SS President Cleveland was originally built as Golden State for the United States Shipping Board (USSB), one of the planned World War I troop transports converted before construction into passenger and cargo vessels launched as Emergency Fleet Corporation Design 1029 ships first known, along with the smaller Design 1095 versions, in the trade as "State" ships due to names assigned for the nicknames of states and later as "535s" for their length overall. Almost all ships of both designs were renamed for United States presidents by May 1921, with Golden State being renamed President Cleveland. As one of the USSB-owned ships operated by agents of the board, President Cleveland was allocated to and operated by the Pacific Mail Steamship Company until sold by the USSB to the Dollar Steamship Line in 1925. After the demise of that line and creation of a new, replacement line, American President Lines, the ship remained with that line until government acquisition for the Second World War.
President Cleveland was acquired by the War Department and renamed Tasker H. Bliss and converted into a troop transport which served in the Pacific immediately preceding and after outbreak of the war. She was acquired from the United States Army by the United States Navy for war use, commissioned USS Tasker H. Bliss on 15 September 1942, and designated as transport AP-42. On 12 November 1942, while supporting Operation Torch of the North African campaign she was sunk after being struck by a German submarine’s torpedo at Fedala Bay, Morocco. From the 235 men on board, 31 died in the sinking or afterwards from their wounds. [3]
Golden State, one of the Emergency Fleet Corporation (EFC) Design 1029 ships, often called in the trade "535s" for their length overall, planned as a troop transport, but redesigned and built as a passenger and cargo ship, with yard hull number 256, was launched 17 July 1920 in Newport News, Virginia, by the Newport News Shipbuilding and Drydock Company and completed in 1921 assigned United States official number 220485. [2] [4]
Golden State was originally owned by the United States Shipping Board (USSB), allocated to and operated by its agents. [4] The ship was renamed President Cleveland by May 1921 and was eventually owned and operated as a passenger liner by the American President Lines. [1] [4] [5]
The USSB first placed the ship in service with Pacific Mail Steamship Company for service between San Francisco and Asia with the ship arriving 7 March 1921, second after sister ship Hawkeye State operated by Matson Navigation Company arrived on 5 March in what some described as a race from Baltimore, but the company noted was not as Golden State made several more port calls on the voyage. [6] By December 1923, the ship, now President Cleveland, was operating with sailings every 14 days from San Francisco to Honolulu, Japan, China, and the Philippines in a route dubbed "The Sunshine Belt to the Orient" with President Lincoln, President Pierce, President Taft, and President Wilson. [7] As late as May 1925, the ships were seen as USSB vessels of the California Orient Line operated by Pacific Mail Steamship Company, but the next month those vessels were seen in an advertisement headed "Now serving the transpacific and round-the-world fleets of Dollar Steamship Line. Robert Stanley Dollar, son of the founder Captain Robert Dollar, had already acquired a fleet of the smaller Design 1095 ships, commonly known in the trade as "502s" or less frequently as "522s" for their length between perpendiculars and overall, respectively, and established a successful service circling the globe with 22 port calls when the government approached the company about purchase of the larger "535s". [10] President Cleveland and the other former USSB ships of Pacific Mail's fleet continued to operate in this service until 1938 when the United States Maritime Commission, successor to the USSB, judged the Dollar company unsound and took over the assets including the ships to be operated by a new company, American President Lines. [11] The seven "502s" were to remain on the Round the World service while the five "535s" along with larger and newer ship President Coolidge were to go into New York-San Francisco-Asiatic service for American President Lines. [12]
One of the ship's most famous passengers was the Nobel Prize–winning author Sigrid Undset, who fled the Nazis by travelling across Russia and sailed to the USA on the President Cleveland. [13]
The American President liner President Cleveland was chartered by the U.S. Army in July 1941 and renamed USAT Tasker H. Bliss for General Tasker H. Bliss, who was Army Chief of Staff in 1917 to 1918. [5] [14] The ship was quickly converted at San Francisco into a troop transport and made an initial voyage to Alaska by way of Seattle. [5] After returning to San Francisco in August, Bliss made quick turn around for a voyage to Manila by way of Honolulu and Guam, returning in September 1941. [5] In October 1941, Bliss made another round trip to Manila, and after voyage repairs and additional alterations at San Francisco, made a round trip to Hawaii. [5]
After the Japanese attack on Pearl Harbor, reinforcement of Hawaii was extremely urgent and shipments were hurriedly organized. [15] A convoy composed of Lurline, Matsonia, and Monterey left San Francisco on 16 December 1941 transporting troops, ammunition, and pursuit aircraft with Bliss and President Garfield departing on 17 December with troops, aircraft, and supplies. [16] A voyage to Australia and the ports of Brisbane, Melbourne, and Sydney followed before Bliss returned to San Francisco in April 1942 to make another round trip to Hawaii before sailing again for Australia and New Zealand. [5] From there, Bliss departed in June 1942 for Baltimore by way of the Panama Canal, Guantanamo, Key West, and Hampton Roads. [5]
The ship was transferred to the U.S. Navy on 19 August 1942 at Baltimore, where she was converted for use as a Navy transport by the Maryland Drydock Co., Baltimore, Maryland, and commissioned on 15 September 1942 as USS Tasker H. Bliss designated as transport AP-42. [14]
Tasker H. Bliss arrived at Norfolk, Virginia, on 22 September and joined Task Force 34 (TF 34). After loading troops and equipment to participate in Operation Torch, the invasion of North Africa, the ships of the task force sailed on 24–25 October for the coast of Morocco. [14] The ship was assigned to Task Group 34.9 (TG 34.9), Center Attack Group, and arrived off Fedhala, Morocco on 8 November. [14] During the landings, Bliss had to re-embark the 3d Reconnaissance Troop of 1st Battalion, 7th Infantry Regiment after a failed night attack to destroy a heavy antiaircraft gun battery at Beach Yellow, on Cap de Fedala southwest of the town of Fedhala. [17]
The Naval Battle of Casablanca delayed off-loading cargo, and postponed departure from the Moroccan coast. On the evening of 12 November 1942, she was riding at anchor in Fedhala Roads when the Kriegsmarine submarine U-130 commanded by Ernst Kals slipped in among the ships and fired five torpedoes at three transports. All torpedoes hit their targets, and they burst into flames. The victims were transports Edward Rutledge, Hugh L. Scott, and Tasker H. Bliss. All were abandoned and the first two sank shortly, but Tasker H. Bliss burned until 02:30 the next morning and then sank. There were 31 casualties. She was struck from the Naval Vessel Register on 7 December. [14]

USS Refuge (AH-11), was a hospital ship of the United States Navy during World War II. The ship was built in 1921 by the New York Shipbuilding Corp., of Camden, New Jersey, as SS Blue Hen State, but was renamed President Garfield in 1923 and then SS President Madison in 1940 for service with American President Lines. Acquired by the Navy from the War Shipping Administration on 11 April 1942 the ship was commissioned as the transport USS Kenmore until conversion to a hospital ship.
USS Wharton (AP-7) was a troop transport in the service of the United States Navy during World War II. The ship was originally an Emergency Fleet Corporation Design 1029 type built for the United States Shipping Board. The ship was laid down as Manmasco but renamed and launched as Sea Girt then completed September 1921 as Southern Cross. The ship was first allocated by the United States Shipping Board to the Munson Steamship Line until purchased by the line in 1925. Munson operated the Southern Cross in the South American trade from 1921 until 1938 when the ship was sold at a Marshall's sale and taken over by the United States Maritime Commission which paid the full mortgage claim.
USS Hugh L. Scott (AP-43) was a Hugh L. Scott-class transport ship. She was built in 1921 and spent 20 years in merchant service as a passenger and cargo liner. In July 1941 the ship was delivered to the United States Department of War for Army service as the United States Army Transport Hugh L. Scott operating in the Pacific. In August 1942 the ship was transferred to the United States Navy for conversion to an attack transport, served as a troopship in Operation Torch in November 1942, and was sunk by a U-boat four days later. 59 crewmen and soldiers died during the sinking.
USS George F. Elliott (AP-13) was a Heywood-class transport acquired by the U.S. Navy during World War I and then reacquired by the Navy for service as a troop carrier during World War II. In 1942, she was attacked off Guadalcanal by Japanese planes and sank shortly thereafter.
American Legion was built for the United States Shipping Board (USSB), one of the planned World War I troop transports converted before construction into passenger and cargo vessels, the Emergency Fleet Corporation Design 1029 ships. The ship was laid down as Koda and perhaps assigned the name Badger State at one point, but renamed American Legion before launch and one of only a few of the design not taking a state nickname. Originally operated by the USSB's agents and the Munson Steamship Line the ship saw commercial service until laid up 13 March 1939.
USS Zeilin (APA-3) was an Emergency Fleet Corporation Design 1029 ship launched for the United States Shipping Board (USSB) on 19 March 1921 by Newport News Shipbuilding and Drydock Company in Newport News, Virginia as Silver State. After operation by commercial lines for the USSB, during which the ship was renamed President Jackson, the ship was purchased and operated commercially until laid up in the late 1930s.
USS Leonard Wood (APA-12) was built by Bethlehem Shipbuilding Corporation and launched 17 September 1921 at Sparrows Point, Maryland as Nutmeg State, an Emergency Fleet Corporation Design 1029 ship intended as a World War I troop transport, but redesigned upon the armistice as a passenger and cargo ship and completed as Western World for delivery to the United States Shipping Board. The ship's acceptance on 5 May 1922 and delivery on 9 May 1922 marked the completion of the wartime shipbuilding program of the Emergency Fleet Corporation and the Shipping Board.
USS Hunter Liggett (APA-14) was built as an Emergency Fleet Corporation (EFC) Design 1029 ship. It was launched as Palmetto State, and shortly after, renamed Pan America for operation as the United States Shipping Board (USSB) owned liner operated by the Munson Steamship Line on New York to South American service. The ship was acquired by the War Department in February 1939, where it was once more renamed. The new Hunter Liggett was then ready for operation, as a United States Army transport vehicle mainly running between New York and San Francisco.
USS Henry T. Allen was a Harris class attack transport in service with the United States Army from 1940 to 1941. She was then transferred to the United States Navy where she served until 1946. She was scrapped in 1948. The ship was originally built as an Emergency Fleet Corporation Design 1029 ship in 1919 and operated in commercial service as Wenatchee and President Jefferson until being laid up in 1938.
SS Manchuria was a passenger and cargo liner launched 1903 for the San Francisco-trans Pacific service of the Pacific Mail Steamship Company. During World War I the ship was commissioned 25 April 1918–11 September 1919 for United States Navy service as USS Manchuria (ID-1633). After return to civilian service the ship was acquired by the Dollar Steamship Line in 1928 until that line suffered financial difficulties in 1938 and ownership of Manchuria was taken over by the United States Maritime Commission which chartered the ship to American President Lines which operated her as President Johnson. During World War II she operated as a War Shipping Administration transport with American President Lines its agent allocated to United States Army requirements. After World War II, she was returned to American President Lines, sold and renamed Santa Cruz. The liner was scrapped in Italy in 1952.
SS Point Bonita was constructed in 1918 and launched 27 March 1918 after a hull being built for foreign owners at Albina Engine and Machine Works was requisitioned during World War I by the United States Shipping Board (USSB). The ship saw service as the Navy transport USS Point Bonita, assigned Identification Number 3496, from 7 October 1918 to 7 April 1919, was returned to the USSB and saw civilian service with several commercial companies as San Pedro and Oliver Olson before again seeing service in World War II as USS Camanga (AG-42). After return to commercial service as Oliver Olson the ship was wrecked at the entrance to Bandon harbor in Oregon.
USS Besboro (AG-66) was built as Caddopeak, a United States Shipping Board (USSB) Emergency Fleet Corporation Design 1049 cargo ship built by Albina Engine & Machine Works, launched 18 October 1918. From 1922 Caddopeak served several commercial shipping companies until sold in 1937 to Burns Steamship Company and renamed Lurline Burns. On 2 February 1942 the ship was delivered to the War Shipping Administration, allocated to the United States Army and operated by Burns and Alaska Steamship Company under an Army charter agreement.
SS Maui was built as a commercial passenger ship in 1916 for the Matson Navigation Company of San Francisco and served between the United States West Coast and Hawaii until acquired for World War I service by the United States Navy on 6 March 1918. The ship was commissioned USS Maui (ID-1514) serving as a troop transport from 1918 to 1919. The ship was returned to Matson for commercial service September 1919 and continued in commercial service until purchased by the United States Army in December 1941. USAT Maui was laid up by the Army in 1946 and scrapped in 1948.
President Taylor was a cargo-liner, ex President Polk, ex Granite State, requisitioned for war service in December 1941 and allocated by the War Shipping Administration (WSA) to the U.S. Army and operating as a troopship in the Pacific Ocean in World War II when grounded and eventually lost on 14 February 1942.
USAHS Marigold was a United States Army hospital ship during World War II. The ship was built as Old North State in 1920 for the United States Shipping Board as a civilian passenger/cargo liner. The ship changed ownership and operating companies several times with name changes to President Van Buren and President Fillmore before being acquired for military transport service in 1941. After government acquisition during World War II President Fillmore served as a War Shipping Administration troop transport before conversion to hospital ship service.
SS President Cleveland was an American passenger ship originally ordered by the United States Maritime Commission during World War II, as one of the Admiral W. S. Benson-class Type P2-SE2-R1 transport ships, and intended to be named USS Admiral D. W. Taylor (AP-128). She became the Panamanian-flag passenger ship SS Oriental President in 1973 before being scrapped in 1974. She operated on routes in the Pacific Ocean.
SS President Wilson was an American passenger ship originally ordered by the United States Maritime Commission during World War II, as one of the Admiral W. S. Benson-class Type P2-SE2-R1 transport ships, and intended to be named USS Admiral F.B. Upham (AP-129), but she was launched just after the war ended. in 1948, The ship was put into service for the American President Lines. The ship remained in service for the shipping company until 1973. She was sold to Oceanic Cruise Development before eventually, scrapped at Kaohsiung.
SS President Taft was launched as one of the "state" ships, Buckeye State, completed by the United States Shipping Board as cargo passenger ships after originally being laid down as troop transports. Buckeye State had been laid down as Bertrice but was converted and renamed before launching. Originally assigned to the Matson Navigation Company as the Shipping Board's agent, the ship was later renamed President Taft and assigned to Pacific Mail Steamship Company for operation. In 1925 the Shipping Board sold the ship to Dollar Steamship Company. President Taft was operated by Dollar and then its successor American President Lines until requisitioned by the War Department on 17 June 1941.
The Design 1095 ship was an Emergency Fleet Corporation (EFC) design for a troop transport to be built at New York Shipbuilding Corporation and delivered to the United States Shipping Board (USSB) that, at the end of World War I hostilities, was modified to a combined passenger and cargo vessel. The contract was for thirteen ships, EFC hulls 2579 though 2591, but later adjusted to seven ships with the remainder being changed during construction to the slightly larger ships of EFC Design 1029 built from the start as passenger and cargo ships rather than being modified from the troop ship plan.
USS Radnor (ID-3023) was a cargo ship and later troop transport that served with the United States Navy in 1918–19, during and shortly after World War I. The ship later went into merchant service, and in 1948 under Chinese ownership reportedly became the first all-Chinese ship to visit South America. Radnor was originally ordered as SS War Indian by a private company, but with U.S. entry into World War I in April 1917, she was requisitioned by the U.S. Navy for use as a cargo ship. Commissioned as USS Radnor (ID-3023) in May 1918, the ship spent the remainder of the war transporting cargoes for the Navy. After the war, USS Radnor was converted into a troop transport and used to repatriate U.S. troops home from France.
