County Councils Network

The County Councils Network is a special interest group within the Local Government Association. Its 36 members are all 23 English county councils and 13 unitary authority councils. [1] The network is the national voice for counties, and has released a significant report containing ambitious policy proposals on behalf of county councils and unitary councils in England. [2]

More recently, the CCN has released influential research outlining the funding challenges facing local government , alongside original research on planning, social mobility, and levelling up.

The County Councils Network works on a cross-party basis, with members of its management committee drawn from all three major parties. The current Chairman of the County Councils Network is Cllr Tim Oliver, leader of Surrey County Council. It campaigns on funding inequalities for counties, issues surrounding social care and children's services, and on devolution to rural areas, as well as other local government-related topics. The County Councils Network shares offices with the Local Government Association in Westminster.

The counties for the purposes of the lieutenancies in England, also referred to as the lieutenancy areas of England and informally known as ceremonial counties, are areas of England to which lord-lieutenants are appointed. Legally, the areas in England, Wales, and Scotland are defined by the Lieutenancies Act 1997 as "counties and areas for the purposes of the lieutenancies in Great Britain", in contrast to the metropolitan and non-metropolitan counties of England used for local government. They are also informally known as "geographic counties", to distinguish them from other types of counties in England.

The Redcliffe-Maud Report was published in 1969 by the Royal Commission on Local Government in England, under the chairmanship of Lord Redcliffe-Maud. Although the commission's proposals were broadly accepted by the Labour government, they were set aside by the Conservative government elected in 1970.

The North East England devolution referendum was an all postal ballot referendum that took place on 4 November 2004 throughout North East England on whether or not to establish an elected assembly for the region. Devolution referendums in the regions of Northern England were initially proposed under provisions of the Regional Assemblies (Preparations) Act 2003. Initially, three referendums were planned, but only one took place. The votes concerned the question of devolving limited political powers from the UK Parliament to elected regional assemblies in North East England, North West England and Yorkshire and the Humber respectively. Each were initially planned to be held on 4 November 2004, but on 22 July 2004 the planned referendums in North West England and in Yorkshire and the Humber were postponed, due to concerns raised about the use of postal ballots, but the referendum in North East England was allowed to continue, particularly as it was assumed that the region held the most support for the proposed devolution.

Metropolitan and non-metropolitan counties are one of the four levels of subdivisions of England used for the purposes of local government outside Greater London and the Isles of Scilly. As originally constituted, the metropolitan and non-metropolitan counties each consisted of multiple districts, had a county council and were also the counties for the purposes of Lieutenancies. Later changes in legislation during the 1980s and 1990s have resulted in counties with no county council and 'unitary authority' counties with no districts. Counties for the purposes of Lieutenancies are now defined separately, based on the metropolitan and non-metropolitan counties.

Somerset Council, known until 1 April 2023 as Somerset County Council, is the unitary authority which governs the district of Somerset, which occupies the southern part of the ceremonial county of the same name in the South West of England. The council has been controlled by the Liberal Democrats since the 2022 local elections, and its headquarters is County Hall in Taunton.

<span class="mw-page-title-main">Unitary authorities of England</span> Local government in some parts of England

The unitary authorities of England are those local authorities which are responsible for the provision of all local government services within a district. They are constituted under the Local Government Act 1992, which amended the Local Government Act 1972 to allow the existence of counties that do not have multiple districts. They typically allow large towns to have separate local authorities from the less urbanised parts of their counties and originally provided a single authority for small counties where division into districts would be impractical. However, the UK government has more recently created much larger unitary authority areas, including a single authority for North Yorkshire, the largest non-metropolitan county in England, previously divided into seven districts.

<span class="mw-page-title-main">Local Government Commission for England (1992)</span> United Kingdom legislation

The Local Government Commission for England was the body responsible for reviewing the structure of local government in England from 1992 to 2002. It was established under the Local Government Act 1992, replacing the Local Government Boundary Commission for England. The Commission could be ordered by the Secretary of State to undertake "structural reviews" in specified areas and recommend the creation of unitary authorities in the two-tier shire counties of England. The Commission, chaired by John Banham, conducted a review of all the non-metropolitan counties of England from 1993 to 1994, making various recommendations on their future.

<span class="mw-page-title-main">Cheshire West and Chester</span> Borough in England

Cheshire West and Chester is a borough with unitary authority status in Cheshire, England. It was established on 1 April 2009 as part of the 2009 local government changes, by virtue of an order under the Local Government and Public Involvement in Health Act 2007. It superseded the boroughs of Ellesmere Port and Neston, Vale Royal and the City of Chester; its council assumed the functions and responsibilities of the former Cheshire County Council within its area. The remainder of ceremonial Cheshire is composed of Cheshire East, Halton and Warrington.

The 1997 United Kingdom local elections took place on Thursday 1 May 1997 in England, and Thursday 21 May 1997 in Northern Ireland. Elections took place for all of the English country councils, some English unitary authorities and all of the Northern Ireland districts. The local elections were held on the same day as the 1997 general election.

A combined authority is a type of local government institution introduced in England outside Greater London by the Local Democracy, Economic Development and Construction Act 2009. Combined authorities are created voluntarily and allow a group of local authorities to pool appropriate responsibility and receive certain delegated functions from central government in order to deliver transport and economic policy more effectively over a wider area.

East Riding of Yorkshire Council is the local authority of the East Riding of Yorkshire. It is a unitary authority, having the powers of a non-metropolitan county and district council combined. It provides a full range of local government services including Council Tax billing, libraries, social services, processing planning applications, waste collection and disposal, and it is a local education authority.

Local transport bodies are partnerships of local authorities in England outside Greater London. There are 38 local transport bodies. They cover similar areas to local enterprise partnerships, but are not permitted to overlap each other. Decision making for major transport infrastructure spending is devolved to these bodies from the Department for Transport. They will receive funding from April 2015.
