Regional elections were held in France on 20 June and 27 June 2021. At stake were the regional councils in metropolitan and overseas France including the Corsican Assembly, Assembly of French Guiana and Assembly of Martinique, all for a six-year term. The Departmental Council of Mayotte, which also exercises the powers of a region, also participated in this election, because the departmental elections were held at the same time. Eighteen regional presidencies were at stake, with thirteen in mainland France and Corsica, as well as five overseas. Though they do not have legislative autonomy, these territorial collectivities manage sizable budgets. Moreover, regional elections are often perceived as a mid-term opinion poll. Due to the COVID-19 pandemic, the regional and departmental elections were postponed, first to 13 and 20 June 2021 and then to 20 and 27 June 2021. [1]
The regional elections are held in direct universal suffrage using proportional representation lists. The election is held over two rounds, with majority bonus. The lists must be gender balanced by alternatively have a male candidate and a female candidate from the top to the bottom of the list. Only lists with as many candidates as available seats [2] in every department of the region may compete. Before 2004, lists could be presented only at the departement level, allowing smaller parties (notably Hunting, Fishing, Nature, Tradition, Alsace d'abord, Lutte Ouvrière, Revolutionary Communist League) to be represented as such in the regional councils and thus forcing major parties to enter into negotiations to rule some regions.
Following the 1999 and 2003 electoral reforms, with a first implementation in 2004, a two-round runoff voting system is used to elect the regional presidents. [3] If no party gets at least 50% of the vote in the first round, a second round is held, which any party who got at least 10% in the first round may enter. Lists that obtain at least 5% of the vote in the first round may merge in the second round with a 'qualified list', which includes candidates from each merged list.
At the decisive round (first round if a list won 50%, the second round if not), the leading list receives a premium of 25% of the seats while the remaining seats are distributed among all lists who received at least 5% of votes. Thus, the majority bonus allows a leading list to have an absolute majority of seats in the Regional Council from one-third of votes in the second round. The seats are distributed among the lists at the regional level but within each list, seats are allocated by departement branch in proportion to the number of votes in each department.
When National Rally MEP Jordan Bardella tweeted criticism of Muslim LREM candidate Sara Zemmahi for wearing a hijab in a campaign poster, Executive Officer of La République En Marche! Stanislas Guerini responded in agreement and Zammahi was barred from running as a LREM candidate. Guerini claimed that "wearing ostentatious religious symbols on a campaign document is not compatible with the values of LREM". This was condemned by fellow LREM deputies Coralie Dubost and Caroline Janvier. [4] [5]

All incumbent regional presidents retained their seats. Three of them (Xavier Bertrand of Hauts-de-France, Laurent Wauquiez of Auvergne-Rhône-Alpes and Valérie Pécresse of Île-de-France) were seen in the case of victory as potential contenders of presidential elections of 2022.
Results showed some recovery to the Socialist Party as well (most notably, in Occitanie).
Before the elections, pundits discussed the possibility of the National Rally winning a region (Provence-Alpes-Côte d’Azur), but they failed to do it and underperformed compared to their polling. The party's support dropped in all regions (most notably, in Hauts-de-France).
The La République En Marche failed to win any regional presidency. [23]
Renaud Muselier is a French physician and politician who is the President of the Regional Council of Provence-Alpes-Côte d'Azur since 2017. A former member of The Republicans (LR), he previously was a Member of the European Parliament (MEP) from 2014 to 2019.
The Corsican Assembly or Assembly of Corsica is the unicameral legislative body of the territorial collectivity of Corsica. It has its seat at the Grand Hôtel d'Ajaccio et Continental, in the Corsican capital of Ajaccio. After the 2017 territorial elections, the assembly was expanded from 51 to 63 seats, with the executive council expanding from 9 to 11 members.
A regional council is the elected assembly of a region of France.
The Guianese Socialist Party is a socialist political party in the French overseas région of French Guiana, in South America.
Regional elections were held in France on 6 and 13 December 2015. At stake were the regional councils in metropolitan and overseas France including the Corsican Assembly and inaugural seats in the Assembly of French Guiana and Assembly of Martinique, all for a six-year term. The Departmental Council of Mayotte, which also exercises the powers of a region, was the only region not participating in this election, having already been renewed on 2 April 2015. There were 18 regional presidencies at stake, with 13 in mainland France and Corsica, as well as 5 overseas. Though they do not have legislative autonomy, these territorial collectivities manage sizable budgets. Moreover, regional elections are often taken as a mid-term opinion poll.
Legislative elections were held in France on 11 and 18 June 2017 to elect the 577 members of the 15th National Assembly of the Fifth Republic. They followed the two-round presidential election won by Emmanuel Macron. The centrist party he founded in 2016, La République En Marche! (LREM), led an alliance with the centrist Democratic Movement (MoDem); together, the two parties won 350 of the 577 seats—a substantial majority—in the National Assembly, including an outright majority of 308 seats for LREM. The Socialist Party (PS) was reduced to 30 seats and the Republicans (LR) reduced to 112 seats, and both parties' allies also suffered from a marked drop in support; these were the lowest-ever scores for the centre-left and centre-right in the legislative elections. The movement founded by Jean-Luc Mélenchon, la France Insoumise (FI), secured 17 seats, enough for a group in the National Assembly. Among other major parties, the French Communist Party (PCF) secured ten and the National Front (FN) obtained eight seats. Both rounds of the legislative election were marked by record low turnout.
Pè a Corsica was a Corsican nationalist political alliance in France, which was calling for more autonomy for Corsica. More specifically, it was a coalition of the two Corsican nationalist parties active on the island; that is, the moderately autonomist Femu a Corsica and the strongly committed separatist Corsica Libera. The party was led by the autonomist Gilles Simeoni. The alliance was renewed for the 2017 territorial election. However, the alliance was dissolved for the 2021 territorial election.
Renaissance (RE) is a political party in France that is typically described as liberal and centrist or centre-right. The party was originally known as En Marche ! (EM) and later La République En Marche !, before adopting its current name in September 2022. RE is the leading force of the centrist Ensemble coalition, coalesced around Emmanuel Macron's original presidential majority.
Richard Ferrand is a French politician of La République En Marche! (LREM) who served as President of the National Assembly from 2018 to 2022. He had served as a member of the National Assembly for Finistère's 6th constituency from 2012 to 2022. A longtime member of the Socialist Party, he was LREM's General Secretary from October 2016. He briefly served as Minister for the Cohesion of Territories between May and June 2017 before resigning due to nepotism accusations. Following his resignation, he became the leader of the party's group in the National Assembly in June 2017 and then was elected to the Chamber's Presidency in September 2018.
The 15th legislature of the French Fifth Republic was the French Parliament that was in office from 27 June 2017 until 21 June 2022. The party of President Emmanuel Macron, La République En Marche! (LREM), obtained an absolute majority of 308 deputies, alongside its ally, the Democratic Movement (MoDem), which secured 42 seats. The newly installed deputies elected François de Rugy as President of the National Assembly when the National Assembly first convened on 27 June. The legislative election saw a record level of renewal, with only a quarter of the deputies elected in 2012 also elected in 2017, as well as a significant increase in the representation of women and youth. With seven planned parliamentary groups, it would be the most fragmented National Assembly since 1958.
Brigitte Bourguignon is a French politician who briefly served as Minister of Solidarity and Health in the government of Prime Minister Élisabeth Borne in 2022.
The 2017 Corsican territorial elections were held on 3 and 10 December 2017 to elect 63 members of the Corsican Assembly, who in turn determined the composition of the Executive Council of Corsica. The election was held only two years after the 2015 territorial elections, and were called as a result of the planned creation of a single collectivity within Corsica resulting from the mergers of two departments, and the existing territorial collectivity of Corsica.
A by-election was held in French Guiana's 2nd constituency on 4 March 2018, with a second round on 11 March as no candidate secured a majority of votes in the first round. The by-election was called after the Constitutional Council invalidated the election of Lénaïck Adam, candidate of La République En Marche! (REM), in the June 2017 legislative elections on 8 December 2017.
European Parliament elections were held in France on 26 May 2019, electing members of the 9th French delegation to the European Parliament as part of the elections held across the European Union. The election featured two major changes since the 2014 election: the return to a single national constituency and the increase in the number of French seats from 74 to 79 upon the withdrawal of the United Kingdom from the European Union. Officially, 79 MEPs were considered to have been elected, including five "virtual" MEPs who did not take their seats until the UK formally left the EU. The election featured 34 separate electoral lists, a record number at the national level.
A by-election was held in Haute-Garonne's 8th constituency on 11 March 2018, with a second round on 18 March as no candidate secured a majority of votes in the first round. The by-election was prompted after the Constitutional Council invalidated the election of Joël Aviragnet, candidate of the Socialist Party (PS), in the June 2017 legislative elections on 18 December 2017.
A by-election was held in Loiret's 4th constituency on 18 March 2018, with a second round on 25 March as no candidate secured a majority of votes in the first round. The by-election was prompted by the invalidation of the election of Jean-Pierre Door, candidate of The Republicans (LR), in the June 2017 legislative elections by the Constitutional Council on 18 December 2017. In the second round of the 2017 legislative elections on 18 June, the result was the closest in the country, with Door winning by 8 votes before the election was annulled.
Legislative elections were held in France on 12 and 19 June 2022 to elect the 577 members of the 16th National Assembly of the Fifth Republic. The elections took place following the 2022 French presidential election, which was held in April 2022. They have been described as the most indecisive legislative elections since the establishment of the five-year presidential term in 2000 and subsequent change of the electoral calendar in 2002. The governing Ensemble coalition remained the largest bloc in the National Assembly but substantially lost its ruling majority, resulting in the formation of France's first minority government since 1993; for the first time since 1997, the incumbent president of France did not have an absolute majority in Parliament. As no alliance won a majority, it resulted in a hung parliament for the first time since 1988.
The 16th legislature of the Fifth French Republic was elected in the 2022 French legislative election. It was preceded by the 15th legislature. On 9 June 2024, following a defeat in the 2024 European Parliament Elections, President Emmanuel Macron dissolved the National Assembly, as per article 12 of the Constitution of the Fifth French Republic, and called for snap elections on 30 June and 7 July.
The New Ecological and Social People's Union was a left-wing electoral alliance of political parties in France. Formed on May Day 2022, the alliance included La France Insoumise (LFI), the Socialist Party (PS), the French Communist Party (PCF), The Ecologists (LE), Ensemble! (E!), and Génération.s (G.s), and their respective smaller partners. It was the first wide left-wing political alliance since the Plural Left in the 1997 French legislative election. Over 70 dissident candidates who refused the accord still ran.
Sovereign Right is a political nuance created by the French Ministry of the Interior on the occasion of the regional and departmental elections of 2021.
