Meat tax

A meat tax is a tax levied on meat and/or other animal products to help cover the health and environmental costs that result from using animals for food. [1] [2] Livestock is known to significantly contribute to global warming, [3] and to negatively impact global nitrogen cycles and biodiversity. [4]

Nomenclature

The term meat tax can be used interchangeably with slaughter tax or carcass tax. The latter also highlights how the tax might be administered - including on the import of frozen carcasses. 'Slaughter tax' and 'carcass tax' are terms that are considered to make such a change in food taxation more popular with the general public.

Critics

Support

Chatham House and Glasgow University, in a 2015 report titled "Changing Climate, Changing Diets: Pathways to Lower Meat Consumption" called for a tax on red meat. [5] [6] [7] [8]

Adam Briggs from the University of Oxford conducted a study that concluded that putting a carbon tax on "high emission" foods (i.e. foods which have a high carbon footprint) such as meat could be a positive for both the planet and the health of U.K. consumers. [5] [9]

Scientists William J Ripple et al. have suggested the pushing up of the price of meat through a tax or emissions trading scheme. [10] [11]

Marco Springmann, from the Oxford University's Oxford Martin Programme on the Future of Food also proposed a tax on meat and dairy. [12]

Besides environmental concerns, health [13] and humanitarian concerns [14] have also acted as impetus for some proponents of meat tax. PETA has been calling for a tax on meat citing the negative effects of meat consumption on human health, the contribution of meat industry to greenhouse gas emissions and climate change, and the stressful and inhumane conditions under which animals are reared and slaughtered in factory farms. [15]

The Danish Council on Ethics [16] has called for a tax on meat in Denmark. [17]

In 2017, the meat industry's Farm Animal Investment & Return (FAIRR) Initiative reported that meat tax was becoming "increasingly probable". [18]

Swedish Environmental Protection Agency mentions a meat tax as an instrument to achieve a reduction in meat consumption [19]

Opposition

Some opponents[ who? ] to meat taxation consider it regressive and authoritarian, or doubt some of the health and economic claims, or do not feel it is properly inclusive of total costs over the long term. [20] [21]

Meat is animal tissue, often muscle, that is eaten as food. Humans have hunted and farmed other animals for meat since prehistoric times. The Neolithic Revolution allowed the domestication of animals including chickens, sheep, goats, pigs, horses, and cattle, starting around 11,000 years ago. Since then, selective breeding has enabled farmers to produce meat with the qualities desired by producers and consumers.

A plant-based diet is a diet consisting mostly or entirely of plant-based foods. Plant-based diets encompass a wide range of dietary patterns that contain low amounts of animal products and high amounts of fiber-rich plant products such as vegetables, fruits, whole grains, legumes, nuts and seeds. They do not need to be vegan or vegetarian, but are defined in terms of low frequency of animal food consumption.

The agricultural emissions research levy was a controversial tax proposal in New Zealand. It was first proposed in 2003 and would collect an estimated $8.4 million annually from livestock farmers, and which would have been used to fund research on the livestock industry's emissions of greenhouse gases, to further the nation's compliance with the Kyoto Protocol.

<span class="mw-page-title-main">Carbon footprint</span> Concept to quantify greenhouse gas emissions from activities or products

A carbon footprint (or greenhouse gas footprint) is a calculated value or index that makes it possible to compare the total amount of greenhouse gases that an activity, product, company or country adds to the atmosphere. Carbon footprints are usually reported in tonnes of emissions (CO2-equivalent) per unit of comparison. Such units can be for example tonnes CO2-eq per year, per kilogram of protein for consumption, per kilometer travelled, per piece of clothing and so forth. A product's carbon footprint includes the emissions for the entire life cycle. These run from the production along the supply chain to its final consumption and disposal.

Environmental vegetarianism is the practice of vegetarianism that is motivated by the desire to create a sustainable diet, which avoids the negative environmental impact of meat production. Livestock as a whole is estimated to be responsible for around 15% of global greenhouse gas emissions. As a result, significant reduction in meat consumption has been advocated by, among others, the Intergovernmental Panel on Climate Change in their 2019 special report and as part of the 2017 World Scientists' Warning to Humanity.

Greenhouse gas (GHG) emissions from human activities intensify the greenhouse effect. This contributes to climate change. Carbon dioxide, from burning fossil fuels such as coal, oil, and natural gas, is one of the most important factors in causing climate change. The largest emitters are China followed by the United States. The United States has higher emissions per capita. The main producers fueling the emissions globally are large oil and gas companies. Emissions from human activities have increased atmospheric carbon dioxide by about 50% over pre-industrial levels. The growing levels of emissions have varied, but have been consistent among all greenhouse gases. Emissions in the 2010s averaged 56 billion tons a year, higher than any decade before. Total cumulative emissions from 1870 to 2017 were 425±20 GtC from fossil fuels and industry, and 180±60 GtC from land use change. Land-use change, such as deforestation, caused about 31% of cumulative emissions over 1870–2017, coal 32%, oil 25%, and gas 10%.

Low-carbon diets differ around the world in taste, style, and the frequency they are eaten. Asian countries like India and China feature vegetarian and vegan meals as staples in their diets. In contrast, Europe and North America rely on animal products for their Western diets.

Meat is obtained through a variety of methods, including organic farming, free-range farming, intensive livestock production, and subsistence agriculture. The livestock sector also includes wool, egg and dairy production, the livestock used for tillage, and fish farming.

<span class="mw-page-title-main">Sustainable diet</span> Diet that contributes to the broader environmental and social sustainability

Sustainable diets are "dietary patterns that promote all dimensions of individuals’ health and wellbeing; have low environmental pressure and impact; are accessible, affordable, safe and equitable; and are culturally acceptable". These diets are nutritious, eco-friendly, economically sustainable, and accessible to people of various socioeconomic backgrounds. Sustainable diets attempt to address nutrient deficiencies and excesses, while accounting for ecological phenomena such as climate change, loss of biodiversity and land degradation. These diets are comparable to the climatarian diet, with the added domains of economic sustainability and accessiblity.

The environmental impact of agriculture is the effect that different farming practices have on the ecosystems around them, and how those effects can be traced back to those practices. The environmental impact of agriculture varies widely based on practices employed by farmers and by the scale of practice. Farming communities that try to reduce environmental impacts through modifying their practices will adopt sustainable agriculture practices. The negative impact of agriculture is an old issue that remains a concern even as experts design innovative means to reduce destruction and enhance eco-efficiency. Though some pastoralism is environmentally positive, modern animal agriculture practices tend to be more environmentally destructive than agricultural practices focused on fruits, vegetables and other biomass. The emissions of ammonia from cattle waste continue to raise concerns over environmental pollution.

<span class="mw-page-title-main">Livestock</span> Animals kept for production of meat, eggs, milk, wool, etc.

Livestock are the domesticated animals raised in an agricultural setting in order to provide labour and produce diversified products for consumption such as meat, eggs, milk, fur, leather, and wool. The term is sometimes used to refer solely to animals who are raised for consumption, and sometimes used to refer solely to farmed ruminants, such as cattle, sheep, and goats. Horses are considered livestock in the United States. The USDA classifies pork, veal, beef, and lamb (mutton) as livestock, and all livestock as red meat. Poultry and fish are not included in the category. The latter is likely due to the fact that fish products are not governed by the USDA, but by the FDA.

<span class="mw-page-title-main">Pescetarianism</span> Dietary practice of incorporating seafood into an otherwise vegetarian diet

Pescetarianism is a dietary practice based on the consumption of fish and shellfish to the exclusion of land-based meats. The practise incorporates seafood into an otherwise vegetarian diet, and may or may not include other animal products such as eggs and dairy products. Approximately 3% of adults worldwide are pescetarian, according to 2017–2018 research conducted by data and analytics companies.

<span class="mw-page-title-main">Individual action on climate change</span> What people can do individually to stop global warming

Individual action on climate change can include personal choices in many areas, such as diet, travel, household energy use, consumption of goods and services, and family size. Individuals can also engage in local and political advocacy around issues of climate change. People who wish to reduce their carbon footprint, can take "high-impact" actions, such as avoiding frequent flying and petrol fuelled cars, eating mainly a plant-based diet, having fewer children, using clothes and electrical products for longer, and electrifying homes. Avoiding meat and dairy foods has been called "the single biggest way" an individual can reduce their environmental impact. Excessive consumption is more to blame for climate change than population increase. High consumption lifestyles have a greater environmental impact, with the richest 10% of people emitting about half the total lifestyle emissions.

<i>Cowspiracy</i> 2014 American documentary film

Cowspiracy: The Sustainability Secret is a 2014 American documentary film produced and directed by Kip Andersen and Keegan Kuhn. The film explores the impact of animal agriculture on the environment—examining such environmental concerns as climate change, water use, deforestation, and ocean dead zones—and investigates the policies of several environmental organizations on the issue.

<span class="mw-page-title-main">Mercator Research Institute on Global Commons and Climate Change</span> German scientific institute

The Mercator Research Institute on Global Commons and Climate Change (MCC) conducts research and fosters dialogue about how the global commons, such as the atmosphere and the oceans, might be used and shared by many yet nevertheless be protected. Firstly, they use adaptation methods to respond to the effects of climate change on agriculture. Secondly, they aim to increase agricultural productivity and to ensure food security for a growing world population. Thirdly, they try to reduce greenhouse gas emissions from agriculture as much as possible. Climate-smart agriculture works as an integrated approach to managing land. This approach helps farmers to adapt their agricultural methods to the effects of climate change.

The amount of greenhouse gas emissions from agriculture is significant: The agriculture, forestry and land use sector contribute between 13% and 21% of global greenhouse gas emissions. Agriculture contributes towards climate change through direct greenhouse gas emissions and by the conversion of non-agricultural land such as forests into agricultural land. Emissions of nitrous oxide and methane make up over half of total greenhouse gas emission from agriculture. Animal husbandry is a major source of greenhouse gas emissions.
