The Joint Chiefs of Global Tax Enforcement (J5) is a global joint operational group, formed in mid-2018 to combat transnational tax crime. Composed of the Australian Taxation Office (ATO), the Canada Revenue Agency (CRA), the Dutch Fiscale Inlichtingen- en Opsporingsdienst (FIOD), the British His Majesty's Revenue and Customs (HMRC), and the American IRS Criminal Investigation (IRS-CI), the J5 members work together to gather information, share intelligence, conduct operations and build the capacity of tax crime enforcement officials. History

Following the 2016 Panama Papers and 2017 Paradise Papers data leaks, taxation and law enforcement agencies in the United States, Canada, Australia, New Zealand, the United Kingdom and the Netherlands formed the Ottawa Group, to share information and coordinate response actions. [2] In 2018, the Ottawa Group was re-organized as the J5, consisting of criminal intelligence communities from Australia, Canada, the Netherlands, the United Kingdom and the United States who are committed to collaboration in the fight against international and transnational tax crime and money laundering. The J5 was formed in response to a call to action from the Organisation for Economic Co-operation and Development (OECD) for countries to do more to tackle the enablers of tax crimes. [3]

Role and responsibilities

The members are convinced that offshore structures and financial instruments, where used to commit tax crime and money laundering, are detrimental to the economic, fiscal, and social interests of their countries. [1] [4] Specific duties include:

Additionally, members also collaborate internationally to reduce the growing threat to tax administrations posed by cryptocurrencies and cybercrime and to make the most of data and technology.

Milestones

On 5 June 2019, leaders from the J5 member countries met in Washington, DC to mark the one-year anniversary of J5 and announce the results from its first year. Among its more than 50 investigations involving sophisticated international enablers of tax evasion, the most important investigation during its first year involved a global financial institution and its intermediaries who facilitate taxpayers to hide their income and assets. On 13 July 2020, the organization marked its second anniversary through a virtual meeting to announce that hundreds of data exchanges between J5 partner agencies have occurred with more data being exchanged in the past year than the previous 10 years combined. [6]

His Majesty's Revenue and Customs is a non-ministerial department of the UK Government responsible for the collection of taxes, the payment of some forms of state support, the administration of other regulatory regimes including the national minimum wage and the issuance of national insurance numbers. HMRC was formed by the merger of the Inland Revenue and HM Customs and Excise, which took effect on 18 April 2005. The department's logo is the Tudor Crown enclosed within a circle.

Tax evasion or tax fraud is an illegal attempt to defeat the imposition of taxes by individuals, corporations, trusts, and others. Tax evasion often entails the deliberate misrepresentation of the taxpayer's affairs to the tax authorities to reduce the taxpayer's tax liability, and it includes dishonest tax reporting, declaring less income, profits or gains than the amounts actually earned, overstating deductions, bribing authorities and hiding money in secret locations.

Tax amnesty allows taxpayers to voluntarily disclose and pay tax owing in exchange for avoiding tax evasion penalties. It is a limited-time opportunity for a specified group of taxpayers to pay a defined amount, in exchange for forgiveness of a tax liability relating to previous tax periods. It typically expires when some authority begins a tax investigation of the past-due tax.

<span class="mw-page-title-main">Transnational organized crime</span> Organized crime across national borders

Transnational organized crime (TOC) is organized crime coordinated across national borders, involving groups or markets of individuals working in more than one country to plan and execute illegal business ventures. In order to achieve their goals, these criminal groups use systematic violence and corruption. Common transnational organized crimes include conveying drugs, conveying arms, trafficking for sex, toxic waste disposal, materials theft and poaching.

The Garda National Economic Crime Bureau – informally known as the Fraud Squad – is a specialised division of Ireland's national police force, the Garda Síochána, that investigates economic crimes. An IRS impersonation scam is a class of telecommunications fraud and scam which targets American taxpayers by masquerading as Internal Revenue Service (IRS) collection officers. The scammers operate by placing disturbing official-sounding calls to unsuspecting citizens, threatening them with arrest and frozen assets if thousands of dollars are not paid immediately, usually via gift cards or money orders. According to the IRS, over 1,029,601 Americans have received threatening calls, and $29,100,604 has been reported lost to these call scams as of March 2016. The problem has been assigned to the Treasury Inspector General for Tax Administration. Studies highlight that most victims of these scams are aged 20-29 years old and women are more affected than men. One way to decrease the risks of an individual falling victim to IRS impersonation scams is through awareness programs.

<span class="mw-page-title-main">General Commissariat of Judiciary Police</span>

The General Commissariat of Judiciary Police is an intelligence service within the National Police Corps of Spain responsible for the investigation of organized crime, economic and monetary crimes or cybercrime. CGPJ is also in charge of investigating drug trafficking, gambling control and collecting intelligence for the police corps.

The Chief, Internal Revenue Service, Criminal Investigation, abbreviated as Chief, IRS-CI or Chief, CI or simply Chief, is the head and chief executive of Internal Revenue Service, Criminal Investigation (IRS-CI), the United States' federal law enforcement agency responsible for investigating potential criminal violations of the U.S. Internal Revenue Code and related financial crimes. Criminal Investigation is a division of the Internal Revenue Service, which in turn is a bureau within the United States Department of the Treasury. The Chief is the highest ranking executive within IRS-CI and reports to the Deputy Commissioner for Services and Enforcement of the Internal Revenue Service.

Operation Dark HunTOR was an international law enforcement operation targeting opioid trafficking and other illegal activities on The Onion Router (TOR). The operation, which was conducted across the United States, Australia, and Europe, over a period of 10 months. In addition Europol released a statement that said the operation was composed of a series of separate but complementary actions in Australia, Bulgaria, France, Germany, Italy, the Netherlands, Switzerland, the United Kingdom and the United States, with coordination efforts led by Europol and Eurojust; which greatly expands on the initial number of countries that the US press releases indicated.

Operation Jackal III was a global law enforcement operation targeting West African organized crime groups. The operation was coordinated by Interpol and ran from April 10 to July 3, 2024, across 21 countries on five continents. Law enforcement agencies in Argentina, Australia, Brazil, Canada, Cote D’Ivoire, France, Germany, Indonesia, Ireland, Italy, Japan, Malaysia, Netherlands, Nigeria, Portugal, South Africa, Spain, Sweden, Switzerland, the United Kingdom, and the United States were involved in the operation. The operation targeted online financial fraud and the West African syndicates behind it, including the Black Axe group.

The African Union Mechanism for Police Cooperation, commonly referred to as AFRIPOL, is a continental police organization established to enhance cooperation among law enforcement agencies of African Union (AU) member states. AFRIPOL plays a pivotal role in strengthening police collaboration, combating transnational crime, and maintaining peace and security across Africa. Its operations align with global standards and complement the efforts of similar organizations such as Interpol.
