Malheur County is one of the 36 counties in the U.S. state of Oregon. As of the 2020 census, the population was 31,571. Its county seat is Vale, and its largest city is Ontario. The county was named after the Malheur River, which runs through the county. The word "malheur" is French for misfortune or tragedy. Malheur County is included in the Ontario, Oregon Micropolitan Statistical Area, which is also included in the Boise Combined Statistical Area. The 2006 Oregon gubernatorial election took place on November 7, 2006. Incumbent Democratic Governor of Oregon Ted Kulongoski ran for a second and final term as governor. Kulongoski faced several challengers in his primary, whom he dispatched to win his party's nomination a second time, while Republican nominee Ron Saxton, the former Chair of the Portland Public Schools Board and a candidate for governor in 2002 emerged from a crowded primary. Kulongoski and Saxton were initially going to be challenged in the general election by State Senator Ben Westlund, but Westlund withdrew his candidacy before the general election. There were multiple independent and third party challengers on the ballot as well. In a hard-fought campaign, Kulongoski won re-election by a surprisingly wide margin, winning his second term as governor.

Norma Jean Paulus was an American lawyer and politician in the state of Oregon. A native of Nebraska, she was raised in Eastern Oregon before becoming a lawyer. A Republican, she first held political office as a representative in the Oregon House of Representatives, and then became the first woman elected to statewide public office in Oregon when she became Oregon Secretary of State in 1977. Paulus later served as Oregon Superintendent of Public Instruction for nine years. She made unsuccessful bids to become Governor of Oregon and United States Senator. Prior to her death on February 28, 2019, Paulus lived in Portland, where she was involved with several non-profit groups and sponsored a ballot measure to create open primaries in Oregon's statewide elections.

All five seats were up for election in 2006, as they are every two years. All five incumbents were re-elected, four of them by large margins; only the 5th district was somewhat competitive.
