United Nations Advisory Committee of Local Authorities (UNACLA) is a committee of local authorities that serves as an advisory body to United Nations System for the purpose of strengthening the dialogue with local authorities from all over the world involved in the implementation of the Habitat Agenda. [1]

It was established in 2000 [5] in line with the UN Habitat Governing Council Resolution 17/18 of 1999. [1] Since September 2004, when UN-HABITAT established a formal relationship with United Cities and Local Governments, [6] the latter names the organization's chairperson & holds 10 of its 20 seats. UNACLA secretariat is split between Barcelona (UCLG headquarters) & Nairobi (UN-HABITAT headquarters). [7] [3]

Currently UNACLA is chaired by Ilsur Metshin, UCLG-Euroasia President, Mayor of Kazan (Republic of Tatarstan, Russian Federation), elected during 2019 UCLG World Summit in Durban (South Africa). [4] He was immediately preceded in 2011-2019 by Kadir Topbaş, Mayor of Istanbul (Turkey). [8] [9] [4]

Depending on the system chosen, a mayor may be the chief executive officer of the municipal government, may simply chair a multi-member governing body with little or no independent power, or may play a solely ceremonial role. A mayor's duties and responsibilities may be to appoint and oversee municipal managers and employees, provide basic governmental services to constituents, and execute the laws and ordinances passed by a municipal governing body. Options for selection of a mayor include direct election by the public, or selection by an elected governing council or board.

United Nations Transitional Administration for Eastern Slavonia, Baranja and Western Sirmium

The United Nations Transitional Administration for Eastern Slavonia, Baranja and Western Sirmium (UNTAES) was a UN peacebuilding transitional administration in the Eastern Slavonia, Baranja and Western Syrmia in the eastern parts of Croatia. The transitional administration lasted between 1996 and 1998 and is also sometimes known as the United Nations Transitional Authority in Eastern Slavonia, Baranja and Western Sirmium. The transitional administration was formally established by the United Nations Security Council Resolution 1037 of January 15, 1996. The transitional administration was envisaged and invited in the November 1995 Erdut Agreement between the Croatian Government and the representatives of the local Serb community in the region.

United Nations Human Settlements Programme UN agency for human settlements and sustainable urban development

The United Nations Human Settlements Programme (UN-Habitat) is the United Nations programme for human settlements and sustainable urban development. It was established in 1978 as an outcome of the first United Nations Conference on Human Settlements and Sustainable Urban Development held in Vancouver, Canada, in 1976. UN-Habitat maintains its headquarters at the United Nations Office at Nairobi, Kenya. It is mandated by the United Nations General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. It is a member of the United Nations Development Group. The mandate of UN-Habitat derives from the Habitat Agenda, adopted by the United Nations Conference on Human Settlements in Istanbul, Turkey, in 1996. The twin goals of the Habitat Agenda are adequate shelter for all and the development of sustainable human settlements in an urbanizing world.

Kadir Topbaş Turkish politician

Kadir Topbaş was a Turkish architect, businessman and politician who served as Mayor of Istanbul from 2004 to 2017.

The Peace Implementation Council (PIC) is an international body charged with implementing the Dayton Peace Agreement for Bosnia and Herzegovina. The Council was established at an implementation conference held in London, United Kingdom on December 8 and 9, 1995, subsequent to the completion of the negotiations of the accord the preceding month. The Council is, in effect, the realization, through the High Representative for Bosnia and Herzegovina, of the international community's governance of Bosnia and Herzegovina after signature of the Dayton Agreement. Anders Knape

Klas Anders Knape is a Swedish conservative politician. He served as the President of the Congress of Local and Regional Authorities (CLRAE) of the Council of Europe between November 6, 2018 and March 23, 2021. He is the president of the Swedish Association of Local Authorities and Regions (SALAR), and also a councillor of the Karlstad Municipality.

Mpho Franklyn Parks Tau is a South African politician who served as the mayor of the city of Johannesburg, South Africa from 2011 to 2016. He is a member of the African National Congress, and was the second democratically elected mayor, after Amos Masondo, of the Unified City of Johannesburg. The UCLG Committee on Social Inclusion, Participatory Democracy and Human Rights is one of the four Committees of the United Cities and Local Governments. As an autonomous network in the framework of UCLG, its stated goal is to bring together local authorities from across the world to exchange points of view and local initiatives on social inclusion, participatory democracy and human rights. Inheritor of the forums of local authorities (FAL) held in parallel to the first editions of the World Social Forum, the Committee has become a relevant stakeholder in global advocacy for human rights in the city and the Right to the City Throughout its history, the Committee been characterized by facilitating meetings and networking between progressive local authorities, with a special emphasis in the Latin American and European region. United Cities and Local Governments Middle East and West Asia Section (UCLG-MEWA) is one of nine regional sections of United Cities and Local Governments, with headquarters in Istanbul.

Global Covenant of Mayors for Climate & Energy

The Global Covenant of Mayors for Climate & Energy was established in 2016 by bringing formally together the Compact of Mayors and the European Union's Covenant of Mayors. It is a global coalition of city leaders addressing climate change by pledging to cut greenhouse gas emissions and prepare for the future impacts of climate change. The Compact highlights cities’ climate impact while measuring their relative risk levels and carbon pollution. The Compact of Mayors seeks to show the importance of city climate action, both at the local level and around the world. The Compact was launched in 2014 by UN Secretary General Ban Ki-moon and former New York City Mayor Michael Bloomberg, the UN Special Envoy for Cities and Climate Change. The Compact represents a common effort from global city networks C40 Cities Climate Leadership Group (C40), ICLEI, and United Cities and Local Governments (UCLG), as well as UN-Habitat, to unite against climate change. 428 global cities have committed to the Compact of Mayors. The collective member cities comprise over 376 million people and 5.19% of the global population.

Human Rights City

A Human Rights City is a municipality that refers explicitly to the Universal Declaration of Human Rights and other international human rights standards and/or law in their policies, statements, and programs. Analysts have observed growing numbers of such cities since 2000. The Human Rights City initiative emerged from the global human rights movement, and it reflects efforts of both activist groups and local government officials to improve respect for human rights principles at the local or community level. Because of their focus on local contexts, Human Rights Cities tend to emphasize economic, social, and cultural rights as they affect the lives of residents of cities and other communities and their ability to enjoy civil and political human rights. The human rights city concept is also intertwined with other innovations in human rights practice arisen at the local level, such as the Right to the City.
