Budalin is a town in Budalin Township, Monywa District, Sagaing Division in Myanmar (Burma). As the administrative center of Budalin Township, it serves as a vital center for local governance and is connected by road and rail to neighboring areas, including Monywa, Tabayin, Khin-U, and Ye-U, via a bridge across the Mu River. Budalin is strategically located within the Sagaing Region, which has been recognized as a stronghold of resistance against military rule. Its geographical location makes it a frequent target for military operations. [2]
On October 17, 2024, reports emerged of intensified military actions in Budalin Township, leading to the deaths of at least 25 civilians over a 10-day period amid escalating atrocities. [3] [4] Military operations have specifically targeted villages such as Myauk Kyi, Sipar, Thayaw Taw, Saing Byin Lay, and Kyauk Oh Myauk, resulting in significant destruction and displacement. [5]
In Sipar village, reports indicate that at least 300 homes were destroyed, and accounts describe extreme violence, including dismemberment and torture inflicted on innocent civilians, who were not rebels or members of ethnic armed groups. [6] [7] Ko Moetauk, the person in charge of Sipar Village, was interviewed by Khit Thit Media regarding the brutal killing of six people by the Myanmar Army. He recounted the horrific acts, stating, "We also saw that the tongue was sticking out in the middle... After cutting off the person's body, they put it in their mouth. This is pretty mean. It's absolutely filthy." The Budalin People’s Defence Force (PDF) has condemned these acts as inhumane. [8]
Observers suggest that these military actions aim to intimidate the local population; however, they may inadvertently strengthen local resistance. Analysts argue that the lack of international response may encourage the military to escalate such operations across the Sagaing Region. [9]

The Arakan Army, sometimes referred to as the Arakha Army, is an ethno-nationalist armed organisation based in Rakhine State (Arakan). Founded in April 2009, the AA is the military wing of the United League of Arakan (ULA). The Arakan Army are followers of Theravada Buddhism. It is currently led by Commander-in-Chief Major General Twan Mrat Naing and vice deputy commander-in-chief Brigadier General Nyo Twan Awng. The Arakan Army states that the objective of its armed revolution is to restore the sovereignty of the Arakan people. It was declared a terrorist organization in 2020 by Myanmar, and again by the State Administration Council junta in 2024.
The People's Defence Force is the armed wing of the National Unity Government in Myanmar. The armed wing was formed by the NUG from youths and pro-democracy activists on 5 May 2021 in response to the coup d'état that occurred on 1 February 2021 that put the military junta and their armed wing the Tatmadaw in power. The military junta designated it as a terrorist organisation on 8 May 2021. In October 2021, NUG's Ministry of Defence announced that it had formed a central committee to coordinate military operations across the country.
The Myanmar Civil War, also known as the Burmese Civil War, Burmese Spring Revolution, or People's Defensive War, is an ongoing civil war following Myanmar's long-running insurgencies, which escalated significantly in response to the 2021 military coup d'état and the subsequent violent crackdown on anti-coup protests. The Tar Taing massacre was a mass killing of civilians by Burmese military forces between 1 and 2 March 2023, in the village of Tadaing, Sagaing Region, located 28 miles (45 km) west of Mandalay, Myanmar's 2nd largest city. During the massacre, Myanmar Army troops killed at least 17 civilians, making it one of Myanmar's deadliest civilian massacres in 2023. Just nine days after this massacre, military troops killed at least 28 additional individuals in the Pinlaung massacre.
The Mon Taing Pin massacre was a mass killing of civilians by Burmese military forces on 11 May 2022, in the village of Mondaingbin, Sagaing Region, Myanmar. During the massacre, Myanmar Army troops executed at least 37 villagers. Sagaing Region later became the site of several additional mass killings perpetrated by the Burmese military, including the Letyetkon and Tadaing massacres.
