Hurricane Rosa was the only Pacific hurricane to make landfall during the above-average 1994 Pacific hurricane season. It killed at least 4 people in Mexico. Moisture from the hurricane was a factor in widespread flooding in the U.S. state of Texas that killed 22 people and caused hundreds of millions of dollars in damage in October 1994. The pre-Rosa tropical depression formed on October 8 before degenerating the next day. It reformed on October 10 and steadily strengthened as it approached Mexico. Ultimately peaking as a Category 2 hurricane on the Saffir-Simpson Hurricane Scale right before landfall,Rosa was the final hurricane,nineteenth tropical storm,and second-last tropical cyclone of the 1994 Pacific hurricane season.
On October 8, a circulation associated with an area of disturbed weather acquired convection and was designated Tropical Depression Nineteen-E. [1] Upon formation, the depression was forecast to dissipate because of strong wind shear. [2] Moving little, its development was constantly hindered by wind shear. [3] The depression had difficulty organizing, and on October 9, it became so disorganized that advisories were discontinued. [4]
The depression's remnants moved eastward and interacted with an area of disturbed weather. This regenerated the convection, [5] and the depression regenerated on October 10, possibly with a new center of circulation. [6] However, the National Hurricane Center's preliminary report does not indicate that the depression ever dissipated or regenerated. [7] Moving little in a favorable environment, [5] the depression was upgraded to Tropical Storm Rosa on October 11, [8] and to hurricane status a day later. [9] At the time it was about 345 miles (555 km) south of the southern tip of the Baja California Peninsula. Rosa continued drifting slowly for another day and a half. Then, a trough caused Rosa to begin moving and accelerate north-northeastward. On October 14, Rosa peaked in intensity as a Category 2 hurricane on the Saffir-Simpson Hurricane Scale with winds of 100 mph (160 km/h) and a central pressure of 974 mb (974 hPa). A few hours later, Rosa made landfall near La Concepción about 70 mi (110 km) south-southeast of Mazatlán. Rosa's circulation weakened over the mountains, and it dissipated on October 15. [5]

On October 12, a hurricane watch was issued for the coast from Culiacán to Manzanillo and the Baja California Peninsula south of latitude 24°N. At the same time, a tropical storm warning was issued from Manzanillo to Tepic. On October 14, a hurricane warning was issued for the coast between Culiacán and Cabo Corrientes, and a tropical storm warning south of Cabo Corrientes to Manzanillo. All watches and warnings were lifted later that day. [20]
On October 13 and 14, two ships, the London Spirit and the Marie Maersk, encountered winds of tropical storm or hurricane force. [21] The Marie Maersk was located especially close to the eye, and its observations were useful to forecasters. [2]
In Nayarit and Durango, two people drowned, while in Sinaloa, four people were pronounced missing. More than 100,000 people in Nayarit had their homes damaged. Rosa's winds damaged many telephone poles, power lines, and houses in Sinaloa. Rainfall between 3 and 5 inches (76 and 127 mm) caused many landslides in mountainous areas. [2] Mudslides forced the evacuation of 400 people from two coastal villages in Jalisco. [22] Rosa dumped rain over parts of coastal and inland Mexico; the highest rainfall total was 14.09 in (358 mm) at Mesa de Pedro Pablo. [23]
Rosa sent moisture into the United States, which, in combination with humidity drawn north from the Gulf of Mexico, caused heavy thunderstorms and flooding in parts of thirty eight Texas counties on October 15 to 19. The flooding was worst around the San Jacinto and Trinity River basins, and in coastal areas. Rainfall totals ranged from 8 in (200 mm) to more than 28 in (710 mm). [24] The rain levels caused 100-year floods at nineteen stations. Several records were broken, some of which had stood since 1940. In the case of the Lavaca River near Edna, it broke a record set in 1936. [25] The flooding destroyed 3069 homes, heavily damaged 6560, and damaged 6148 others. Railbeds and roads sustained damage, while broken gas and oil pipelines caused spills and environmental damage in the Lower San Jacinto River and Galveston Bay. Twenty-two people died due to effects from the storm. In total, the flooding in southeastern Texas caused 700 million (1995 USD) in damage. [24] On October 18, the Federal Emergency Management Agency (FEMA) declared the worst-affected areas a disaster area. [26] After the declaration, FEMA received 26,000 applications for disaster assistance and approved 54 million (1995 USD) in aid. [24]
The 1995 Atlantic hurricane season was a very active Atlantic hurricane season, and is considered to be the start of an ongoing era of high-activity tropical cyclone formation. The season produced twenty-one tropical cyclones, nineteen named storms, as well as eleven hurricanes and five major hurricanes. The season officially began on June 1 and ended on November 30, dates which conventionally delimit the period of each year when most tropical cyclones develop in the Atlantic basin. The first tropical cyclone, Hurricane Allison, developed on June 2, while the season's final storm, Hurricane Tanya, transitioned into an extratropical cyclone on November 1. The very active Atlantic hurricane activity in 1995 was caused by La Niña conditions, which also influenced an inactive Pacific hurricane season. It was tied with 1887 Atlantic hurricane season with 19 named storms, which was later equalled by the 2010, 2011, and 2012 seasons.
The 2003 Atlantic hurricane season was a very active season with tropical cyclogenesis occurring before and after the official bounds of the season—the first such occurrence since the 1970 season. The season produced 21 tropical cyclones, of which 16 developed into named storms; seven of those attained hurricane status, of which three reached major hurricane status. The strongest hurricane of the season was Hurricane Isabel, which reached Category 5 status on the Saffir–Simpson hurricane scale northeast of the Lesser Antilles; Isabel later struck North Carolina as a Category 2 hurricane, causing $3.6 billion in damage and a total of 51 deaths across the Mid-Atlantic region of the United States.
The 2002 Atlantic hurricane season was a near-average Atlantic hurricane season. It officially started on June 1, 2002, and ended on November 30, dates which conventionally limit the period of each year when most tropical cyclones develop in the Atlantic Ocean. The season produced fourteen tropical cyclones, of which twelve developed into named storms; four became hurricanes, and two attained major hurricane status. While the season's first cyclone did not develop until July 14, activity quickly picked up: eight storms developed in the month of September. It ended early however, with no tropical storms forming after October 6—a rare occurrence caused partly by El Niño conditions. The most intense hurricane of the season was Hurricane Isidore, a Category 3 storm with a minimum central pressure of 934 mbar; however, Hurricane Lili, with a minimum pressure of 938 mbar, attained higher winds and peaked at Category 4.
The 2000 Atlantic hurricane season was a fairly active hurricane season, but featured the latest first named storm in a hurricane season since 1992. The hurricane season officially began on June 1, and ended on November 30. It was slightly above average due to a La Niña weather pattern although most of the storms were weak. It was also the only season to have two of the storms affect Ireland. The first cyclone, Tropical Depression One, developed in the southern Gulf of Mexico on June 7 and dissipated after an uneventful duration. However, it would be almost two months before the first named storm, Alberto, formed near Cape Verde; Alberto also dissipated with no effects on land. Several other tropical cyclones—Tropical Depression Two, Tropical Depression Four, Chris, Ernesto, Nadine, and an unnamed subtropical storm—did not impact land. Five additional storms—Tropical Depression Nine, Florence, Isaac, Joyce, and Leslie—minimally affected land areas.
The 1999 Atlantic hurricane season was a fairly active season, mostly due to a persistent La Niña that developed in the latter half of 1998. It had five Category 4 hurricanes – the highest number recorded in a single season in the Atlantic basin, previously tied in 1933 and 1961, and later tied in 2005 and 2020. The season officially began on June 1, and ended on November 30. These dates conventionally delimit the period of each year when most tropical cyclones form in the Atlantic basin. The first storm, Arlene, formed on June 11 to the southeast of Bermuda. It meandered slowly for a week and caused no impact on land. Other tropical cyclones that did not affect land were Hurricane Cindy, Tropical Storm Emily, and Tropical Depression Twelve. Localized or otherwise minor damage occurred from Hurricanes Bret, Gert, and Jose, and tropical storms Harvey and Katrina.
The 1998 Atlantic hurricane season was a catastrophic and deadly Atlantic hurricane season, which had the highest number of storm-related fatalities in over 218 years and some of the costliest ever at the time. The season had above average activity, due to the dissipation of an El Niño event and transition to La Niña conditions. It officially began on June 1 and ended on November 30, dates which conventionally delimit the period during which most tropical cyclones form in the Atlantic Ocean. The season had a rather slow start, with no tropical cyclones forming in June. The first tropical cyclone, Tropical Storm Alex, developed on July 27, and the season's final storm, Hurricane Nicole, became extratropical on December 1.
The 1993 Atlantic hurricane season was a below average Atlantic hurricane season that produced ten tropical cyclones, eight tropical storms, four hurricanes, and one major hurricane. It officially started on June 1 and ended on November 30, dates which conventionally delimit the period during which most tropical cyclones form in the Atlantic Ocean. The first tropical cyclone, Tropical Depression One, developed on May 31, while the final storm, Tropical Depression Ten, dissipated on September 30, well before the average dissipation date of a season's last tropical cyclone; this represented the earliest end to the hurricane season in ten years.
The 1992 Atlantic hurricane season was a significantly below average season for overall tropical or subtropical cyclones as only ten formed. Six of them became named tropical storms, and four of those became hurricanes; one hurricane became a major hurricane. The season was, however, near-average in terms of accumulated cyclone energy. The season officially started on June 1 and officially ended on November 30. However, tropical cyclogenesis is possible at any time of the year, as demonstrated by formation in April of an unnamed subtropical storm in the central Atlantic.
The 1991 Atlantic hurricane season was the first season since 1984 in which no hurricanes developed from tropical waves, which are the source for most North Atlantic tropical cyclones. The hurricane season officially began on June 1, and ended on November 30. It was the least active in four years due to higher than usual wind shear across the Atlantic Ocean. The first storm, Ana, developed on July 2 off the southeast United States and dissipated without causing significant effects. Two other tropical storms in the season – Danny and Erika – did not significantly affect land. Danny dissipated east of the Lesser Antilles, and Erika passed through the Azores before becoming extratropical. In addition, there were four non-developing tropical depressions. The second depression of the season struck Mexico with significant accompanying rains.
Tropical Storm Odette was a rare off-season tropical cyclone that hit the island of Hispaniola in early December 2003. As the fifteenth named storm of the 2003 Atlantic hurricane season, Odette formed near the coast of Panama a few days after the official end of the Atlantic hurricane season ended on November 30, and ultimately made landfall on the Dominican Republic as a moderate tropical storm, before becoming extratropical on December 7, dissipating two days later.
The 2002 Pacific hurricane season was an average season which produced fifteen named storms. Eight hurricanes formed, including a record-equaling three Category 5 hurricanes, a record it shares with the 1994 and 2018 seasons. It was also a near-average season in terms of accumulated cyclone energy (ACE), having an ACE of 125. The season officially began on May 15, 2002 in the East Pacific Ocean, and on June 1, 2002 in the Central Pacific; both ended on November 30. These dates conventionally delimit the period of each year when most tropical cyclone formation occurs in these regions of the Pacific. The first system of the 2002 season, Hurricane Alma, formed on May 24, and the last, Tropical Depression Sixteen-E, dissipated on November 16.
The 1994 Pacific hurricane season was the final season of the eastern north Pacific's consecutive active hurricane seasons that started in 1982. The season officially started on May 15, 1994, in the eastern Pacific, and on June 1, 1994, in the central Pacific, and lasted until November 30, 1994. These dates conventionally delimit the period of each year when most tropical cyclones form in the northeastern Pacific Ocean. The first tropical cyclone formed on June 18, while the last system dissipated on October 26. This season, twenty-two tropical cyclones formed in the north Pacific Ocean east of the dateline, with all but two becoming tropical storms or hurricanes. A total of 10 hurricanes occurred, including five major hurricanes. The above average activity in 1994 was attributed to the formation of the 1994–95 El Niño.
The 1991 Pacific hurricane season was a near-average Pacific hurricane season. The worst storm this year was Tropical Storm Ignacio, which killed 23 people in Mexico and injured 40 others. Elsewhere, Hurricane Fefa caused flooding in Hawaii. Hurricane Kevin was the strongest system of the season and became the then longest-lasting hurricane in the eastern north Pacific basin at the time, and Hurricane Nora was the strongest November storm to that point. The season officially started on May 15, 1991, in the eastern Pacific, and on June 1, 1991, in the central Pacific. It lasted until November 30, 1991, in both basins. These dates conventionally delimit the period of each year when most tropical cyclones form in the northeastern Pacific Ocean.
The 1990 Pacific hurricane season was a very active season which observed 21 named storms within the basin. The season also produced the fourth highest ACE index value on record. The season was officially started on May 15 in the eastern Pacific, and on June 1 in the central Pacific, and lasted until November 30. These dates conventionally delimit the period of each year when most tropical cyclones form in the northeastern Pacific Ocean. However, the formation of tropical cyclones is possible at any time of the year, as illustrated in 1990 by the formation of the season's first named storm, Hurricane Alma, on May 12. Tropical Storm Arlene brought torrential rainfall to the western United States Gulf Coast, particularly to the U.S. state of Texas, in June 1993. The first named storm of the 1993 Atlantic hurricane season, Arlene developed from an area of low pressure in the Bay of Campeche on June 18. The depression slowly strengthened as it tracked west-northwestward and later north-northwestward across the western Gulf of Mexico. Arlene was subsequently upgraded to a tropical storm on June 19, but failed to intensify further due to its proximity to land. The cyclone then made landfall on Padre Island, Texas, with winds of 40 mph (65 km/h) and degenerated into a remnant disturbance on June 21.
Tropical Storm Hermine was the eighth tropical cyclone and named storm of the 1998 Atlantic hurricane season. Hermine developed from a tropical wave that emerged from the west coast of Africa on September 5. The wave moved westward across the Atlantic Ocean, and on entering the northwest Caribbean interacted with other weather systems. The resultant system was declared a tropical depression on September 17 in the central Gulf of Mexico. The storm meandered north slowly, and after being upgraded to a tropical storm made landfall on Louisiana, where it quickly deteriorated into a tropical depression again on September 20.
Hurricane Madeline was a costly tropical cyclone whose remnants caused hundreds of millions of dollars in damage in Texas in October 1998. The final tropical cyclone of the 1998 Pacific hurricane season, Madeline originated from a tropical wave that emerged off the coast of Africa on September 25, 1998. The wave traversed the Atlantic Ocean and crossed over Central America on October 5 or 6. Gradually, the system intensified and was classified as a tropical depression on October 16, a tropical storm later that day, and a hurricane on October 17. The storm reached peak winds of 85 mph (137 km/h) about 95 miles (153 km) southwest of San Blas, Nayarit, and after 18 hours it subsequently began to weaken. Although Madeline never made landfall, numerous rainbands affected the Mexican coast causing no known damage or fatalities. The remnant moisture moved north and contributed to flooding in central Texas, which killed 31 people and caused $750 million in damage.
Hurricane Hernan was the fourth and final tropical cyclone to strike Mexico at hurricane intensity during the 1996 Pacific hurricane season. The thirteenth tropical cyclone, eighth named storm, and fifth hurricane of the season, Hernan developed as a tropical depression from a tropical wave to the south of Mexico on September 30. The depression quickly strengthened, and became Tropical Storm Hernan later that day. Hernan curved north-northwestward the following day, before eventually turning north-northeastward. Still offshore of the Mexican coast on October 2, Hernan intensified into a hurricane. Six hours later, Hernan attained its peak as an 85 mph (140 km/h) Category 1 hurricane on the Saffir-Simpson Hurricane Wind Scale (SSHWS). After weakening somewhat, on 1000 UTC October 3, Hurricane Hernan made landfall near Barra de Navidad, Jalisco, with winds of 75 mph (120 km/h). Only two hours after landfall, Hernan weakened to a tropical storm. By October 4, Tropical Storm Hernan had weakened into a tropical depression, and dissipated over Nayarit on the following day.
The 1994 Atlantic hurricane season was the final season in the most recent negative Atlantic multidecadal oscillation period of tropical cyclone formation within the basin. The season produced seven named tropical cyclones and three hurricanes, a total well below the seasonal average. The season officially started on June 1 and ended on November 30, dates which conventionally limit the period each year when most tropical cyclones tend to form in the Atlantic Ocean. The first tropical cyclone, Tropical Storm Alberto, developed on June 30, while the last storm, Hurricane Gordon, dissipated on November 21. The season was unusual in that it produced no major hurricanes, which are those of Category 3 status or higher on the Saffir–Simpson hurricane scale. The most intense hurricane, Hurricane Florence, peaked as a Category 2 storm with winds of 110 mph (180 km/h).
