The Privy Council (Malay : Majlis Mesyuarat Di-Raja) is a formal body of advisers to the monarch of Brunei. [1] When His Majesty appoints people to posts with traditional ranks, titles, and honours, the council provides advice. [2] The council was established in 1959 in accordance with Brunei's constitution, and are in charge of advising His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam on the three branches of government which are the executive, judicial, and legislative, even though they have separate powers. [3] This is in keeping with the Malay Islamic Monarchy (MIB) philosophy of the country. [4]
According to the Brunei Constitutional documents, a Privy Council that is constituted in conformity with Part IV's rules must be established. Each Appointed Member of the council shall serve at the pleasure of His Majesty the Sultan and Yang Di-Pertuan for the term and under the conditions set forth in the Instrument appointing him, and subject to such terms. Moreover, the council members should be consisted of: [5]
Before beginning their duties, each member of the council must take, make, and complete to an oath or declaration in the form specified as Form I in the First Schedule before His Majesty the Sultan and Yang Di-Pertuan, or, if a Council of Regency has been appointed, before the senior male Regent, or before such other person as His Majesty the Sultan and Yang Di-Pertuan or, as the case may be, the senior male Regent may designate. As of 2008, His Majesty the Sultan and Yang Di-Pertuan has granted the Privy Council the duty to advise His Majesty in connection with the exercise of His Majesty's powers under Clause (1) of Article 9 of the Constitution of Brunei Darussalam. This is done in accordance with the Constitution of Brunei Darussalam (Suspension) Order, 2006. [5]
Additionally, every Privy Council proceedings must be recorded in minutes. The Clerk to the council shall be appointed by His Majesty the Sultan and Yang Di-Pertuan, and prior to performing the duties of his office, the Clerk shall take and subscribe an oath in the form specified as Form II in the First Schedule before His Majesty the Sultan and Yang Di-Pertuan or the senior male Regent, as applicable. The council may signify the use of any authority granted to it or the performance of any act or item by it under the Clerk to the council's hand, subject to any established laws. The advice of the Privy Council is not required to be followed when making decisions by His Majesty the Sultan and Yang Di-Pertuan. [5]
If a Council of Regency has been appointed, the senior male Regent may summon the Privy Council; otherwise, if His Majesty the Sultan and Yang Di-Pertuan are not in Brunei Darussalam and a Council of Regency has not been appointed, the Perdana Wazir may summon the council. When less than one-third of the council's members are present (aside from His Majesty the Sultan and Yang Di-Pertuan or the other person presiding), and if His Majesty the Sultan and Yang Di-Pertuan or the other person presiding has objected to the transaction of business on that basis, no business may be transacted at any Privy Council meeting. For the purposes of this clause, the council's membership shall be regarded to be the next highest multiple of three if the number of members is not a multiple of three. Any Privy Council sessions and any related decisions made by that council are lawful despite the participation of anyone who was not authorised to do so. [5]
Insofar as is practical, His Majesty the Sultan and Yang Di-Pertuan will preside over Privy Council meetings. The person who will preside in His Majesty the Sultan and Yang Di-Pertuan's absence will be in the order listed below. [5]

The prime minister of Brunei is the head of government of Brunei. Concurrently, the title is held by the sultan of Brunei, who as sultan is also the head of state of the country. As the prime minister, the Sultan and Yang Di-Pertuan is the head of both the ministerial cabinet and the Legislative Council of Brunei.
The Pingat Hassanal Bolkiah Sultan is an honorary medal of Brunei. The award is subdivided into two classes: the first class Darjah Pertama and the second class Darjah Kedua.
The Ministry of Religious Affairs (MORA or MoRA; Malay: Kementerian Hal Ehwal Ugama, KHEU) is a cabinet-level ministry in the government of Brunei which is responsible for the propagation of Islam and its upholding as the state religion, as well as oversees the Islamic religious education in the country. It is currently led by a minister and a deputy minister, whereby the incumbents are Badaruddin Othman and Pengiran Mohd Tashim Pengiran Hassan respectively. The ministry is headquartered in Bandar Seri Begawan.
Abdul Malik ibni Hassanal Bolkiah is the third son of Sultan Hassanal Bolkiah by his first wife, Queen Saleha, thus making him a prince of Brunei. He is also the former Chairman of the Management Committee of the Sultan Haji Hassanal Bolkiah's Foundation from 1 March 2013 until 28 February 2017 and the Deputy Chairman 1 of the Jabatan Adat Istiadat Negara (JAIN).
Pengiran Anak Mohamed Alam OBE was a nobleman and politician whom became the fourth Speaker of the Brunei Legislative Council from 1971 until 1974 and Chief of Jabatan Adat Istiadat Negara. He was the father of Pengiran Anak Saleha, the queen consort of Hassanal Bolkiah, the current Sultan of Brunei. He was also the uncle and father-in-law of the Sultan. He was also a maternal grandfather of Al-Muhtadee Billah, the Crown Prince.
Sultan Omar Ali Saifuddien College, abbreviated as SOASC, is a government boys' secondary school in Bandar Seri Begawan, the capital of Brunei. It is the first secondary school in the country. The school is also one of the only three boys' secondary schools nationwide, with the other two being Muda Hashim Secondary School and Ma'had Islam Brunei. The school provides five years of secondary education leading up to GCE 'O' Level and IGCSE qualification.
The Most Blessed Order of Setia Negara Brunei, also translated as The Most Blessed Order of Loyalty to the State of Brunei, is an order of Brunei Darussalam. It was established on 29 November 1959 by Sultan Omar Ali Saifuddien III.
The Most Gallant Order of Pahlawan Negara Brunei, also translated as The Most Gallant Order of the Hero of the State of Brunei, is an order of Brunei. It was established on 28 November 1959 by Sultan Omar Ali Saifuddien III.
The Most Honourable Order of Seri Paduka Mahkota Brunei, also translated as The Most Honourable Order of the Crown of Brunei, is an order of Brunei Darussalam. It was established on 1 March 1954 by Sultan Omar Ali Saifuddien III.
The Most Distinguished Order of Paduka Seri Laila Jasa, also translated as The Most Distinguished Order of Merit of Brunei, is an order of Brunei. It was established in February 1964 by Sultan Omar Ali Saifuddien III.
The Most Esteemed Family Order of Seri Utama is an order of Brunei. It was established on 1 March 1954 by Sultan Omar Ali Saifuddien III. The order carries the post-nominal letters "DK" as well as the title "Dato Seri Utama".
The Prime Minister's Office is the leading and largest cabinet-level ministry in the government of Brunei. It serves as the immediate office of the country's prime minister, as well as oversees several key government departments. It was established immediately upon Brunei's independence on 1 January 1984, with Hassanal Bolkiah, the current Sultan of Brunei, being the first and only Prime Minister to date. The leadership also consists of a Senior Minister, introduced in 2005 and has since been held by the Crown Prince Al-Muhtadee Billah, a Special Advisor to His Majesty, as well as in-house ministers and deputy ministers.
The Cheteria are a group of royal dignitaries within the Sultanate of Brunei whose position ranks below the Royal Wazir but above the Manteri. Each carry specialized tasks and report directly to the Sultan of Brunei. The Cheteria hierarchy is structured around what is known as the Four Fold system which expands up to 32 folds. The title of Cheteria are only bestowed upon the Pengiran, especially to the caste of Pengiran known as the Pengiran Peranakan. The awarding of such titles are held in a ceremony called "mengangkat".
The Wazir are a group of royal dignitaries within the Sultanate of Brunei whose position ranks the second-highest official in the country behind the Sultan. The vizier had formerly held the position of the Sultan's highest official in the administration of the then-reigning government throughout Brunei's history, particularly during the times prior to and after the British protectorate. The core of Brunei's nobility consisted of this class of governmental offices, and it consists of a Perdana Wazir, and four Wazir under him, namely Bendahara, Di-Gadong, Pemancha and Temenggong. Notably, they are sometimes referred to as and acted as senior ministers.
Pengiran Ibnu Basit bin Pengiran Apong or sometimes spelled Ibnu Ba'asith, is a nobleman, soldier and politician in the Government of Brunei whole formerly took office as the Deputy Minister of Defence from 1986 to 2005, and the first local officer to be the commanding officer of the Boat Sections of the Boats Section AMDB from 1965 to 1966.
The Manteri are a group of royal dignitaries within the Sultanate of Brunei whose position ranks the fourth-highest official in the country behind the Sultan. There are two main groups in the Manteri, namely the Manteri Berchiri and the Manteri Bertauliah. Each person who is given a position in the Manteri is also given a certain title. They are also referred to in official speech and correspondence with specific honorific references. The title of Manteri is given to ordinary people and is held in a ceremony, which for the awarding of the title of Pehin Manteri, it is known as "menyampiri gelaran".
Abdul Hamid bin Bakal was a Bruneian nobleman and Muslim scholar who held several high-ranking and important positions in the Government of Brunei.
Pengiran Anak Abdul Rahim is a member of the royal family of Brunei as the husband to Princess Rashidah Sa'adatul Bolkiah, daughter of Sultan Hassanal Bolkiah. Notably, he is a member of the Privy Council, and the vice chairman of DPMM FC.
Pengiran Anak Idris is a Bruneian nobleman and member of the royal family who became the prince consort to Princess Amal Umi Kalthum Al-Islam in 1972, the daughter of Sultan Omar Ali Saifuddien III. He is the current Chief of Jabatan Adat Istiadat Negara, a member of the Privy Council of Brunei, and assistant chairman of Adat Istiadat Council, and Yayasan Sultan Haji Hassanal Bolkiah's board of governors.
The Jabatan Adat Istiadat Negara is a government department under the Prime Minister's Office that functions to guarantee the constant maintenance of Royal Customs. It has been translated literally as the Office of State Customs, the Department of the State Customs or the State Department of Customs and Traditions, even though it does not have an English name. In order to guarantee that the practice and implementation, particularly the Istiadat Diraja, are always in accordance with the philosophy of Melayu Islam Beraja, preaching and teaching the public through lectures, briefings, and workshops on Adat Istiadat (Customs) are regularly held.
