The West End of London is a district of Central London, west of the City of London and north of the River Thames, in which many of the city's major tourist attractions, shops, businesses, government buildings and entertainment venues, including West End theatres, are concentrated.

The street was named after Robert William Hay, the Permanent Under Secretary for Colonies. Sections of the road were called Howick Street and Twiss Street until 1897. One block in the central business section is now a pedestrian mall with extremely limited vehicular traffic, so that it is necessary to make a significant detour in order to drive the entire length of Hay Street.

The avenue stretches 2.3 kilometers (1.4 mi) from Eulogio Rodriguez Jr. Avenue in Ugong, Pasig in the east to Epifanio de los Santos Avenue (EDSA) in Wack-Wack Greenhills, Mandaluyong in the west.
The Royal Commission on London Traffic was a Royal commission established in 1903 with a remit to review and report on how transport systems should be developed for London and the surrounding area. It produced a report in eight volumes published in 1905 and made recommendations on the character, administration and routing of traffic in London.
