The 2020 French municipal elections were held from 15 March to 28 June to renew the municipal councils of the approximately 35,000 French communes. The first round took place on 15 March and the second round was postponed to 28 June [1] due to the COVID-19 pandemic. [2]
Municipal elections in France result in the renewal of the members of municipal councils in every commune, and are held every 6 years. With the exception of Paris, Lyon, and Marseille, the electoral subdivision is the commune itself. In Paris, separate elections are held for each arrondissement, as is the case in Lyon, where elections are also held by arrondissement; in Marseille, elections are held within sectors containing two arrondissements each. Election is open to European citizens living in the country, but since 2020, 800 English/British people have lost their electoral capacities due to Brexit. [4]
The number of municipal councillors within each commune is dependent upon its population, from a minimum of 7 for communes with a population less than 100 to 69 for those with a population of 300,000 or more (with the exception of the three largest cities). The electoral system within each commune is also dependent on its population. [3]
In communes with fewer than 1,000 inhabitants, two-round majority-at-large voting with panachage is used, with candidates elected in the first round should they receive an absolute majority of votes cast and at least a quarter of the number of individuals registered on the electoral rolls. The remaining seats are filled in the second round, in which only a plurality of votes is required to be elected. The requirement for gender parity is also void in these smaller communes. [5]
In communes with 1,000 or more inhabitants, electoral lists contest a two-round proportional representation system with a majority bonus. Should a list receive an absolute majority of votes cast in the first round, it will receive half of all seats and the rest of the seats will be distributed proportionally among electoral lists with at least 5% of votes using the D'Hondt method. If a second round is necessitated, only lists which received at least 10% of valid votes in the first round proceed, and may merge with other lists which received at least 5% of votes cast in the first round. Seats are then allocated using the same method as the first round, guaranteeing a majority for the list with a relative majority of votes. [6]
In the three largest cities, the election of municipal councils and arrondissement councils takes place simultaneously, and follow the same electoral method as that for communes with 1,000 or more inhabitants within each electoral division (whether arrondissement or sector). Mayors are elected in a two-round secret ballot requiring an absolute majority, and otherwise with a plurality of votes from municipal councillors if a third round is required. [3]
The election of councillors to intercommunal structures also takes place concurrently with the municipal elections; in communes with fewer than 1,000 inhabitants, they are chosen "in the order of the table" (mayors, deputy mayors, and councillors), while in larger communes, they are elected simultaneously. The number of municipal councillors elected in each commune is determined as a function of its population, ranging from 7 to 69 in all communes except for the three largest cities. [7]

Both La République En Marche! and National Rally lost numerous seats and mayorships. La République En Marche! managed to retain mayorship of Le Havre by the Prime minister Edouard Philippe (he resigned national position on 3 July). National Rally by itself lost about half of its representatives. [9] Louis Aliot became the first National Rally Mayor in Perpignan with a city of more than 100,000 people (although Aliot ran as independent). [10] Les Republicains also suffered losses. Most of them were in large cities, where mayorships were lost to the Greens, although Les Republicains lost seats to the National Rally in small towns.
The Greens made significant gains in the election. They triumphed in Lyon, Marseille, Nancy, Strasbourg and Bordeaux. Anne Hidalgo and Martine Aubry retained their respective mayoralties of Paris and Lille. Including them, female candidates won in half of France's largest cities. [11] Only 40% of the electorate participated in the second round, [12] a significant drop from the prior local elections, likely due to concerns regarding the COVID-19 pandemic.
Marie Cau was elected the first transgender mayor in France, in Tilloy-lez-Marchiennes. [13]

France is a unitary semi-presidential republic with a bicameral legislature. Public officials in the legislative and executive branches are either elected by the citizens or appointed by elected officials. Referenda may also be called to consult the French citizenry directly on a particular question, especially one which concerns amendment to the Constitution.
The French municipal elections of 2008 were held on 9 and 16 March to elect the municipal councils of France's 36,782 communes. The first task of each newly constituted municipal council was to elect a mayor.
The Council of Paris is the deliberative body responsible for governing Paris, the capital of France. It possesses both the powers of a municipal council and those of a departmental council for the département de Paris, as defined by the so-called PLM Law of 1982 that redefined the governance of Paris, Lyon and Marseille. Paris is the only territorial collectivity in France to be both a commune and a département.
Ana María "Anne" Hidalgo Aleu is a Spanish-French politician who has been the Mayor of Paris since 2014, the first woman to hold the office. She is a member of the Socialist Party.

Marie-Hélène Simone Monique Amiable is a French politician who has served as the Mayor of Bagneux since 2004. She also served as Member of the National Assembly for the Hauts-de-Seine's 11th constituency from 2007 to 2012. Amiable is a member of the French Communist Party (PCF) and sat in the Democratic and Republican Left group in the National Assembly.
Étienne Blanc is a French politician who has served as a Senator for Rhône since 2020. A member of The Republicans (LR), he previously served as Mayor of Divonne-les-Bains (1991–2019) and represented the 3rd constituency of Ain in the National Assembly (2002–2016). Blanc was also First Vice President of the Regional Council of Auvergne-Rhône-Alpes from 2016 to 2020 under Laurent Wauquiez.
Louis Aliot is a French politician and the vice president of the National Rally since 2011. A member of the FN Executive Office, Executive Committee and Central Committee, Aliot has been a regional councillor since 1998 and a municipal councillor of Perpignan (2008–2009). Louis Aliot has been the mayor of Perpignan since July 2020.
The Ecologists – Europe Ecology The Greens, commonly known as The Ecologists and formerly as Europe Ecology The Greens until 2023, is a centre-left to left-wing green political party in France. The party is a member of the European Green Party. It was formed on 13 November 2010 from the merger of The Greens and Europe Ecology.
Municipal elections in France allow the people to elect members of the City Council in each commune. These are called conseillers municipaux. They elect the mayor, who chairs the city council, as well as Deputies to the Mayor. The term of office of councilors, the mayor and his deputies is, in principle, six years.

Renaissance (RE) is a political party in France that is typically described as liberal and centrist. The party was originally known as En Marche ! (EM) and later La République En Marche !, before adopting its current name in September 2022. RE is the leading force of the centrist Ensemble coalition, coalesced around Emmanuel Macron's original presidential majority.
Paula Forteza is a French politician who was elected to the National Assembly of France in the 2017 French legislative election as a member of La République En Marche!. She represents the Second constituency for French residents overseas. Head of Cédric Villani list in the 19th arrondissement of Paris for the 2020 French municipal elections, she left LREM during the campaign.
Ludovic Pajot is a French politician who served as the member of the National Assembly for the 10th constituency of Pas-de-Calais from 2017 to 2021. A member of the National Rally, he has been Mayor of Bruay-la-Buissière since 2020. At age 24 in 2017, Pajot was the youngest member of the 15th National Assembly. He previously was a municipal councillor in Béthune, first elected in 2014.
Matthieu Orphelin is a French politician who served as a member of the French National Assembly from 2017 to 2022, representing Maine-et-Loire.
Anne-Christine Lang is a French politician who has been serving as a member of the National Assembly for Paris since 2014. A member of the Socialist Party (PS) until she joined La République En Marche! (LREM) in 2017, she first represented the 9th constituency as Jean-Marie Le Guen's substitute following his appointment as Secretary of State for Relations with Parliament by President François Hollande. In the 2017 legislative election, she ran in the neighbouring 10th constituency, which covers parts of the 13th and 14th arrondissements. Lang also served as a Councillor of Paris from 2001 until 2020.
Hugues Renson is a French politician who represented the 13th constituency of Paris in the National Assembly from 2017 to 2022. A member of La République En Marche! (LREM), his constituency encompasses the southern half of the Paris's 15th arrondissement.
A by-election was held in Mayotte's 1st constituency on 18 March 2018, with a second round on 25 March as no candidate secured a majority of votes in the first round. The by-election was called after the Constitutional Council invalidated the election of Ramlati Ali, candidate of the Socialist Party (PS) in the June 2017 legislative elections and member of the La République En Marche group in the National Assembly, on 19 January 2018.
The 2020 Paris Municipal election was a municipal election that took place in Paris on 15 March 2020, alongside other French municipal elections. The second round, which was originally scheduled to be held on 22 March 2020, was postponed due to the COVID-19 pandemic in France. The second round then took place on 28 June 2020, which saw Anne Hidalgo re-elected as Mayor of Paris.
Grégory Doucet is a French politician who has served as Mayor of Lyon since 2020. He is a member of Europe Ecology – The Greens (EELV).
