The Civil Aviation Department (CAD) is the civil aviation authority of Hong Kong,headquartered at Hong Kong International Airport. The department is responsible for providing air traffic control services to all aircraft operating within the Hong Kong Flight Information Region. It reports to the Transport and Logistics Bureau of the Hong Kong Government. The current Director-General of Civil Aviation is Victor Liu Chi-yung.
The CAD was also responsible for managing the former Hong Kong International Airport at Kai Tak,until it was retired and replaced by the new Hong Kong International Airport managed by the Airport Authority.
During British rule,CAD was not a sub-unit of the British Civil Aviation Authority. Since 1997,CAD maintains independence from the Civil Aviation Administration of China.
The CAD was established on 1 May 1946.
In 2018,responsibility for investigation of aircraft accidents was transferred to the newly formed Air Accident Investigation Authority (AAIA).

The agency is headquartered at Hong Kong International Airport on Chek Lap Kok. [1] Previously it was on the 46th floor of the Queensway Government Offices. [2]
In late 2016,CAD introduced a new air traffic system which attracted concerns over the increased risk of safety within Hong Kong airspace. On 8 February,a FactWire investigation showed that there were 6 cases of safety incidents involving “loss of separation”in January 2017 due to technical issues with CAD's new air traffic management system (ATMS). 5 of the cases occurred during peak-time Lunar New Year holidays,and were resolved internally. As a comparison,it was noted that only 10 incidents of "loss of separation" occurred per year under the previous system,with such cases being treated as very serious due to the risk of mid-air collision. [3] After criticism of not having announced the 6 "LOS" incidents,CAD released a statement on their website to clarify that all incidents were classified as "minor" internally.
Hong Kong has a highly developed transport network, encompassing both public and private transport. Based on Hong Kong Government's Travel Characteristics Survey, over 90% of daily journeys are on public transport, the highest rate in the world. However, in 2014 the Transport Advisory Committee, which advises the Government on transportation issues, issued a report on the much-worsened congestion problem in Hong Kong and pointed at the excessive growth of private cars during the past 10–15 years.
Lantau Island is the largest island in Hong Kong, located west of Hong Kong Island and the Kowloon Peninsula, and is part of the New Territories. Administratively, most of Lantau Island is part of the Islands District of Hong Kong. A small northeastern portion of the island is located in the Tsuen Wan District.
Hong Kong International Airport is an international airport located on the island of Chek Lap Kok in western Hong Kong. The airport is also referred to as Chek Lap Kok International Airport or Chek Lap Kok Airport, to distinguish it from its predecessor, the former Kai Tak Airport.
Tung Chung, meaning "eastern stream", is an area on the northwestern coast of Lantau Island, Hong Kong. One of the most recent new towns, it was formerly a rural fishing village beside Tung Chung Bay, and along the delta and lower courses of Tung Chung River and Ma Wan Chung in the north-western coast of Lantau Island. The area was once an important defence stronghold against pirates and foreign military during the Ming and the Qing dynasties.
Chek Lap Kok is an island in the western waters of Hong Kong's New Territories. Unlike the smaller Lam Chau, it was only partially leveled when it was assimilated via land reclamation into the 12.48 square kilometres (4.82 sq mi) island for the current Hong Kong International Airport, which opened for commercial aviation in 1998. The airport is popularly referred to as Chek Lap Kok Airport to distinguish it from the former Hong Kong International Airport, now commonly known as Kai Tak Airport.

North Lantau Highway is an expressway forming part of Hong Kong's Route 8, linking Hong Kong International Airport and Lantau Island with the rest of the territory. The road has three lanes in each direction for its entire length with full-width hard shoulders for emergencies and breakdowns. The speed limit is 110 kilometres per hour (68 mph) for most of its length, the highest of any road in Hong Kong.
Sha Lo Wan is a bay in the northwest Lantau Island, Hong Kong. The bay faces north to Hong Kong International Airport. The area is occupied by indigenous inhabitants. There is no vehicular access to the area and thus their communication is on foot or by ferry. Because of their inconvenient access to urban areas, villages in the area have suffered from depopulation. Only older generations live in these villages.
North Lantau New Town is the newest of the nine new towns in Hong Kong, a special administrative region of China, located on the northern coast of the Lantau Island in the New Territories. It covers Tung Chung, Tai Ho Wan, Siu Ho Wan, other parts of northeast Lantau Island, and the reclaimed land along the coast between them. It is the only new town in the Islands District and the youngest new town in Hong Kong. As the commercial, residential and community facilities in the New Town are concentrated in Tung Chung, it has been renamed Tung Chung New Town in recent official government documents.
The Queensway Government Office Building is a skyscraper located in the Admiralty district of Hong Kong near Admiralty station. The tower rises 56 floors and 199 metres (653 ft) in height. The building was completed in 1985. It was designed by Mr K.M. Tseng of the Architectural Services Department. The Queensway Government Offices, which stands as the 54th-tallest building in Hong Kong, is a Hong Kong government office building. The roof of the Queensway Government Office Building is adorned with a dragon logo, the symbol of Hong Kong; the structure was added in 2002.
Citygate is a commercial complex at the town centre of Tung Chung, Lantau Island, Hong Kong. It comprises a shopping centre called Citygate Outlets, an office tower, and the Novotel Citygate hotel.

Jeremy Jansen Tam Man-ho is a Hong Kong politician, airline pilot, and former Vice-Chairman of the Hong Kong Civic Party's Kowloon East Branch. He was a former member of the Legislative Council representing Kowloon East, having been elected in the 2016 Hong Kong Legislative Council election. Tam resigned along with 14 other remaining pro-democracy legislators from the Legislative Council on 11 November 2020, after the central government had unseated four of pro-democracy legislators the same day.
The Air Accident Investigation Authority is responsible for investigating civil aviation accidents in Hong Kong, as well as those in other territories involving a Hong Kong-registered aircraft. It was established in 2018 under the Transport and Housing Bureau, currently the Transport and Logistics Bureau of the Government of Hong Kong.
Civil Air Transport Flight 10 was a passenger flight from the now-closed Kai Tak Airport in Hong Kong to Songshan Airport in Taipei, Taiwan. The flight was operated by a Boeing 727-92C with registration B-1018 and named "Super Cuihua." On 16 February 1968, the aircraft crashed into a Hunan village in Linkou Township, Taipei County, killing 21 of the 63 people on board as well as one person on the ground. 42 people were injured.
