Greater London has a number of waste disposal authorities, responsible for waste collection and disposal. Prior to the abolition of the Greater London Council in 1986, it was the waste authority for Greater London.
There are four statutory joint waste authorities, as follows: [1] [2]
The joint authorities are made up of councillors nominated from the borough councils. They are funded by a levy on the local authorities.
The other boroughs—that is to say the City of Westminster and the City of London along with Bexley, Bromley, Croydon, Greenwich, Kingston upon Thames, Lewisham, Merton, Southwark, Sutton and Tower Hamlets—are independent waste authorities in their own right.
The four boroughs of Croydon, Kingston, Merton and Sutton work together in a voluntary capacity as the South London Waste Partnership.
The ODPM proposed in 2006, as part of other transfers of powers to the Greater London Authority, to give it a waste function. The Mayor of London has made repeated attempts to bring the different waste authorities together, to form a single waste authority in London similar to the Greater Manchester Waste Disposal Authority which deals with waste from all households in Greater Manchester. This has faced significant opposition from existing authorities. [3] However, it has had significant support from all other sectors and the surrounding regions managing most of London's waste.[ citation needed ]
The London Borough of Croydon is a London borough in south London, part of Outer London. It covers an area of 87 km2 (33.6 sq mi). It is the southernmost borough of London. At its centre is the historic town of Croydon from which the borough takes its name; while other urban centres include Coulsdon, Purley, South Norwood, Norbury, New Addington, Selsdon and Thornton Heath. Croydon is mentioned in Domesday Book, and from a small market town has expanded into one of the most populous areas on the fringe of London. The borough is now one of London's leading business, financial and cultural centres, and its influence in entertainment and the arts contribute to its status as a major metropolitan centre. Its population is 390,719, making it the most populous London borough and sixteenth largest English district.
The London boroughs are the 32 local authority districts that together with the City of London make up the administrative area of Greater London, England; each is governed by a London borough council. The present London boroughs were all created at the same time as Greater London on 1 April 1965 by the London Government Act 1963 and are a type of local government district. Twelve were designated as Inner London boroughs and twenty as Outer London boroughs. The City of London, the historic centre, is a separate ceremonial county and sui generis local government district that functions quite differently from a London borough. However, the two counties together comprise the administrative area of Greater London as well as the London Region, all of which is also governed by the Greater London Authority, under the Mayor of London.
South London is the southern part of London, England, south of the River Thames. The region consists of the boroughs, in whole or in part, of Bexley, Bromley, Croydon, Greenwich, Kingston, Lambeth, Lewisham, Merton, Richmond, Southwark, Sutton and Wandsworth.
Outer London is the name for the group of London boroughs that form a ring around Inner London. Together, the inner and outer boroughs form London, the capital city of the United Kingdom. The population at the 2021 Census was 5,395,500, which means over 60% of the population of Greater London lives in Outer London.
The Local Government Act 1985 is an Act of Parliament in the United Kingdom. Its main effect was to abolish the six county councils of the metropolitan counties that had been set up in 1974, 11 years earlier, by the Local Government Act 1972, along with the Greater London Council that had been established in 1965. In their place many single purpose authorities known collectively as 'joint authorities' were established for fire service, police and passenger transport. An ad hoc education authority was established for Inner London and a planning authority for Greater London. The legislation permitted councils to form 'joint arrangements' for waste disposal and other services that they wished to provide together. Time-limited residuary bodies were created to dispose of the assets of the former authorities.
Elections for the Croydon London Borough Council are held every four years to elect 70 councillors. The last ward boundary changes came into force at the 2018 local elections.
The London Government Act 1963 is an act of the Parliament of the United Kingdom, which created Greater London and a new local government structure within it. The Act significantly reduced the number of local government districts in the area, resulting in local authorities responsible for larger areas and populations. The upper tier of local government was reformed to cover the whole of the Greater London area and with a more strategic role; and the split of functions between upper and lower tiers was recast. The Act classified the boroughs into inner and outer London groups. The City of London and its corporation were essentially unreformed by the legislation. Subsequent amendments to the Act have significantly amended the upper tier arrangements, with the Greater London Council abolished in 1986, and the Greater London Authority introduced in 2000. As of 2024, the London boroughs are more or less identical to those created in 1965, although with some enhanced powers over services such as waste management and education.
The Association of Greater Manchester Authorities was the local government association for Greater Manchester, a metropolitan county in North West England. Its creation followed the abolition of the Greater Manchester County Council, being established in 1986 as a governmental organisation to represent the ten district councils of Greater Manchester. AGMA was later superseded by the Greater Manchester Combined Authority, the first authority of this new type in the United Kingdom, on 1 April 2011.
Local government elections took place in London, and some other parts of the United Kingdom on Thursday 4 May 2006. Polling stations were open between 7am and 10pm.
Elections for the London Borough of Merton were held on 7 May 1998 to elect members of Merton London Borough Council in London, England. This was on the same day as other local elections in England and a referendum on the Greater London Authority; in the latter, Merton voted in favour of creating the Greater London Authority by 72.2% on a 37.6% turnout.
The Greater Manchester Combined Authority (GMCA) is a combined authority for Greater Manchester, England. It was established on 1 April 2011 and consists of 11 members: 10 indirectly elected members, each a directly elected councillor from one of the ten metropolitan boroughs that comprise Greater Manchester, together with the directly elected Mayor of Greater Manchester. The authority derives most of its powers from the Local Government Act 2000 and Local Democracy, Economic Development and Construction Act 2009, and replaced a range of single-purpose joint boards and quangos to provide a formal administrative authority for Greater Manchester for the first time since the abolition of Greater Manchester County Council in 1986.
Sutton London Borough Council, also known as Sutton Council, is the local authority for the London Borough of Sutton in Greater London, England. It is a London borough council, one of 32 in London. The council has been under Liberal Democrat majority control since 1990. The council is based at the Civic Offices in Sutton.
Merton London Borough Council, which styles itself Merton Council, is the local authority for the London Borough of Merton in Greater London, England. It is a London borough council, one of 32 in London. The council has been under Labour majority control since 2014. The council is based at Merton Civic Centre in Morden.
Croydon London Borough Council, which styles itself Croydon Council, is the local authority for the London Borough of Croydon in Greater London, England. It is a London borough council, one of 32 in London. Croydon is divided into 28 wards, electing 70 councillors. Since 2022 the council has been led by a directly elected mayor. The council has been under no overall control since 2022, being run by a Conservative minority administration. The council meets at Croydon Town Hall and has its main offices in the adjoining Bernard Weatherill House.
Harrow London Borough Council, also known as Harrow Council, is the local authority for the London Borough of Harrow in Greater London, England. It is a London borough council, one of 32 in London. The council has been under Conservative majority control since 2022. Full council meetings are held at the Harrow Arts Centre and the council's main offices are at the Council Hub in Wealdstone.
Kingston upon Thames London Borough Council, which styles itself Kingston Council, is the local authority for the Royal Borough of Kingston upon Thames in Greater London, England. It is a London borough council, one of 32 in London. The council has been under Liberal Democrat majority control since 2018. It is based at Kingston upon Thames Guildhall.
There were local government elections in London on Thursday 22 May 2014. All councillor seats on the 32 London borough councils were up for election. The electorates of Hackney, Lewisham, Newham and Tower Hamlets also elected their executive mayors, who operate in place of council leaders in those boroughs. Ward changes took place in Hackney, Kensington and Chelsea, and Tower Hamlets, which reduced the total number of councillors by 10 to 1,851. Both the mayoral and councillor elections are four-yearly.
The Mayor of Greater Manchester is the directly elected mayor of Greater Manchester, responsible for strategic governance in the region that includes health, transport, housing, strategic planning, waste management, policing, the Greater Manchester Fire and Rescue Service and skills. The creation of the Mayor of Greater Manchester was agreed between the then Chancellor of the Exchequer, George Osborne, and Greater Manchester's 10 district council leaders. As well as having specific powers, the mayor chairs the Greater Manchester Combined Authority, also assuming the powers of the Greater Manchester Police and Crime Commissioner.
Greater London is an administrative area in England, coterminous with the London region, containing most of the continuous urban area of London. It contains 33 local government districts: the 32 London boroughs, which form a ceremonial county also called Greater London, and the City of London. The Greater London Authority is responsible for strategic local government across the region, and regular local government is the responsibility of the borough councils and the City of London Corporation. Greater London is bordered by the ceremonial counties of Hertfordshire to the north, Essex to the north-east, Kent to the south-east, Surrey to the south, and Berkshire and Buckinghamshire to the west.
The Sutton Link is a proposed new tram line in South London, between Colliers Wood via St Helier to Sutton. Proposed since the early 2000s, consultations on the proposed route took place in the late 2010s. A preferred route was announced in February 2020. Financial issues caused by the COVID-19 pandemic led Transport for London to put the project on hold in July 2020. Despite being identified in the London Plan, the project was cancelled in 2023, due to a "weak business case" and lack of funding.
