The United Nations Office of Internal Oversight Services (OIOS) is an independent office in the United Nations Secretariat whose mandate is to "assist the Secretary-General in fulfilling his internal oversight responsibilities in respect of the resources and staff of the Organization." [1] Specifically, activities include internal audit, investigation, monitoring, evaluation, inspection, reporting and support services to the United Nations Secretariat. [2]

Its intended and mandated function is similar to many national government audit organisations, like the Government Accountability Office in the United States. It reports not only to the General Assembly, but also to the Secretary-General.

The current head of the OIOS, Under-Secretary-General Fatoumata Ndiaye [3] of Senegal, was appointed as Under-Secretary-General for Internal Oversight Services for a five-year term starting on 17 October 2019, succeeding Heidi Mendoza of the Philippines. [4]

The office was established in 1994 at the insistence of the United States that the UN take steps to curb waste and corruption, although there are some doubts concerning its effectiveness. [5] Its first head was Under-Secretary-General Karl Theodor Paschke.

Role and function

The Office submits reports to the Secretary-General that provide insight into the effective utilization of the resources of the Organization and the protection of its assets and also makes these reports available to the General Assembly. OIOS adds value by providing world-wide audit, investigation, inspection, programme monitoring, evaluation and consulting services to the United Nations Secretariat and a wide range of United Nations operational funds, programmes and tribunals. OIOS sees itself as an agent of change, committed to help client departments and offices bring about responsible administration of resources and a culture of accountability, transparency, results-orientation and risk awareness.

The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, dedicated to implementing projects for the United Nations System, international financial institutions, governments and other partners around the world. Jan Beagle New Zealand diplomat

Jan Margaret Beagle is a diplomat from New Zealand who has been serving as the Director-General of the International Development Law Organization (IDLO) since 2020. From 2017 until 2019, she was the Under-Secretary-General of the United Nations for Management, appointed to this position by United Nations Secretary-General António Guterres on 1 June 2017. She then served as Special Advisor to the Secretary-General on Systemwide Implementation of Chief Executive Board decisions.

Heidi Mendoza

Heidi Macaraan Lloce-Mendoza is a former Undersecretary General for the United Nations Office of Internal Oversight. A Filipino public official, Mendoza was commissioner and officer-in-charge of the Commission on Audit of the Philippines from 2011 to 2015. On October 6, 2015, Mendoza was nominated by UN Secretary-General Ban Ki-moon to head the United Nations Office of Internal Oversight Services replacing Canadian Carman Lapointe. Mendoza has also served as an external auditor for the Food and Agriculture Organization, World Health Organization and International Labour Organization.

The Organization of Latin American and Caribbean Supreme Audit Institutions (OLACEFS) is an international, autonomous, independent, apolitical and permanent organization. Its origins can be traced back to the First Congress of Latin American Supreme Audit Institutions - CLADEFS - held in 1963 in Caracas, Venezuela, in response to the need for a forum for exchanging ideas and experiences relating to government control, and for promoting cooperation and development between supreme audit institutions. At the Congress it was recommended that a Latin American Institute of Fiscal Control be created to carry out specialized research and serve as a center for information, education, coordination and mutual assistance between audit institutions.

The United Nations Joint Staff Fund (UNJSPF) is a fund that provides UN pension, death, disability and the other related benefits for staff of the United Nations and the other organizations admitted to membership in the Fund. The UNJSPF is a multiple employer defined benefit plan and governed by the United Nations Joint Staff Pension Board (UNJSPB), the Staff Pension Committee for each member organization, and a secretariat to the UNJSPB and to each such committee.

Office of the Special Representative of the Secretary-General on Sexual Violence in Conflict

The Office of the Special Representative of the Secretary-General on Sexual Violence in Conflict (OSRSG-SVC) is an office of the United Nations Secretariat tasked with serving the United Nations' spokesperson and political advocate on conflict-related sexual violence, the Special Representative of the Secretary-General on Sexual Violence in Conflict (SRSG-SVC). The Special Representative holds the rank of Under-Secretary-General of the United Nations and chairs the UN Action Against Sexual Violence in Conflict. The mandate of the SRSG-SVC was established by Security Council Resolution 1888, introduced by Hillary Clinton, and the first Special Representative, Margot Wallström, took office in 2010. The current Special Representative is Pramila Patten of Mauritius, who was appointed by United Nations Secretary General António Guterres in April 2017. The work of the SRSG-SVC is supported by the United Nations Team of Experts on the Rule of Law/Sexual Violence in Conflict, co-led by the Department of Peacekeeping Operations (DPO), Office of the High Commissioner for Human Rights (OHCHR) and the United Nations Development Programme (UNDP), also established under Security Council Resolution 1888.
