Assembly Elections are due to be held in Andhra Pradesh in April or May 2019 to constitute the fifteenth Legislative Assembly. These elections are to be held con-currently with the Indian general election, 2019. The incumbent Telugu Desam Party chief minister N. Chandrababu Naidu, the YSR Congress Party Chief Y. S. Jaganmohan Reddy and Jana Sena Party Chief Pawan Kalyan are considered to be the main contestants in the election.

Andhra Pradesh State in southern India

Andhra Pradesh is one of the 29 states of India. Situated in the south-east of the country, it is the seventh-largest state in India, covering an area of 162,970 km2 (62,920 sq mi). As per the 2011 census, it is the tenth most populous state, with 49,386,799 inhabitants. The largest city in Andhra Pradesh is Visakhapatnam. Telugu, one of the classical languages of India, is the major and official language of Andhra Pradesh.

Andhra Pradesh Legislative Assembly

The Andhra Pradesh Legislative Assembly is the lower house of the Andhra Pradesh Legislature. As of 2014 the Legislative Assembly of Andhra Pradesh consists of 175 MLA's with a term of 5 years. The structure of the assembly is Bicameral and holds three sessions annually: the Budget, Monsoon and Winter sessions. The Legislative Assembly took up residence in the interim Legislative Assembly Building in Amaravati beginning in the 2016 Budget session. The new building has systems for automatic speech translation and an automatic vote recording system.

Previous Assembly

In the 2014 Andhra Pradesh Assembly election, the Telugu Desam Party led by former chief minister and opposition leader N. Chandrababu Naidu emerged as the single largest party with 117 seats while 88 were required for majority. Naidu was invited to form the government as part of the fourteenth Andhra Pradesh assembly by Governor of Andhra Pradesh and Telangana E. S. L. Narasimhan. It was the first assembly in Andhra Pradesh after the bifurcation of the state into Andhra Pradesh and Telangana.

N. Chandrababu Naidu Ministry (2014 – 2019)

The Cabinet of the state of Andhra Pradesh, India, forms the executives branch of the Government of Andhra Pradesh. The State Cabinet of Andhra Pradesh was sworn in on 8, June, 2014. A total of 23 ministers including N.Chandrababu Naidu took charge as the Chief Minister of Andhra Pradesh.

Ekkadu Srinivasan Lakshmi Narasimhan is the Governor of the Indian states of Andhra Pradesh and Telangana. He assumed office of the Governor of Andhra Pradesh in December 2009 and Governor of Telangana on 2 June 2014. A retired Indian Police Service officer, he previously served as the Director of the Intelligence Bureau from February 2005 to December 2006. He also been as the Governor of Chhattisgarh from 2007 to 2009.

Background

The TDP's withdrawal from the National Democratic Alliance in March 2018 [2] following the disputes between the TDP and the Bharatiya Janata Party (BJP) regarding the Special Category Status (SCS), a part of the Andhra Pradesh Reorganisation Act, 2014 has resulted in competition between the two parties. A few weeks later, the BJP announced that they will contest in all 175 assembly constituencies in the state. [3] Head of YSR Congress Party and leader of the opposition in the fourteenth assembly, Y. S. Jaganmohan Reddy has been campaigning in the state since November 2017. As part of the campaign, Reddy had walked over 3,200 kilometres (2,000 mi) on foot, across the state as of Oct 2018. [4] Meanwhile, Pawan Kalyan's JSP had been gaining significant support in Uttarandhra (North Coastal Andhra Pradesh). [5]

The National Democratic Alliance (NDA) is a centre-right coalition of political parties in India. At the time of its formation in 1998, it was led by the Bharatiya Janata Party (BJP) and had thirteen constituent parties. Its chairman was Late former Prime Minister Atal Bihari Vajpayee. Also representing the alliance are L. K. Advani, former Deputy Prime Minister, who is the acting chairman of the Alliance, Narendra Modi, current Prime Minister and Leader of the House in Lok Sabha; and Arun Jaitley, Leader of the House in Rajya Sabha and Finance minister. The coalition ruled from 1998 to 2004. The alliance returned to power in the 2014 General election with a combined vote share of 38.5%. Its leader, Narendra Modi, was sworn in as Prime Minister of India on 26 May 2014.

Bharatiya Janata Party Major right-wing political party in India

The Bharatiya Janata Party is one of the two major political parties in India, along with the Indian National Congress. As of 2018, it is the country's largest political party in terms of representation in the national parliament and state assemblies, and it is the world's largest party in terms of primary membership. BJP is a right-wing party, and its policy has historically reflected Hindu-nationalist positions. It has close ideological and organisational links to the Rashtriya Swayamsevak Sangh.

In July 1972, William Whitelaw, the British government's Secretary of State for Northern Ireland, granted Special Category Status (SCS) to all prisoners convicted of Troubles-related offences. This had been one of the conditions set by the Provisional IRA when they negotiated a meeting with the British Government to discuss a truce.

Indian National Congress Major political party in India

The Indian National Congress(pronunciation ) is a broadly based political party in India. Founded in 1885, it was the first modern nationalist movement to emerge in the British Empire in Asia and Africa. From the late 19th century, and especially after 1920, under the leadership of Mahatma Gandhi, Congress became the principal leader of the Indian independence movement. Congress led India to independence from Great Britain, and powerfully influenced other anti-colonial nationalist movements in the British Empire.

United Progressive Alliance (UPA) is a coalition of centre-left political parties in India formed after the 2004 general election. The largest member party of the UPA is the INC, whose Former National President Sonia Gandhi is chairperson of the UPA. It formed a government with support from some other left-aligned parties in 2004.

2015 Cash for Vote Scam

The 2015 cash-for-votes scam was a political scandal, the second scandal of its kind since the 2008 cash-for-votes scandal. The 2015 political scandal started off when the Telugu Desam Party Leaders of Telangana state were caught in a video footage, aired in the media, offering bribes to a nominated MLA for his vote in the 2015 elections of the Telangana Legislative Council. The Telugu Desam MLA Revanth Reddy was arrested by the Telangana Police when he was offering Rs. 50 lakhs to the nominated MLA Elvis Stephenson. Reddy was then presented before the court of justice and sent to jail. Similarly, the phone conversation, which was quoted as the voice of N. Chandrababu Naidu, the Andhra Pradesh Chief Minister, with the same nominated MLA was aired in the news media.
