Currently, the politics of Sudan takes place in the framework of a federal provisional government. Previously, a president was head of state, head of government, and commander-in-chief of the Sudanese Armed Forces in a de jure multi-party system. Legislative power was officially vested in both the government and in the two chambers, the National Assembly (lower) and the Council of States (higher), of the bicameral National Legislature. The judiciary is independent and obtained by the Constitutional Court. [1] However, following a deadly civil war and the still ongoing genocide in Darfur, Sudan was widely recognized as a totalitarian state where all effective political power was held by President Omar al-Bashir and his National Congress Party (NCP). [2] [3] [4] [5] However, al-Bashir and the NCP were ousted in a military coup which occurred on April 11, 2019. [6] [7] The government of Sudan was then led by the Transitional Military Council or TMC. [8] [9] [10] [11] On 20 August 2019, the TMC dissolved giving its authority over to the Sovereignty Council of Sudan, who were planned to govern for 39 months until 2022, in the process of transitioning to democracy. However, the Sovereignty Council and the Sudanese government were dissolved in October 2021. [12]
The political system of Sudan was rigorously restructured following a military coup on 30 June 1989, when Omar al-Bashir, then a brigadier in the Sudanese Army, led a group of officers and ousted the government of Prime Minister Sadiq al-Mahdi. Under al-Bashir's leadership, the new military government suspended political parties and introduced an Islamic legal code on the national level. [13] He then became Chairman of the Revolutionary Command Council for National Salvation (a newly established body with legislative and executive powers for what was described as a transitional period), and assumed the posts of chief of state, prime minister, chief of the armed forces, and minister of defense. [14] Further on, after institutionalizing Sharia law in the northern part of the country along with Hassan al-Turabi, al-Bashir issued purges and executions in the upper ranks of the army, the banning of associations, political parties, and independent newspapers and the imprisonment of leading political figures and journalists. [15] In 1993, Sudan transformed into an Islamic totalitarian one-party state as al-Bashir abolished the Revolutionary Command Council and created the National Islamic Front (NIF) with a new parliament and government obtained solely by members of the NIF, and proclaimed himself President of Sudan. As a result, the Second Sudanese Civil War with the Sudan People's Liberation Army (SPLA) would only escalate in the following years. [16] [17]
From 1983 to 1997, the country was divided into five regions in the north and three in the south, each headed by a military governor. After the military coup in 1989, regional assemblies were suspended. With the Revolutionary Command Council for National Salvation abolished in 1993 and the ruling National Islamic Front (NIF) forming the National Congress Party (NCP), the new party included some non-Muslim members, mainly Southern Sudanese politicians, some of whom were appointed as ministers or state governors.
In 1997, the structure of regional administration was replaced by the creation of twenty-six states. The executives, cabinets, and senior-level state officials are appointed by the president, and their limited budgets are determined by and dispensed from Khartoum. The states, as a result, remain economically dependent upon the central government. Khartoum state, comprising the capital and outlying districts, is administered by a governor.
Following the signing of the Comprehensive Peace Agreement (CPA) in 2005 between the government of Omar al-Bashir and the Sudan People's Liberation Movement/Army (SPLM/A), a Government of National Unity was installed in Sudan in accordance with the Interim Constitution whereby a co-Vice President position representing the south was created in addition to the northern Sudanese vice president. This allowed the north and south to split oil deposits equally, [18] but also left both the north's and south's armies in place.
Following the Darfur Peace Agreement, the office of senior presidential advisor, the fourth highest constitutional post, was allocated to Minni Minnawi, a Zaghawa of the Darfur-based Sudanese Liberation Army (SLA). Executive posts were divided between the National Congress Party (NCP), the Sudan People's Liberation Movement/Army (SPLM/A), Eastern Front and factions of the Umma Party and Democratic Unionist Party (DUP). This peace agreement with the SPLM/A granted Southern Sudan autonomy for six years, to be followed by a referendum about independence in 2011. According to the new 2005 constitution, the bicameral National Legislature is the official Sudanese parliament, and is divided between two chambers; the National Assembly, a lower house with 450 seats, and the Council of States, an upper house with 50 seats. Thus the parliament consists of 500 appointed members altogether, where all are indirectly elected by state legislatures to serve six-year terms. [1]
Despite his international arrest warrant, Omar al-Bashir was re-elected in the 2010 Sudanese presidential election, the first democratic election with multiple political parties participating in nine years. [19] [20] His political rival was Vice President Salva Kiir Mayardit, current leader of the SPLA. [21] [22]
In December 1999, a power struggle climaxed between President Omar al-Bashir and Hassan al-Turabi, NIF founder, Islamist ideologue and speaker of parliament. Al-Turabi was stripped of his posts in the ruling party and the government, parliament was disbanded, the constitution suspended, and a state of national emergency declared by presidential decree. Parliament resumed in February 2001 after the December 2000 presidential and parliamentary elections, but the national emergency laws remain in effect. Around the same time the Black Book , a manuscript by dissident Westerners detailing the domination of the northern peoples, was published. Al-Turabi was arrested in February 2001, and charged with being a threat to national security and the constitutional order for signing a memorandum of understanding with the SPLM/A. He was placed in a maximum-security prison until freed in 2005.
As part of the agreement ending the Second Sudanese Civil War, nine members of the SPLM/A and 16 members of the government were sworn in as Ministers on 22 September 2005, forming the first post war government of national unity. The inauguration was delayed over arguments over who would get various portfolios and as a result of the death of Vice President John Garang. The National Congress Party kept control of the key energy, defense, interior and finance posts, while an SPLM appointee became foreign minister. Vice President Salva Kiir was reported to have backed down in the argument over who would have control of the vital Ministry of Energy and Mining, which handles the output of Sudan's oil fields.
On April 11, 2019, al-Bashir and his government were overthrown in a military coup led by his first vice president and defense minister, who then established the now ruling military junta. [8] [6] [9] [7] The next day Auf handed power to Lt. General Abdel Fattah Abdelrahman Burhan. [11] [10] [23] [24]
Sudan’s Sovereign Council, the military-civilian body that is the highest power in the transitional government, has ruled Sudan since the fall of Omar al-Bashir. Prime Minister Abdalla Hamdok is the civilian leader of the cabinet. [25]
In October 2020, Sudan made an agreement to normalize diplomatic relations with Israel, as part of the agreement the United States removed Sudan from the U.S. list of State Sponsors of Terrorism. [26]
As of August 2021, the country was jointly led by the chairman of the Sovereignty Council, Abdel Fattah al-Burhan, and Prime Minister Abdallah Hamdok. [27]
On 25 October 2021, the Sovereignty Council and the Sudanese government were immensely dissolved after being overthrown in the 2021 Sudan coup. [28] [29]
Omar Hassan Ahmad al-Bashir is a Sudanese former military officer and politician who served as Sudan's head of state under various titles from 1989 until 2019, when he was deposed in a coup d'état. He was subsequently incarcerated, tried and convicted on multiple corruption charges. He came to power in 1989 when, as a brigadier general in the Sudanese Army, he led a group of officers in a military coup that ousted the democratically elected government of prime minister Sadiq al-Mahdi after it began negotiations with rebels in the south; he subsequently replaced President Ahmed al-Mirghani as head of state. He was elected three times as president in elections that have been under scrutiny for electoral fraud. In 1992, al-Bashir founded the National Congress Party, which remained the dominant political party in the country until 2019. In March 2009, al-Bashir became the first sitting head of state to be indicted by the International Criminal Court (ICC), for allegedly directing a campaign of mass killing, rape, and pillage against civilians in Darfur. On 11 February 2020, the Government of Sudan announced that it had agreed to hand over al-Bashir to the ICC for trial.
The National Congress Party was a major political party of ousted President Omar Al-Bashir, it dominated domestic politics in Sudan from its foundation until it was dissolved following the Sudanese Revolution.
The National Islamic Front was an Islamist political organization founded in 1976 and led by Dr. Hassan al-Turabi that influenced the Sudanese government starting in 1979, and dominated it from 1989 to the late 1990s. It was one of only two Islamic revival movements to secure political power in the 20th century.
This article covers the period of the history of Sudan between 1985 and 2019 when the Sudanese Defense Minister Abdel Rahman Swar al-Dahab seized power from Sudanese President Gaafar Nimeiry in the 1985 Sudanese coup d'état. Not long after, Lieutenant General Omar al-Bashir, backed by an Islamist political party, the National Islamic Front, overthrew the short lived government in a coup in 1989 where he ruled as President until his fall in April 2019. During Bashir's rule, also referred to as Bashirist Sudan, or as they called themselves the al-Ingaz regime, he was re-elected three times while overseeing the independence of South Sudan in 2011. His regime was criticized for human rights abuses, atrocities and genocide in Darfur and allegations of harboring and supporting terrorist groups in the region while being subjected to United Nations sanctions beginning in 1995, resulting in Sudan's isolation as an international pariah.

General Salah Abdallah "Gosh" is the former national security advisor of the Republic of the Sudan. Prior to this position, he was the director of the National Intelligence and Security Service. He currently holds the rank of army general. Salah Gosh was reinstated to his former position as the Director General of NISS on 11 February 2018 by President Omar al-Bashir. On 13 April 2019, he resigned from his post, which was confirmed to Sudanese TV by the ruling Transitional Military Council.
The Sudan Revolutionary Front, or the Sudanese Revolutionary Front (SRF), is an alliance between Sudanese factions that was created in opposition to the government of President Omar al-Bashir. It was declared on 12 November 2011, following several months of support by Darfuri rebel groups for the Sudan People's Liberation Movement-North in the conflict in South Kordofan and Blue Nile.
A coup d'état was carried out by the Sudanese Armed Forces on 30 June 1989 against the democratically elected government of Prime Minister Sadiq al-Mahdi and President Ahmed al-Mirghani. The coup was led by military officer Omar al-Bashir who took power in its aftermath; he ruled the country for the next 30 years until he was overthrown in 2019.
Ali Ahmed Karti is a Sudanese politician and businessman. Karti served as Minister of Foreign Affairs of Sudan from 2010 to 2015. As of June 2021 he is the secretary general of the Sudanese Islamic Movement.
The Sudanese revolution was a major shift of political power in Sudan that started with street protests throughout Sudan on 19 December 2018 and continued with sustained civil disobedience for about eight months, during which the 2019 Sudanese coup d'état deposed President Omar al-Bashir on 11 April after thirty years in power, 3 June Khartoum massacre took place under the leadership of the Transitional Military Council (TMC) that replaced al-Bashir, and in July and August 2019 the TMC and the Forces of Freedom and Change alliance (FFC) signed a Political Agreement and a Draft Constitutional Declaration legally defining a planned 39-month phase of transitional state institutions and procedures to return Sudan to a civilian democracy.
A coup d'état took place in Sudan in the late afternoon on 11 April 2019, when President Omar al-Bashir was overthrown by the Sudanese Armed Forces after popular protests demanded his departure. At that time, the army, led by Ahmed Awad Ibn Auf, toppled the government and National Legislature and declared a state of emergency in the country for a period of 3 months, followed by a transitional period of two years before an agreement was reached later.
Abdel Fattah al-Burhan Abdelrahman al-Burhan is a Sudanese army general who is the de facto ruler of Sudan. Following the Sudanese Revolution in April 2019, he was handed control of the military junta, the Transitional Military Council, a day after it was formed, due to protesters' dissatisfaction with the establishment ties of initial leader Ahmed Awad Ibn Auf. He served as chairman of the TMC until a draft constitutional declaration signed with civilians went into effect on 17 August and a collective head of state Transitional Sovereignty Council was formed, also to be initially headed by al-Burhan.
A series of political agreements among Sudanese political and military forces for a democratic transition in Sudan began in July 2019. Omar al-Bashir overthrew the democratically elected government of Sadiq al-Mahdi in 1989 and was himself overthrown in the 2019 Sudanese coup d'état, in which he was replaced by the Transitional Military Council (TMC) after months of sustained street protests. Following further protests and the 3 June Khartoum massacre, TMC and the Forces of Freedom and Change (FFC) alliance agreed on 5 July 2019 to a 39-month transition process to return to democracy, including the creation of executive, legislative and judicial institutions and procedures.
Abdalla Hamdok Al-Kinani is a Sudanese public administrator who served as the 15th Prime Minister of Sudan from 2019 to October 2021, and again from November 2021 to 2 January 2022. Prior to his appointment, Hamdok served in numerous national and international administrative positions. From November 2011 to October 2018, he was deputy executive secretary of the United Nations Economic Commission for Africa (UNECA). UNECA staff described Hamdok as "[a] diplomat, a humble man and a brilliant and disciplined mind". In 2020, Hamdok was named among Bloomberg's 50 Most Influential figures of the year.
The Transitional Sovereignty Council is the collective head of state of Sudan, formed on 20 August 2019, by the August 2019 Draft Constitutional Declaration. It was dissolved by Chairman Abdel Fattah al-Burhan in the October 2021 Sudanese coup d'état and reconstituted the following month with new membership, effectively changing it from a unity government to a military junta.
The Sudanese peace process consists of meetings, written agreements and actions that aim to resolve the War in Darfur, the Sudanese conflict in South Kordofan and Blue Nile, and armed conflicts in central, northern and eastern Sudan.
The 2019–2022 Sudanese protests were street protests in Sudan which began in mid-September 2019, during Sudan's transition to democracy, about issues which included the nomination of a new Chief Justice and Attorney General, the killing of civilians by the Rapid Support Forces (RSF), the toxic effects of cyanide and mercury from gold mining in Northern state and South Kordofan, opposition to a state governor in el-Gadarif and to show trials of Sudanese Professionals Association (SPA) coordinators, and advocating the dismissal of previous-government officials in Red Sea, White Nile, and South Darfur. The protests follow the Sudanese Revolution's street protests and civil disobedience of the early September 2019 transfer of executive power to the country's Sovereignty Council, civilian prime minister Abdalla Hamdok, and his cabinet of ministers. Hamdok described the 39-month transition period as defined by the aims of the revolution.
Signed on October 3, 2020, the Juba Peace Agreement is a landmark concord between Sudan's transitional government and a handful of the country's rebel groups. Since Sudan gained its independence in 1956, the nation has been plagued by various civil wars and internal conflicts—namely the Darfur War (2003–2020). Nearly 400,000 people died in the crisis and over 2.5 million were displaced due to the fighting between rebel groups within the region, which heavily prompted the implementation of peace-building legislation after nearly two decades of bloodshed. The Juba Peace Agreement served to amend the 2019 Constitutional Charter in Sudan, which is the most recent in a long line of unsuccessful legislation put in place to equalize the power dynamic between civil government and military/armed force rule.
On 25 October 2021, the Sudanese military, led by General Abdel Fattah al-Burhan, took control of the Government of Sudan in a military coup. At least five senior government figures were initially detained. Civilian Prime Minister Abdalla Hamdok refused to declare support for the coup and on 25 October called for popular resistance; he was confined to house arrest on 26 October. Internet outages were reported. Later the same day, the Sovereignty Council was dissolved, a state of emergency was put in place, and a majority of the Hamdok Cabinet and a number of pro-government supporters were arrested. As of 5 November 2021, the list of those detained included "government ministers, members of political parties, lawyers, civil society activists, journalists, human rights defenders, and protest leaders", who were held in secret locations, without access to their families or lawyers.
Since gaining independence in 1956, Sudan has witnessed a protracted series of coups d'état, totalling 19 coup attempts, of which 7 were successful, which places Sudan as the African nation with the most coup attempts and it ranks second globally, just behind Bolivia, which has recorded 23 coup attempts since 1950. This include the 1958 self coup, the 1985 and 2019 soft coups, and 1957 and 1959 Putsch.
