On September 25, 1998, a tropical wave emerged off the coast of Africa, producing intermittent concentrated clusters of convective activity. The wave traversed the Atlantic Ocean and the Caribbean Sea before crossing Central America on October 5 or October 6. After several days, convection increased, and Dvorak classifications initiated. Satellite imagery indicated that the system dissipated on October 11, although an area of cloudiness persisted off the coast of Mexico. After four days, the system regenerated and under diffluent flow aloft, deep convection became more concentrated; [1] it is estimated that a tropical depression formed at 0000 UTC on October 16, about 230 mi (370 km) west-southwest of Manzanillo, Mexico. [2] Initially, due to disorganization, determining the forward movement of depression was difficult, [3] although a few hours later it was estimated that the system was tracking to the north-northwest. [4] With favorable conditions aloft, the deep convection became more concentrated, and 12 hours after first developing, the depression intensified into Tropical Storm Madeline about 170 miles (270 km) southwest of Cabo Corrientes. [2]

During the afternoon, convective cloud tops warmed slightly although the storm continued to intensify. [5] Soon after, thunderstorm activity became limited as Madeline remained generally stationary in movement. [6] An approaching mid-level trough turned Madeline to the northeast. Banding features gradually improved in organization, and late on October 17 the storm attained hurricane status. [2] However, satellite imagery indicated that convective activity was confined to the western portion of the storm, and at the same time an eye began to form. [7] Early on October 18, data from a Reconnaissance aircraft flight into the storm found a minimum central pressure of 985 mbar (29.1 inHg), as the storm was drifting to the northeast at around 4 mph (6.4 km/h) near the western edge of a large-scale east–west ridge axis. [8] The apparent eye became cloud-filled shortly thereafter, and a slight increase in temperature was discovered near the center. Despite this, upper-level outflow was favorable, leading to predictions of slight intensification. [9]

Shortly thereafter, Madeline attained peak winds of 85 mph (137 km/h) about 95 miles (153 km) southwest of San Blas, Nayarit. The hurricane maintained peak winds for about 18 hours while curving again to the northwest. [2] With evidence of southern wind shear, only a small area of deep thunderstorm activity existed on October 19, and the system began to appear ill-defined of satellite imagery. [10] The hurricane quickly weakened into a tropical storm, [2] and by later that day, the storm became void of convection due to strong wind shear. [11] On October 19, the storm was downgraded to a tropical depression, leaving just a swirl of low clouds midway between the southern tip of Baja California and mainland Mexico. [2] By 0600 UTC on October 20, the remnants of Madeline had completely dissipated. [2]

Preparations and impact

In anticipation of Madeline, the government of Mexico issued a tropical storm warning for the Baja California Peninsula southward from La Paz, and a hurricane warning from San Patricio, Jalisco to El Dorado, Sinaloa, including the Islas Marías. The storm was initially forecast to move ashore near Mazatlán, prompting officials to close the city's port. President Ernesto Zedillo advised potentially affected residents to stay indoors or seek refuge in shelters. [12] Also, the threat of the hurricane canceled a fishing expedition in the Gulf of California due to rough surf. The expedition was to provide a new aquarium in downtown Denver, Colorado with about 8,500 fish. [13] Mexican authorities deployed 2,000 soldiers in remote areas of the Pacific coast state of Sinaloa to prepare for the hurricane. Several thousand residents and tourists at the resorts of Puerto Vallarta and Mazatlan were put on standby to evacuate their homes. [14] Authorities along the coast in the state of Nayarit went house to house, advising people about the oncoming storm. [15] In addition, ships from Salina Cruz to Acapulco were advised to stay in port. [16]

Although Madeline never crossed the coast, numerous rainbands affected the Mexican coast, dropping up to 9.8 in (250 mm). [27] Despite this, no damage or fatalities were reported in Mexico. [2] After the storm had dissipated, the remnant plume of moisture contributed to severe flooding in central Texas. [28] Rainfall in Texas reached 22 inches (560 mm) in some locations. Thirty-one people died due to the flooding, and damage totaled to $750 million (1998 USD). [29] A total of 24 of the deaths were drownings, 22 of them were caused by driving vehicles into high water on a road flooded by the torrential downpours. There were 16 different incidents when these types of deaths occurred, four of them involving in multiple deaths. Three others died due to trauma, and one died from hypothermia after the person was submerged in the water. [30] The greatest impact was in Southern Texas, which included the urban areas of San Antonio and Austin, and all of their surrounding suburbs. The counties with the most significant rainfall, damage, and fatalities were Travis County, Bexar County, Guadalupe County, Comal County, and Caldwell County. This area included both the cities of San Antonio and Austin. In a small area in Caldwell County, there was 29 inches (740 mm) of rain estimated by the United States Geological Survey. This included the area of Lockhart, Texas, which was badly flooded by the storm due to its close proximity to the San Marcos River. Most of the county picked up an estimated 20 to 30 in (510 to 760 mm) of rain, including San Marcos, Texas, New Braunfels, Texas, and Kyle, Texas. [31] In all, portions of 60 counties in Texas were flooded and hundreds of people were forced to flee their homes. [32]

Due to the flooding, twenty counties were declared federal disaster areas, clearing the way for assistance such as federal loans. Then-president Bill Clinton promised aid to the victims of the storm and then-governor George W. Bush took a tour of the devastated region with the Federal Emergency Management Agency director. [33]

    The 2002 Atlantic hurricane season was a near-average Atlantic hurricane season. It officially started on June 1, 2002, and ended on November 30, dates which conventionally limit the period of each year when most tropical cyclones develop in the Atlantic Ocean. The season produced fourteen tropical cyclones, of which twelve developed into named storms; four became hurricanes, and two attained major hurricane status. While the season's first cyclone did not develop until July 14, activity quickly picked up: eight storms developed in the month of September. It ended early however, with no tropical storms forming after October 6—a rare occurrence caused partly by El Niño conditions. The most intense hurricane of the season was Hurricane Isidore, a Category 3 storm with a minimum central pressure of 934 mbar; however, Hurricane Lili, with a minimum pressure of 938 mbar, attained higher winds and peaked at Category 4.

    The 2000 Atlantic hurricane season was a fairly active hurricane season, but featured the latest first named storm in a hurricane season since 1992. The hurricane season officially began on June 1, and ended on November 30. It was slightly above average due to a La Niña weather pattern although most of the storms were weak. It was also the only season to have two of the storms affect Ireland. The first cyclone, Tropical Depression One, developed in the southern Gulf of Mexico on June 7 and dissipated after an uneventful duration. However, it would be almost two months before the first named storm, Alberto, formed near Cape Verde; Alberto also dissipated with no effects on land. Several other tropical cyclones—Tropical Depression Two, Tropical Depression Four, Chris, Ernesto, Nadine, and an unnamed subtropical storm—did not impact land. Five additional storms—Tropical Depression Nine, Florence, Isaac, Joyce, and Leslie—minimally affected land areas.

    The 1999 Atlantic hurricane season was a fairly active season, mostly due to a persistent La Niña that developed in the latter half of 1998. It had five Category 4 hurricanes – the highest number recorded in a single season in the Atlantic basin, previously tied in 1933 and 1961, and later tied in 2005 and 2020. The season officially began on June 1, and ended on November 30. These dates conventionally delimit the period of each year when most tropical cyclones form in the Atlantic basin. The first storm, Arlene, formed on June 11 to the southeast of Bermuda. It meandered slowly for a week and caused no impact on land. Other tropical cyclones that did not affect land were Hurricane Cindy, Tropical Storm Emily, and Tropical Depression Twelve. Localized or otherwise minor damage occurred from Hurricanes Bret, Gert, and Jose, and tropical storms Harvey and Katrina.

    The 1998 Pacific hurricane season was a fairly average Pacific hurricane season. Despite this, it had nine hurricanes and six major hurricanes, which was well above average. The season officially started on May 15 in the eastern Pacific and on June 1 in the central Pacific, and ended on November 30; these dates conventionally delimit the period during which most tropical cyclones form in that region. The first tropical cyclone developed on June 11, about ten days later than the normal start of the season. The final storm of the year, Hurricane Madeline, dissipated on October 20. Storm activity in the Central Pacific Hurricane Center's warning zone was low, with just one tropical depression observed in the region. Two tropical cyclones from the eastern Pacific also entered the central Pacific; the former did so as a hurricane.

    The 1994 Pacific hurricane season was the final season of the eastern north Pacific's consecutive active hurricane seasons that started in 1982. The season officially started on May 15, 1994, in the eastern Pacific, and on June 1, 1994, in the central Pacific, and lasted until November 30, 1994. These dates conventionally delimit the period of each year when most tropical cyclones form in the northeastern Pacific Ocean. The first tropical cyclone formed on June 18, while the last system dissipated on October 26. This season, twenty-two tropical cyclones formed in the north Pacific Ocean east of the dateline, with all but two becoming tropical storms or hurricanes. A total of 10 hurricanes occurred, including five major hurricanes. The above average activity in 1994 was attributed to the formation of the 1994–95 El Niño.

    <span class="mw-page-title-main">Tropical Storm Fay (2002)</span> Atlantic tropical storm in 2002

    Tropical Storm Fay was the sixth named storm of the 2002 Atlantic hurricane season; it was a moderate tropical storm which caused flooding in parts of Texas and Northern Mexico. It formed from a trough of low pressure that moved south into the Gulf of Mexico, and became stationary. A low pressure center developed along this trough, and on September 5, a Hurricane Hunter aircraft reported that the system had gained sufficient organization to be classified a tropical depression, 95 miles (153 km) southeast of Galveston. The depression drifted south-southwest while strengthening, reaching its peak strength of 60 miles per hour (97 km/h) on the morning of September 6. The system then made an abrupt turn to the west-northwest, and remained steady in strength and course until landfall the next day, near Matagorda. The system weakened rapidly after landfall degenerating into a remnant low on September 8, but the storm's circulation survived for another three days.

    <span class="mw-page-title-main">Tropical Storm Helene (2000)</span> Atlantic tropical storm in 2000

    Tropical Storm Helene was a long-lived tropical cyclone that oscillated for ten days between a tropical wave and a 70 mph (110 km/h) tropical storm. It was the twelfth tropical cyclone and eighth tropical storm of the 2000 Atlantic hurricane season, forming on September 15 east of the Windward Islands. After degenerating into a tropical wave, the system produced flooding and mudslides in Puerto Rico. It reformed into a tropical depression on September 19 south of Cuba, and crossed the western portion of the island the next day while on the verge of dissipation. However, it intensified into a tropical storm in the Gulf of Mexico, reaching its peak intensity while approaching the northern Gulf Coast.

    <span class="mw-page-title-main">Hurricane Kyle (2002)</span> Category 1 Atlantic hurricane in 2002

    Hurricane Kyle was the fifth-longest-lived Atlantic tropical or subtropical cyclone on record. The eleventh named storm and third hurricane of the 2002 Atlantic hurricane season, Kyle developed as a subtropical cyclone on September 20 to the east-southeast of Bermuda. Looping westward, it transitioned into a tropical cyclone and became a hurricane on September 25. For the next two weeks, Kyle tracked generally westward, oscillating in strength several times because of fluctuations in environmental conditions. On October 11, the cyclone turned northeastward and made landfalls near Charleston, South Carolina, and Long Beach, North Carolina, at tropical storm status. After lasting as a cyclone for 22 days, Kyle dissipated on October 12 as it was absorbed by an approaching cold front.

    Tropical Storm Hermine was the eighth tropical cyclone and named storm of the 1998 Atlantic hurricane season. Hermine developed from a tropical wave that emerged from the west coast of Africa on September 5. The wave moved westward across the Atlantic Ocean, and on entering the northwest Caribbean interacted with other weather systems. The resultant system was declared a tropical depression on September 17 in the central Gulf of Mexico. The storm meandered north slowly, and after being upgraded to a tropical storm made landfall on Louisiana, where it quickly deteriorated into a tropical depression again on September 20.

    <span class="mw-page-title-main">Hurricane Lester (1998)</span> Category 3 Pacific hurricane in 1998

    Hurricane Lester was a small but powerful tropical cyclone that caused heavy flooding in Central America and southern Mexico in October 1998. Lester was the fifteenth tropical cyclone, twelfth named storm and eighth hurricane of the 1998 Pacific hurricane season. Lester originated from a tropical wave that emerged off the coast of Africa on September 29. Under favorable conditions, the storm was classified as a tropical depression on October 15. The depression was upgraded to a tropical storm later that day and a hurricane on October 16. After undergoing fluctuations in intensity, Lester reached peak winds of 115 mph (185 km/h), a Category 3 hurricane on the Saffir-Simpson Hurricane Scale. After several days, it degenerated into a tropical storm on October 26, and dissipated shortly after. The hurricane made its closest approach to land on October 28, producing moderate winds and heavy rainfall. A mudslide triggered by the precipitation killed two children, although damage is unknown.

    <span class="mw-page-title-main">Tropical Storm Edouard (2008)</span> Atlantic tropical storm in 2008

    Tropical Storm Edouard brought coastal and minor inland flooding to Louisiana and Texas in August 2008. The fifth tropical cyclone and fifth named storm of the hurricane season, Edouard developed from a trough in the northern Gulf of Mexico on August 3. After developing into a tropical depression, it gradually strengthened and was upgraded to Tropical Storm Edouard on August 4. However, northerly wind shear initially halted any further significant intensification and also caused the storm to struggle to maintain deep convection over the center. Edouard eventually intensified further and peaked as a strong tropical storm with winds of 65 mph (100 km/h) on August 5. Shortly thereafter, the storm made landfall near Gilchrist, Texas later that day. Edouard quickly weakened and was downgraded to tropical depression by early on August 6, six hours before degenerated into a remnant low pressure area.

    <span class="mw-page-title-main">Hurricane Hernan (1996)</span> Category 1 Pacific hurricane in 1996

    Hurricane Hernan was the fourth and final tropical cyclone to strike Mexico at hurricane intensity during the 1996 Pacific hurricane season. The thirteenth tropical cyclone, eighth named storm, and fifth hurricane of the season, Hernan developed as a tropical depression from a tropical wave to the south of Mexico on September 30. The depression quickly strengthened, and became Tropical Storm Hernan later that day. Hernan curved north-northwestward the following day, before eventually turning north-northeastward. Still offshore of the Mexican coast on October 2, Hernan intensified into a hurricane. Six hours later, Hernan attained its peak as an 85 mph (140 km/h) Category 1 hurricane on the Saffir-Simpson Hurricane Wind Scale (SSHWS). After weakening somewhat, on 1000 UTC October 3, Hurricane Hernan made landfall near Barra de Navidad, Jalisco, with winds of 75 mph (120 km/h). Only two hours after landfall, Hernan weakened to a tropical storm. By October 4, Tropical Storm Hernan had weakened into a tropical depression, and dissipated over Nayarit on the following day.

    <span class="mw-page-title-main">Hurricane Rosa (1994)</span> Category 2 Pacific hurricane in 1994

    Hurricane Rosa was the only Pacific hurricane to make landfall during the above-average 1994 Pacific hurricane season. It killed at least 4 people in Mexico. Moisture from the hurricane was a factor in widespread flooding in the U.S. state of Texas that killed 22 people and caused hundreds of millions of dollars in damage in October 1994. The pre-Rosa tropical depression formed on October 8 before degenerating the next day. It reformed on October 10 and steadily strengthened as it approached Mexico. Ultimately peaking as a Category 2 hurricane on the Saffir-Simpson Hurricane Scale right before landfall, Rosa was the final hurricane, nineteenth tropical storm, and second-last tropical cyclone of the 1994 Pacific hurricane season.

    <span class="mw-page-title-main">Hurricane Olaf (2003)</span> Category 1 Pacific hurricane in 2003

    Hurricane Olaf was a minimal hurricane that impacted Mexico in October 2003. The fifteenth named storm and sixth hurricane of the annual season, Olaf formed from a tropical wave became better organized on October 2 to the south-southeast of Acapulco and developed into a depression the next day. It strengthened into Tropical Storm Olaf six hours after forming. Continued intensification occurred, and Olaf reached its peak strength as a Category 1 hurricane with 75 mph (120 km/h) winds on October 5 and developed a partial eyewall. The storm soon became disorganized and was only a hurricane for six hours, before re-curving towards the Mexican coast. The cyclone made landfall near Manzanillo, Colima, on October 7 and soon dissipated overland. The storm caused severe flooding in the states of Jalisco and Guanajuato. However, no fatalities were reported.

    <span class="mw-page-title-main">Tropical Storm Lowell (2008)</span> Pacific tropical storm in 2008

    Tropical Storm Lowell was a moderate tropical storm that developed during the 2008 Pacific hurricane season. The fourteenth tropical cyclone and thirteen named storm of the season, Lowell formed out of a western side of a trough on September 6. It quickly intensified into Tropical Storm Lowell, peaking as a moderate tropical storm. It pass directly over Socorro Island and began a weakening trend. It weakened into depression before landfall in Baja California Sur and dissipated before striking Sonora. It later joined with a frontal boundary and Hurricane Ike which caused severe damage as far inland as Chicago. In all, the storm had caused 6 deaths and $15.5 million damage.

    <span class="mw-page-title-main">Tropical Storm Carlos (2003)</span> Pacific tropical storm in 2003

    Tropical Storm Carlos was the first of five tropical cyclones to make landfall during the 2003 Pacific hurricane season. It formed on June 26 from a tropical wave to the south of Mexico. It quickly strengthened as it approached the coast, and early on June 27 Carlos moved ashore in Oaxaca with winds of 65 mph (105 km/h). The storm rapidly deteriorated to a remnant low, which persisted until dissipating on June 29. Carlos brought heavy rainfall to portions of southern Mexico, peaking at 337 mm (13.3 in) in two locations in Guerrero. Throughout its path, the storm damaged about 30,000 houses, with a monetary damage total of 86.7 million pesos. At least nine people were killed throughout the country, seven due to mudslides and two from river flooding; there was also a report of two missing fishermen.

    <span class="mw-page-title-main">Hurricane Erick (2013)</span> Category 1 Pacific hurricane in 2013

    Hurricane Erick brought moderate impacts to the western coastline of Mexico in July 2013, and was the last of a succession of four Category 1 hurricanes to affect the Pacific coast of Mexico early in the 2013 Pacific hurricane season. The fifth named storm and fourth hurricane of the annual season, Erick originated from a tropical wave that moved off the western coast of Africa on June 18. The wave tracked swiftly westward with little development, emerging into the eastern Pacific on July 1. As a result of favorable environmental conditions, the wave developed into a tropical depression on July 4, and further into Tropical Storm Erick at 0000 UTC on July 5. Steered generally west-northwest, Erick intensified into a Category 1 hurricane and reached its peak intensity with winds of 80 mph (130 km/h) on July 6. Its proximity to land and track over increasingly cooler waters caused the storm to deteriorate into a tropical storm the following day, though it remained at such intensity until degenerating into a remnant low early on July 9. The remnant circulation dissipated a few hours later, southwest of Baja California Sur.

    <span class="mw-page-title-main">Hurricane Sandra (2015)</span> Category 4 Pacific hurricane in 2015

    Hurricane Sandra was the latest-forming major hurricane in the northeastern Pacific basin, the strongest Pacific hurricane on record in November, and the record eleventh major hurricane of the 2015 Pacific hurricane season. Originating from a tropical wave, Sandra was first classified as a tropical depression on November 23 well south of Mexico. Environmental conditions, including high sea surface temperatures and low wind shear, were highly conducive to intensification and the storm quickly organized. A small central dense overcast developed atop the storm and Sandra reached hurricane status early on November 25 after the consolidation of an eye. Sandra reached its peak intensity as a Category 4 hurricane on the Saffir–Simpson hurricane wind scale with winds of 150 mph (240 km/h) and a pressure of 934 mbar early on November 26. Thereafter, increasing shear degraded the hurricane's structure and weakening ensued. Rapid weakening took place on November 27 and Sandra's circulation became devoid of convection as it diminished to a tropical storm that evening. The cyclone degenerated into a remnant low soon thereafter and ultimately dissipated just off the coast of Sinaloa, Mexico, on November 29.

    <span class="mw-page-title-main">2022 Pacific hurricane season</span>

    The 2022 Pacific hurricane season was a slightly above average hurricane season in the eastern North Pacific basin, with nineteen named storms, ten hurricanes, and four major hurricanes. Two of the storms crossed into the basin from the Atlantic. In the central North Pacific basin, no tropical cyclones formed. The season officially began on May 15 in the eastern Pacific, and on June 1 in the central; both ended on November 30. These dates historically describe the period each year when most tropical cyclogenesis occurs in these regions of the Pacific and are adopted by convention.
