The United States Ambassador-at-Large for Global Criminal Justice is the head of the Office of Global Criminal Justice in the United States Department of State. The ambassador-at-large advises the United States Secretary of State and the Under Secretary of State for Civilian Security, Democracy, and Human Rights directly and formulates U.S. policy responses to atrocities committed in areas of conflict and elsewhere throughout the world. As the President’s envoy, this Ambassador travels worldwide engaging heads of state and international organizations to build bilateral and international support for U.S. policies. As part of this, the Ambassador visits affected countries and engages a range of diplomatic, legal, economic, military, and intelligence tools to help secure peace and stability and build the rule of law. As the head of the Office of Global Criminal Justice, this Ambassador also has the rank of Assistant Secretary. [1] [2]

David Scheffer served as the first U.S. Ambassador-at-Large for War Crimes Issues (1997–2001). He was followed by Pierre-Richard Prosper (2001–2005), and John Clint Williamson (2006–2009). [3]

In July 2009, U.S. President Barack Obama nominated Stephen Rapp, a former United States Attorney and prosecutor for the United Nations Special Court for Sierra Leone, to succeed John Clint Williamson as Ambassador-at-Large for War Crimes Issues. The Senate confirmed him on September 8, 2009, making Rapp the fourth person to hold the title.[ citation needed ]

Eli Rosenbaum

States parties to the Rome Statute of the International Criminal Court

The states parties to the Rome Statute of the International Criminal Court are those sovereign states that have ratified, or have otherwise become party to, the Rome Statute of the International Criminal Court. The Rome Statute is the treaty that established the International Criminal Court, an international court that has jurisdiction over certain international crimes, including genocide, crimes against humanity, and war crimes that are committed by nationals of states parties or within the territory of states parties. States parties are legally obligated to co-operate with the Court when it requires, such as in arresting and transferring indicted persons or providing access to evidence and witnesses. States parties are entitled to participate and vote in proceedings of the Assembly of States Parties, which is the Court's governing body. Such proceedings include the election of such officials as judges and the Prosecutor, the approval of the Court's budget, and the adoption of amendments to the Rome Statute.

United States Ambassador-at-Large for Global Womens Issues United States diplomat

The Ambassador-at-Large for Global Women's Issues is the ambassador-at-large who heads the Office of Global Women's Issues in the United States Department of State. This ambassador-at-large also has the rank of Assistant Secretary.

The Secretary's Office of Global Women's Issues is located within the United States Department of State. In 2009, Melanne Verveer was appointed to be the first Ambassador-at-Large for Global Women's Issues. From September 2013 to May, 2017, Catherine M. Russell was appointed to this position. From May 2017 through December 2019, there was no ambassador for this office. Kelley Currie, a political appointee, joined the Global Women's Issues Office as U.S. Ambassador-at-Large in January 2020.

Whitney R. Harris World Law Institute

Todd F. Buchwald served as the Special Coordinator in the US State Department's Office of Global Criminal Justice from December 30, 2015, until July 2017. He replaced Stephen Rapp.
