Meat tax

A meat tax is a tax levied on meat and/or other animal products to help cover the health and environmental costs that result from using animals for food. [1] [2] Livestock is known to significantly contribute to global warming, [3] and to negatively impact global nitrogen cycles and biodiversity. [4]

Nomenclature

The term meat tax can be used interchangeably with slaughter tax or carcass tax. The latter also highlights how the tax might be administered - including on the import of frozen carcasses. 'Slaughter tax' and 'carcass tax' are terms that are considered to make such a change in food taxation more popular with the general public.

Critics

Support

Chatham House and Glasgow University, in a 2015 report titled "Changing Climate, Changing Diets: Pathways to Lower Meat Consumption" called for a tax on red meat. [5] [6] [7] [8]

Adam Briggs from the University of Oxford conducted a study that concluded that putting a carbon tax on "high emission" foods (i.e. foods which have a high carbon footprint) such as meat could be a positive for both the planet and the health of U.K. consumers. [5] [9]

Scientists William J Ripple et al. have suggested the pushing up of the price of meat through a tax or emissions trading scheme. [10] [11]

Marco Springmann, from the Oxford University's Oxford Martin Programme on the Future of Food also proposed a tax on meat and dairy. [12]

Besides environmental concerns, health [13] and humanitarian concerns [14] have also acted as impetus for some proponents of meat tax. PETA has been calling for a tax on meat citing the negative effects of meat consumption on human health, the contribution of meat industry to greenhouse gas emissions and climate change, and the stressful and inhumane conditions under which animals are reared and slaughtered in factory farms. [15]

The Danish Council on Ethics [16] has called for a tax on meat in Denmark. [17]

In 2017, the meat industry's Farm Animal Investment & Return (FAIRR) Initiative reported that meat tax was becoming "increasingly probable". [18]

Swedish Environmental Protection Agency mentions a meat tax as an instrument to achieve a reduction in meat consumption [19]

Opposition

Some opponents[ who? ] to meat taxation consider it regressive and authoritarian, or doubt some of the health and economic claims, or do not feel it is properly inclusive of total costs over the long term. [20] [21]

Implementation

In June 2024 Denmark, a major pork and dairy exporter, announced that it will introduce a tax on livestock carbon dioxide emissions from 2030, making it the first country to do so and hoping to inspire other countries to follow. [22]

A plant-based diet is a diet consisting mostly or entirely of plant-based foods. It encompasses a wide range of dietary patterns that contain low amounts of animal products and high amounts of fiber-rich plant products such as vegetables, fruits, whole grains, legumes, nuts, seeds, herbs, and spices. Plant-based diets may also be vegan or vegetarian but do not have to be, as they are defined in terms of high frequency of plants and low frequency of animal food consumption.

<span class="mw-page-title-main">Carbon footprint</span> Concept to quantify greenhouse gas emissions from activities or products

A carbon footprint (or greenhouse gas footprint) is a calculated value or index that makes it possible to compare the total amount of greenhouse gases that an activity, product, company or country adds to the atmosphere. Carbon footprints are usually reported in tonnes of emissions (CO2-equivalent) per unit of comparison. Such units can be for example tonnes CO2-eq per year, per kilogram of protein for consumption, per kilometer travelled, per piece of clothing and so forth. A product's carbon footprint includes the emissions for the entire life cycle. These run from the production along the supply chain to its final consumption and disposal.

<span class="mw-page-title-main">Environmental vegetarianism</span> Type of practice of vegetarianism

Environmental vegetarianism is the practice of vegetarianism that is motivated by the desire to create a sustainable diet, which avoids the negative environmental impact of meat production. Livestock as a whole is estimated to be responsible for around 15% of global greenhouse gas emissions. As a result, significant reduction in meat consumption has been advocated by, among others, the Intergovernmental Panel on Climate Change in their 2019 special report and as part of the 2017 World Scientists' Warning to Humanity.

Beef cattle are cattle raised for meat production. The meat of mature or almost mature cattle is mostly known as beef. In beef production there are three main stages: cow-calf operations, backgrounding, and feedlot operations. The production cycle of the animals starts at cow-calf operations; this operation is designed specifically to breed cows for their offspring. From here the calves are backgrounded for a feedlot. Animals grown specifically for the feedlot are known as feeder cattle, the goal of these animals is fattening. Animals not grown for a feedlot are typically female and are commonly known as replacement heifers. While the principal use of beef cattle is meat production, other uses include leather, and beef by-products used in candy, shampoo, cosmetics, and insulin.

These diets are nutritious, eco-friendly, economically sustainable, and accessible to people of various socioeconomic backgrounds. Sustainable diets attempt to address nutrient deficiencies and excesses, while accounting for ecological phenomena such as climate change, loss of biodiversity and land degradation. These diets are comparable to the climatarian diet, with the added domains of economic sustainability and accessibility.

Sustainable consumption is the use of products and services in ways that minimizes impacts on the environment.

The environmental impact of agriculture is the effect that different farming practices have on the ecosystems around them, and how those effects can be traced back to those practices. The environmental impact of agriculture varies widely based on practices employed by farmers and by the scale of practice. Farming communities that try to reduce environmental impacts through modifying their practices will adopt sustainable agriculture practices. The negative impact of agriculture is an old issue that remains a concern even as experts design innovative means to reduce destruction and enhance eco-efficiency. Animal agriculture practices tend to be more environmentally destructive than agricultural practices focused on fruits, vegetables and other biomass. The emissions of ammonia from cattle waste continue to raise concerns over environmental pollution.

<span class="mw-page-title-main">Livestock</span> Animals kept for production of meat, eggs, milk, wool, etc.

Livestock are the domesticated animals raised in an agricultural setting in order to provide labour and produce diversified products for consumption such as meat, eggs, milk, fur, leather, and wool. The term is sometimes used to refer solely to animals who are raised for consumption, and sometimes used to refer solely to farmed ruminants, such as cattle, sheep, and goats. Horses are considered livestock in the United States. The USDA classifies pork, veal, beef, and lamb (mutton) as livestock, and all livestock as red meat. Poultry and fish are not included in the category. The latter is likely due to the fact that fish products are not governed by the USDA, but by the FDA.

Thirdly, they try to reduce greenhouse gas emissions from agriculture as much as possible. Climate-smart agriculture works as an integrated approach to managing land. This approach helps farmers to adapt their agricultural methods to the effects of climate change.

<span class="mw-page-title-main">Greenhouse gas emissions from agriculture</span>

The amount of greenhouse gas emissions from agriculture is significant: The agriculture, forestry and land use sectors contribute between 13% and 21% of global greenhouse gas emissions. Emissions come from direct greenhouse gas emissions. And from indirect emissions. With regards to direct emissions, nitrous oxide and methane makeup over half of total greenhouse gas emissions from agriculture. Indirect emissions on the other hand come from the conversion of non-agricultural land such as forests into agricultural land. Furthermore, there is also fossil fuel consumption for transport and fertilizer production. For example, the manufacture and use of nitrogen fertilizer contributes around 5% of all global greenhouse gas emissions. Livestock farming is a major source of greenhouse gas emissions. At the same time, livestock farming is affected by climate change.

Climatarian diet is a diet focused on reducing the climate footprint.
