council shares power with the 32 London boroughs and the City of London. [4]
1986 Local Government Act 1985 The Greater London Council is abolished and the London boroughs work as unitary authorities with strategic functions organised by joint boards and quangos. [5] A residual Inner London Education Authority remains for the inner area, but is abolished during a national reform of education.
2000 Greater London Authority Act 1999 The regional Greater London Authority, consisting of the Mayor of London and the London Assembly assume a strategic function, sharing power with the London boroughs and the City of London. [6]

<span class="mw-page-title-main">Districts of England</span> Local government sub-divisions of England

The districts of England are a level of subnational division of England used for the purposes of local government. As the structure of local government in England is not uniform, there are currently four principal types of district-level subdivision. There are a total of 296 districts made up of 36 metropolitan boroughs, 32 London boroughs, 164 two-tier non-metropolitan districts and 62 unitary authorities, as well as the City of London and the Isles of Scilly which are also districts, but do not correspond to any of these other categories. Some districts are styled as cities, boroughs or royal boroughs; these are purely honorific titles and do not alter the status of the district or the powers of their councils. All boroughs and cities are led by a mayor who in most cases is a ceremonial figure elected by the district council, but—after local government reform—is occasionally a directly elected mayor who makes most of the policy decisions instead of the council.

<span class="mw-page-title-main">London County Council</span> English local government body (1889–1965)

The London County Council (LCC) was the principal local government body for the County of London throughout its existence from 1889 to 1965, and the first London-wide general municipal authority to be directly elected. It covered the area today known as Inner London and was replaced by the Greater London Council. The LCC was the largest, most significant and most ambitious English municipal authority of its day.

<span class="mw-page-title-main">Metropolitan borough</span> Type of local government district in England

A metropolitan borough is a type of local government district in England. Created in 1974 by the Local Government Act 1972, metropolitan boroughs are defined in English law as metropolitan districts within metropolitan counties. All of the metropolitan districts have been granted or regranted royal charters giving them borough status. Metropolitan boroughs have been effectively unitary authority areas since the abolition of metropolitan county councils by the Local Government Act 1985. Metropolitan boroughs pool much of their authority in joint boards and other arrangements that cover whole metropolitan counties, such as city regions or combined authorities, with most of the latter having a metro mayor.

<span class="mw-page-title-main">Counties of England</span> Ceremonial divisions of England

The counties of England are divisions of England. There are currently 48 ceremonial counties, which have their origin in the historic counties of England established in the Middle Ages. The current ceremonial counties are the result of the Lieutenancies Act 1997 and are based on the Local Government Act 1972 administrative counties which included a number of new counties such as Greater Manchester and Tyne and Wear. However, some counties introduced by the Local Government Act 1972, including Avon, Cleveland and Humberside no longer exist. The term "county", relating to any of its meanings, is used as the geographical basis for a number of institutions such as police and fire services, sports clubs and other non-government organisations.

<span class="mw-page-title-main">County of London</span> County of England between 1889 and 1965

The County of London was a county of England from 1889 to 1965, corresponding to the area known today as Inner London. It was created as part of the general introduction of elected county government in England, by way of the Local Government Act 1888. The Act created an administrative County of London, which included within its territory the City of London. However, the City of London and the County of London formed separate ceremonial counties for "non-administrative" purposes. The local authority for the county was the London County Council (LCC), which initially performed only a limited range of functions, but gained further powers during its 76-year existence. The LCC provided very few services within the City of London, where the ancient Corporation monopolised local governance. In 1900, the lower-tier civil parishes and district boards were replaced with 28 new metropolitan boroughs. The territory of the county was 74,903 acres (303.12 km2) in 1961. During its existence, there was a long-term decline in population as more residents moved into the outer suburbs; there were periodic reviews of the local government structures in the greater London area and several failed attempts to expand the boundaries of the county. In 1965, the London Government Act 1963 replaced the county with the much larger Greater London administrative area.

<span class="mw-page-title-main">Redcliffe-Maud Report</span> 1969 proposed English local government reorganisation

The Redcliffe-Maud Report was published in 1969 by the Royal Commission on Local Government in England, under the chairmanship of Lord Redcliffe-Maud. Although the commission's proposals were broadly accepted by the Labour government, they were set aside by the Conservative government elected in 1970.

<span class="mw-page-title-main">Local Government Act 1972</span> United Kingdom legislation

The Local Government Act 1972 is an act of the Parliament of the United Kingdom that reformed local government in England and Wales on 1 April 1974. It was one of the most significant Acts of Parliament to be passed by the Heath Government of 1970–74.

Local education authorities (LEAs) were defined in England and Wales as the local councils responsible for education within their jurisdictions. The term was introduced by the Education Act 1902 which transferred education powers from school boards to existing local councils.

The counties of the United Kingdom are subnational divisions of the United Kingdom, used for the purposes of administrative, geographical and political demarcation. The older term, shire is historically equivalent to county. By the Middle Ages, county had become established as the unit of local government, at least in England. By the early 17th century, all of England, Wales, Scotland, and Ireland had been separated into counties. In Scotland shire was the only term used until after the Act of Union 1707.

<span class="mw-page-title-main">Metropolitan and non-metropolitan counties of England</span> Subdivisions of England

Metropolitan and non-metropolitan counties are one of the four levels of subdivisions of England used for the purposes of local government outside Greater London and the Isles of Scilly. As originally constituted, the metropolitan and non-metropolitan counties each consisted of multiple districts, had a county council and were also the counties for the purposes of Lieutenancies. Later changes in legislation during the 1980s and 1990s have resulted in counties with no county council and 'unitary authority' counties with no districts. Counties for the purposes of Lieutenancies are now defined separately, based on the metropolitan and non-metropolitan counties.

<span class="mw-page-title-main">Unitary authorities of England</span> Local government in some parts of England

The unitary authorities of England are a type of local authority responsible for all local government services in an area. They combine the functions of a non-metropolitan county council and a non-metropolitan district council, which elsewhere in England provide two tiers of local government.

<span class="mw-page-title-main">Essex County Council</span> English principal local authority in the East of England

Essex County Council is the county council that governs the non-metropolitan county of Essex in England. It has 75 councillors, elected from 70 divisions, and has been under Conservative majority control since 2001. The council meets at County Hall in the centre of Chelmsford. It is a member of the East of England Local Government Association.

Halton Borough Council is the local authority for the Borough of Halton, incorporating the towns of Runcorn and Widnes and the parishes of Daresbury, Hale, Moore and Preston Brook. It is a constituent council of Liverpool City Region Combined Authority.

Greater London is the administrative area of London, England, which covers exactly the same area as the London region. It contains 33 local government districts: the 32 London boroughs, which form a ceremonial county also called Greater London, and the City of London. The Greater London Authority is responsible for strategic local government across the region, and regular local government is the responsibility of the borough councils and the City of London Corporation. Greater London is bordered by the ceremonial counties of Hertfordshire to the north, Essex to the north-east, Kent to the south-east, Surrey to the south, and Berkshire and Buckinghamshire to the west.
