Metro is a planned network of franchised bus services within the boundaries of the Liverpool City Region combined authority area, created under the bus franchising provisions of the Bus Services Act 2017. First announced in October 2023 by Liverpool City Region Combined Authority (LRCRA) Metro Mayor Steve Rotheram, the network is set to commence operations in 2026, starting in St Helens. [1] [2]
Prior to the creation of the metropolitan county of Merseyside on 1 April 1974, the Merseyside Passenger Transport Executive was formed on 1 November 1970 to run the bus and rail services of the new county. Bus services provided by municipally-owned operators in Liverpool, Birkenhead, Wallasey, St Helens and Southport were brought under the Merseyside Transport name, [3] [4] with some bus services also operated in co-operation with state-owned National Bus Company subsidiaries Crosville and Ribble. [5]
The Transport Act 1985 ordered the deregulation of bus services across Great Britain, as well as the break-up of the six passenger transport executives and the National Bus Company, all of which began taking effect from 26 October 1986. Merseyside PTE's bus operations were spun off into an 'arm's length' company named Merseybus, [6] which was eventually sold into privatisation by the PTE's successor Merseytravel to Merseybus employees and management in a £5.9 million (equivalent to £15,422,000in 2023) Employee Share Ownership Plan in December 1992, forming MTL Trust Holdings Limited. [7] [8]
As an immediate consequence of deregulation, however, Merseyside's bus passengers faced reduced services and fare increases ranging from between 55% and 150%. [9] [10] 'Bus wars' in and around Merseyside were not uncommon in the years immediately after deregulation, with particularly heavy competition seen between Merseybus and fellow former municipal GM Buses on Liverpool to Manchester bus services. [11] As of September 2024, the two largest bus operators within the boundaries of the Liverpool City Region are Arriva Merseyside, who purchased MTL Trust Holdings in 2000, and Stagecoach Merseyside and South Lancashire, who purchased Gillmoss-based Glenvale Transport in 2005. A small number of independently-owned bus operators, such as Aintree Coachline and Peoplesbus, also operate some Merseytravel contract services within the region.
The Bus Services Act 2017 granted combined authorities such as the Liverpool City Region the ability to partially re-regulate their local bus services, permitting them to franchising services to commercial bus operators in a similar system to those operated by Transport for London. In November 2021, LCRA Metro Mayor Steve Rotheram announced that a £667 million ten-point Bus Service Improvement Plan (BSIP), which included securing 'flexible funding to support set up costs for the region's preferred option of franchising or enhanced partnership', had been submitted to the central government. [12]
In March 2022, it was announced that members of the LCRCA had voted in favour of introducing bus franchising across the Liverpool City Region. [13] A public consultation, titled 'Moving Buses Forward', was then launched by the LCRCA in July 2023 to determine whether local bus users preferred franchising or an enhanced partnership network. [14] Following this consultation, as well as an audit into the scheme's viability, Metro Mayor Steve Rotheram announced that the Liverpool City Region's buses would be franchised starting in 2026. [1] [2]
The aim of Metro bus network is for it to operate alongside the Merseyrail commuter rail network to create a London-style transport system similar to that of the Bee Network in Greater Manchester. The franchising system is set to be rolled out across Merseyside and adjacent areas of Cheshire between 2026 and 2027 in five 'rounds', similar to the three 'tranches' utilised during the Bee Network bus franchising process: [15]
Public consultations with residents in the listed areas are ongoing, [16] with the first consultations in St Helens taking place between February and March 2024. [17]
The LCRCA announced in December 2023 that a 'tap and go' MetroCard contactless ticket system, similar to Transport for London's Oyster card, would start to replace paper tickets and smartcards on Merseyrail services from autumn 2024 in a two-stage rollout. The system, which currently makes use of a physical MetroCard to buy and use tickets, is planned to be extended to both the franchised bus network and the Mersey Ferry in the future; 'tap and go' MetroCard payments are planned to be payable through bank cards or a mobile app on smartphones and smartwatches. [18] [19]
Metro buses are to be painted in a livery of yellow, grey and black with prominent 'Metro' fleetnames. £26.1 million of City Region Sustainable Transport Settlement funding was announced to have been set aside for the purchase of up to 100 battery electric double decker buses for use on Metro services in September 2024. [20] This was followed with the first of 56 Alexander Dennis Enviro200 MMCs, branded in Metro livery, entering service with Arriva Merseyside ahead of the first round of franchising in December 2024. [21]
Prior to the franchising announcement, the LCRCA took delivery of 20 Metro-specification and 'publicly-owned' Alexander Dennis Enviro400FCEV fuel cell buses in November 2022, which were to be operated on contract from the LCRCA by both Stagecoach Merseyside and South Lancashire and Arriva Merseyside on service 10A between Liverpool, Knowsley and St Helens. [22] The first of these buses began entering service with Arriva in May 2023, [23] however before a stable supply of green hydrogen was found and a battery refit was performed by manufacturers Alexander Dennis, the bus fleet remained mostly out of service with both operators until mid-2024. [24] [25]

All boroughs of the Merseyside area are also part of the Liverpool City Region. The largest settlement is the City of Liverpool.
Arriva Trains Merseyside was a train operating company in England owned by Arriva that operated the Merseyrail Electrics franchise from January 1997 until July 2003, when the Merseyrail railway franchise was transformed into the local Merseyrail concession, owned by the Merseyrail Passenger Transport Executive (Merseytravel).
Merseyrail is a commuter rail network which serves Merseyside and adjacent areas of Cheshire and Lancashire in the Northwest of England. Merseyrail serves 69 stations, 67 of which it manages, across two lines – the Northern Line and the Wirral Line. The network uses 750 V DC third rail electrified lines having 75.0 miles (120.7 km) of routes, of which 6.5 miles (10.5 km) are underground. Since January 2023, Merseyrail commenced replacing its train fleet, withdrawing the Class 507 and 508 trains and introducing 53 new Class 777 trains. The network carried 28.3 million passengers in the 2023/2024 statistical period.
Merseytravel is the passenger transport executive responsible for the coordination of public transport in the Liverpool City Region in North West England. It was established on 1 December 1969 as the Merseyside Passenger Transport Executive. From 1 April 2014, with the creation of the Liverpool City Region, Merseytravel expanded its area of operation from the metropolitan county of Merseyside to also include the Borough of Halton.
Merseytram was a proposed light rail system for Merseyside, England. Originally proposed in 2001, forming part of the Merseyside Local Transport Plan, it was to consist of three lines, connecting the Metropolitan Borough of Knowsley with central Liverpool. The project was postponed due to funding problems before eventually being formally closed down by Merseytravel in October 2013.
The Liverpool City Region is a combined authority area in North West England. It has six council areas: the five metropolitan boroughs of Merseyside and the unitary authority of Halton in Cheshire. The city region had a population of 1,571,045 in 2022. Its largest settlement and administrative HQ is Liverpool.
Liverpool South Parkway station is a railway station and bus interchange in the Garston district of Liverpool, England. It serves, via a bus link, Liverpool John Lennon Airport in the neighbouring suburb of Speke, as well as providing an interchange between main line services and the Merseyrail rapid transit/commuter rail network. Opened in 2006 on the site of the former Allerton railway station, it also replaced the nearby Garston station.
MTL Trust Holdings was an English bus, coach and train operator based in Liverpool, Merseyside. MTL was originally part of the MPTE. To comply with the Transport Act 1985, the bus operations were divested into a new independent company, Merseyside Transport Limited (MTL). Merseyside PTA retained shareholding, but the company was purchased by its management and staff in a £5.9 million Employee Share Ownership Plan in 1993. On 17 February 2000, MTL was purchased by Arriva for £85 million, with MTL's shareholding workers each receiving £13,500 in windfall gains from the sale.
The City Line is the brand name used by Merseytravel on suburban rail services in the Liverpool City Region starting eastwards from the mainline platforms of Liverpool Lime Street railway station.

The Liverpool City Region Combined Authority (LCRCA), officially the Halton, Knowsley, Liverpool, St Helens, Sefton and Wirral Combined Authority, is the combined authority of the Liverpool City Region in England. Its area includes the City of Liverpool local authority area, the Metropolitan Boroughs of Knowsley, St Helens, Sefton, and Wirral, and the Borough of Halton. It was established on 1 April 2014 by statutory instrument under the provisions of the Local Democracy, Economic Development and Construction Act 2009. Composition of the combined authority is made up of the leaders of the six principal membership authorities, plus several non-voting members with various vested interests in the activities of the combined authority.
The British Rail Class 777 METRO is a class of electric multiple unit passenger trains currently being delivered by the Swiss rolling stock manufacturer Stadler Rail, being used on the Merseyrail network in the Liverpool City Region and adjacent areas of Cheshire and Lancashire. The trains have the ability to operate on the third rail-powered sections of the network, with some units carrying onboard batteries to allow use on unpowered track. Ordered in 2016, construction of the units began in 2018. The first unit entered service on 23 January 2023, following delays to the deployment programme. The Class 777 will replace Merseyrail's current Class 507 and Class 508 units, which were built between 1978 and 1980. Seven units of the total 53 ordered are being configured as battery electric multiple units (BEMUs) for use on non-electrified lines, being designated subclass 777/1.
The Alexander Dennis Enviro400EV is a battery electric double-decker bus produced by the British bus manufacturer Alexander Dennis in partnership with Chinese electric vehicle manufacturer BYD Auto since 2018. Based on its Alexander Dennis Enviro400 City body, which was launched in 2015 to compete with the hybrid electric New Routemaster, the Enviro400EV is produced at Alexander Dennis' Falkirk and Scarborough factories in the United Kingdom, with production of the type at the company's Larbert headquarters set to also commence in mid-2023. The Enviro400EV is available both as a complete integral battery electric bus and as a battery electric bus body on a BYD K series chassis, as well the integral Enviro400FCEV fuel cell bus.
The history of Merseyrail dates back to the 19th century, with the original formation of the Mersey Railway, however, Merseyrail dates back to the 20th century, namely being set up by British Rail in 1969, it did not become a single network until 1977.
Merseybus was a bus operator running bus and coach services predominantly in and around Merseyside, England. Based at Edge Lane, Liverpool, Merseybus was formed as an "arm's length" operation of the Merseyside Passenger Transport Executive out of its bus operations following bus deregulation in Great Britain and was later sold to Merseybus management and staff in a £5.9 million Employee Share Ownership Plan in 1993, forming the core of MTL's bus operations. Merseybus was subsequently sold alongside all MTL operations to Arriva on 17 February 2000, and operations today trade under Arriva North West.
