A car jockey, also known as a traffic jockey and known in Indonesian as joki three-in-one (referring to the "three in one" rule, the term used for the high-occupancy vehicle rule), was someone in Indonesia who had resorted to informal employment to bypass the gridlock that grips Indonesia's largest cities, especially Greater Jakarta. They were paid by drivers to ride on vehicles so that those vehicles would be qualified to use high-occupancy vehicle lanes. Like atappers and ojeks, it was one method Indonesians have become accustomed to in their daily commuting struggle.
A car jockey solicits by the side of the road a random commuter who does not have enough passengers to use a carpool lane legally. The jockey offers to go along with the commuter for a fixed price. This was a way to bypass carpool restrictions requiring a certain number of passengers. [1] [2] It also offers the poor a way of making money without formal work. [3] As passengers, babies also make money for their parents. [4]
In April 2016, Jakarta suspended the "three in one" rule that had created the demand for car jockeys, leading to unemployment for jockeys, some of whom had been doing this work for years. [5] [6] On August 30, 2016, after a successful trial, an odd–even rationing (ganjil-genap) system began to replace the "three in one" rule. Odd plate numbers can enter former "three in one" areas on odd days and even plate numbers on even ones. [7]

A high-occupancy vehicle lane is a restricted traffic lane reserved for the exclusive use of vehicles with a driver and at least one passenger, including carpools, vanpools, and transit buses. These restrictions may be only imposed during peak travel times or may apply at all times. There are different types of lanes: temporary or permanent lanes with concrete barriers, two-directional or reversible lanes, and exclusive, concurrent, or contraflow lanes working in peak periods.

A rush hour or peak hour is a part of the day during which traffic congestion on roads and crowding on public transport is at its highest. Normally, this happens twice every weekday: once in the morning and once in the afternoon or evening, the times during which most people commute. The term is often used for a period of peak congestion that may last for more than one hour.
A park and ride, also known as incentive parking or a commuter lot, is a parking lot with public transport connections that allows commuters and other people heading to city centres to leave their vehicles and transfer to a bus, rail system, or carpool for the remainder of the journey. The vehicle is left in the parking lot during the day and retrieved when the owner returns. Interstate 394 (I-394) is a short east–west auxiliary Interstate Highway in Hennepin County in the US state of Minnesota. It is also commonly referred to by its pre-1991 name, Wayzata Boulevard, and by its other designation for most of its route, US Highway 12 (US 12). It runs for 9.8 miles (15.8 km) from downtown Minneapolis to I-494 in the Minneapolis suburb of Minnetonka. At its western terminus, the roadway loses its Interstate designation but continues as US 12. I-394 serves as the most direct link for commuters and other drivers who are traveling between downtown Minneapolis and parts of the western Minneapolis–Saint Paul metropolitan area.
Slugging, also known as casual carpooling and flexible carpooling, is the practice of forming ad hoc, informal carpools for purposes of commuting, essentially a variation of hitchhiking. A driver picks up these non-paying passengers at key locations, as having these additional passengers means that the driver can qualify to use an HOV lane or not be subject to road pricing. Slugging is common mostly in the U.S., specifically in major cities such as the Washington metropolitan area, San Francisco, Houston.
Transjakarta or Jakarta BRT is a bus rapid transit (BRT) system in Jakarta, Indonesia. The first BRT system in Southeast Asia, it commenced operations on 15 January 2004 to provide a fast public transport system to help reduce rush hour traffic. The system is considered as the first revolutionary public transit mode in the capital city of Indonesia. The buses run in dedicated lanes (busways), and ticket prices are subsidised by the regional government. Transjakarta has the world's longest BRT system, which operates about 4,300 buses. Transjakarta aims to have 50 percent of its fleet be electric buses by 2027. By 2030, the aim is for the entire Transjakarta ecosystem to use electric buses. As of November 2023, it serves an average of 1.134 million passengers daily.

Good to Go, stylized as GoodToGo!, is the electronic toll collection program managed by the Washington State Department of Transportation on all current toll and future projects in the U.S. state of Washington. Regular Good to Go customers may set up an account from which tolls are automically deducted. Vehicles that are not linked to an account are photographed and a toll bill is sent to the registered owner by U.S. mail.
Road space rationing, also known as alternate-day travel, driving restriction and no-drive days, is a travel demand management strategy aimed to reduce the negative externalities generated by urban air pollution or peak urban travel demand in excess of available supply or road capacity, through artificially restricting demand by rationing the scarce common good road capacity, especially during the peak periods or during peak pollution events. This objective is achieved by restricting traffic access into an urban cordon area, city center (CBD), or district based upon the last digits of the license number on pre-established days and during certain periods, usually, the peak hours.
Odd–even rationing is a method of rationing in which access to some resource is restricted to some of the population on any given day. In a common example, drivers of private vehicles may be allowed to drive, park, or purchase gasoline on alternating days, according to whether the last digit in their license plate is even or odd. Similarly, during a drought, houses can be restricted from using water outdoors according to the parity of the house number.

Jalan M.H. Thamrin or Jalan Thamrin is a major thoroughfare in Jakarta, Indonesia. The road is located at the center of Jakarta, running from the north end of Jalan Jenderal Sudirman at West Flood Canal at the south end to the roundabout near Arjuna Wijaya Statue Jakarta at the north end. Developed in the 1950s, the road was a landmark of post-colonial Indonesia and continues to have a prominent importance in Jakarta.
Jalan H.R. Rasuna Said or Jalan Rasuna Said is one of the main avenues of Jakarta, Indonesia. It was constructed during the 1970s. It is located in the Golden Triangle of Jakarta. The road was named after Hajjah Rangkayo Rasuna Said, a National Hero of Indonesia. The road runs 4.9 km (3.0 mi) from Setiabudi, South Jakarta, to Tendean, Mampang Prapatan, South Jakarta. The Rasuna Said Street is also one of the Odd–even Traffic Restriction Scheme implementation zones.
A managed lane is a type of highway lane that is operated with a management scheme, such as lane use restrictions or variable tolling, to optimize traffic flow, vehicle throughput, or both. Definitions and goals vary among transport agencies, but managed lanes are generally implemented to achieve an improved operational condition on a highway, such as improving traffic speed and throughput, reducing air pollution, and improving safety. Types of managed lanes include high-occupancy vehicle (HOV) lanes, high-occupancy toll lanes, express toll lanes, reversible lanes, and bus lanes. Most managed lane facilities are located in the United States and Canada, although HOV and bus lanes can be found in many other countries; outside of the US and Canada, many countries use active traffic management that manage all lanes of a highway.
The Golden Triangle of Jakarta or can also be referred to as Medan Merdeka–Thamrin–Sudirman Axis or Sudirman–Thamrin–Kuningan Axis, is a roughly triangular area in the center of Jakarta, Indonesia, extending from Central Jakarta to South Jakarta. Most of the city's tallest skyscrapers, office buildings and foreign embassies are located in the area, which is the main CBD of Jakarta.
