1991 Sabah political arrests

Political arrests was carried out between 1990 and 1991 to crack down on opposition leaders in Sabah, Malaysia, and their alleged plans to secede the state from Malaysia, allegedly known as Operation Talkak. Seven men were detained under the Internal Security Act (ISA). All seven men were leaders or prominent members the Kadazan Cultural Association (KCA), Institute for Development Studies (IDS), Sabah Foundation, and opposition party Parti Bersatu Sabah (PBS), and were placed under two-year detention orders.

Events leading up to Operation Talkak

February 1990

Jeffrey Kitingan, 42, director of IDS, younger brother of Chief Minister of Sabah Pairin Kitingan, is charged in a high court with seven counts of corruption. The corruption charges are in regards to the export of timber.

July 1990

PBS calls for a 50-50 redistribution of revenue from Sabah's resources, particularly from crude oil. At the time, the distribution is 95–5, with 95% going to the federal government and 5% to Sabah. Sabah produces a fifth of Malaysia's total crude oil output. State election was held on 16 to 17 July. Before the election, PBS left the Barisan Nasional coalition and won with a two-thirds majority in the state assembly.

October 1990

Four days before the Malaysian general election, PBS withdraws from Barisan Nasional (BN), and joins opposition party Semangat 46. According to Bernard Dompok, the relationship between PBS and BN had always been an uneasy one, since PBS came to power during the Sabah state elections in 1985.

May 1990

Damit Undikai, 54, PBS member and former Special Branch officer, is arrested by Special Branch police forces on 18 May, for allegedly heading plans to secede Sabah from the Malaysian federation.

Albinus Yudah, 41, chief of security at Borneo Rest House, member of PBS and KCA, and former police constable, is arrested on 25 May.

Benedict Topin, 37, PBS member, Executive Secretary of KCA, is arrested on 25 May. The Malaysian police claims to have been monitoring him since 1987.

July 1990

Abdul Rahman Ahmad, 51, Assistant Superintendent of Police, Sabah, is arrested on 7 July.

January 1991

Maximus Ongkili , senior researcher and deputy chief director of IDS, nephew of Jeffrey Kitingan and Chief Minister of Sabah Joseph Pairin Kitingan, electoral press consultant to Pairin Kitingan during the 1990 Sabah state and national elections, is arrested on 3 January.

Vincent Chung, manager of administration and personnel, Sabah Foundation, is arrested on 19 January.

Joseph Pairin Kitingan , Chief Minister of Sabah, Huguan Siou (Paramount Leder) of the Kadazandusun Cultural Association (KDCA), president of Parti Bersatu Sabah (PBS), is pressed with corruption charges. Almost a year earlier, his brother Jeffrey Kitingan was pressed with similar charges.

March 1991

Maximus Ongkili is released unconditionally on 2 March.

May 1991

Jeffrey Kitingan is arrested on 13 May.

Present day

Present-day political conditions in Sabah and Malaysia have taken a surprising turn, in comparison with the conditions during Operation Talkak. Several of the previously detained figures have gone on to assume prominent positions in the current Malaysian government. These political conditions, and political choices of the previously detained figures, have been met with mixed receptions by the public.

Tambunan is the capital of the Tambunan District in the Interior Division of Sabah, Malaysia. Its population was estimated to be around 35,667 in 2010. It is located 80 kilometres east of the state capital, Kota Kinabalu, 48 kilometres south of Ranau and 48 kilometres north of Keningau. At an average altitude of 750 metres, this valley town, which is part of the Crocker Range, experiences a mild tropical climate all year long. The valley is peppered with terraced paddy fields and 70 villages. The dense forests of bamboo around Tambunan town are a legacy of the British colonial period, during which an edict stated that 20 bamboo sprouts had to be planted for every bamboo cut.

Tan Sri Datuk Seri Panglima Joseph Pairin Kitingan is a Malaysian politician who served as the 7th Chief Minister of Sabah from April 1985 to March 1994 and Member of Parliament (MP) for Keningau from August 1986 to May 2018. He is founding President of the United Sabah Party (PBS) and brother of Jeffrey Kitingan, the Deputy Chief Minister II and State Minister of Agriculture and Fisheries of Sabah and President of Homeland Solidarity Party (STAR) as well as uncle of Maximus Ongkili, the Minister in the Prime Minister's Department in charge of Sabah and Sarawak affairs and President of PBS. Datuk Seri Panglima Dr Jeffrey Gapari Kitingan(born 22 October 1948, also known as DDJK or DSPDJK since 2021) is Malaysian politician who has served as the Deputy Chief Minister of Sabah I since January 2023 and State Minister of Agriculture and Fisheries of Sabah for the second term since September 2020. He served as the Deputy Chief Minister of Sabah II from October 2020 to his promotion in January 2023 and the first term in the position in May 2018. In January 2023, he was appointed as the Deputy Chief Minister I of Sabah succeeding Bung Mokhtar, who was dropped due to a political crisis. At the federal level, he served as the Deputy Minister of Tourism, Arts and Culture from March 2020 to his resignation in September 2020 and Deputy Minister of Housing and Local Government from August 1994 to May 1995. He has served as Member of Parliament (MP) for Keningau since May 2018, Member of the Sabah State Legislative Assembly (MLA) for Tambunan since May 2018 and Bingkor from May 2013 to May 2018. <span class="mw-page-title-main">1986 Sabah riots</span>

The 1986 Sabah riots, also known as The Silent Riot, occurred between March and May in various locations around the state of Sabah, Malaysia. The riots centred mainly in the capital Kota Kinabalu, as well as in the towns of Tawau and Sandakan. On 12 March, seven plastic explosives were detonated in Kota Kinabalu. A bomb was also detonated in Tawau. At least five bombs exploded in Sandakan killing one newspaper vendor and injuring a senior Police Field Force officer. The riots resulted in the death of 5 people.

The 1985 Sabah state election was held between Saturday, 20 April and Sunday, 21 April 1985. This was the fifth state election to take place. Parti Bersatu Sabah won 25 out 48 seats contested, thus forming government with its president Joseph Pairin Kitingan being sworn in as Chief Minister. This election is a milestone in Sabah political history as it marked the first time that a party not part of the nation's ruling coalition Barisan Nasional (BN) formed government. PBS took control of the state from the previous ruling government under Parti Berjaya—a partner of BN, which has been in power since 1976.

The 1994 Sabah state election was held between Friday, 18 February and Saturday, 19 February 1994. Nomination day was 7 February 1994. The election was one of the most controversial election in Sabah's political history. The election was won by the incumbent ruling party Parti Bersatu Sabah (PBS), winning 25 state electorates against 23 won by the federal government's ruling Barisan Nasional coalition.

<span class="mw-page-title-main">Sabah People's United Front</span> Political party in Malaysia

Sabah People's United Front or in Malay Parti Bersatu Rakyat Jelata Sabah is more commonly known by its abbreviation BERJAYA, was a political party based in the state of Sabah, Malaysia. BERJAYA was formed by former United Sabah National Organisation (USNO) secretary-general Harris Salleh who was later joined by Fuad Stephens, who served as the first Chief Minister of Sabah as well as president of the United Pasokmomogun Kadazan Organisation (UPKO). Stephens became the fifth Chief Minister after BERJAYA won the 1976 state election in April but died in June the same year, being succeeded by Salleh. The party had been a partner of Barisan Nasional (BN), the then ruling coalition of Malaysia since its inception on 15 July 1975.

Tan Sri Datuk Seri Panglima Joseph Kurup was a Malaysian politician who served as 1st and founding President of the Parti Bersatu Rakyat Sabah (PBRS), a component party of the Barisan Nasional (BN) coalition from March 1994 to January 2023, Minister in the Prime Minister's Department, Deputy Minister of Energy and Natural Resources and Deputy Minister of Rural and Regional Development in the BN administration under former Prime Ministers Abdullah Ahmad Badawi and Najib Razak from March 2008 to May 2018. He served as the Member of Parliament (MP) for Pensiangan from March 2008 to May 2018. He also served as Deputy Chief Minister of Sabah, State Minister of Agriculture and Fisheries, State Minister of Communications and Works, State Minister of Finance, State Minister of Industrial Development, State Minister of Resource Development and Enterprise and State Minister of Youth and Sports of Sabah under former Chief Ministers Joseph Pairin Kitingan, Sakaran Dandai, Salleh Said Keruak, Yong Teck Lee, Bernard Giluk Dompok, Osu Sukam, Chong Kah Kiat and Musa Aman in the BN state administration from 1985 to 2004. He was a founding member of the PBRS and was a member of the Parti Bersatu Sabah (PBS). He was also the father of Arthur Joseph Kurup, the Deputy Minister of Agriculture and Food Security, Pensiangan MP and PBRS President. Kurup died in Kuala Lumpur on 17 April 2024, at the age of 79.

The 1986 Sabah state election was held between Sunday, 4 May and Monday, 5 May 1986. The snap election was called by chief minister Pairin Kitingan in response to civil disturbances and political defections following the results of the 1985 state election.

The 1990 Sabah state election was held between Monday, 16 July and Tuesday, 17 July 1990. Parti Bersatu Sabah (PBS) was the incumbent ruling party in the state and part of the Barisan Nasional coalition, which PBS joined after the 1986 state election.

<span class="mw-page-title-main">Homeland Solidarity Party</span> Political party of Malaysia

Homeland Solidarity Party is a Sabah-based political party. The party was founded on 1 July 2016 by Joseph Pairin Kitingan's brother Jeffrey. STAR Party was one of four founding parties of the United Sabah Alliance (USA) founded in 2016, United Alliance of Sabah (UAOS) founded in 2018, and Gabungan Rakyat Sabah (GRS) founded in 2020, the other being the Sabah People's Ideas Party (GAGASAN), Sabah Progressive Party (SAPP) and United Sabah Party (PBS).

The United Alliance of Sabah was a political coalition bringing together Sabah-based opposition parties in Malaysia established by Joseph Pairin Kitingan following the fall of the Barisan Nasional coalition in the 2018 Malaysian general election. The new coalition was intended to include the United Sabah Party, Homeland Solidarity Party and remnants of former Sabah BN members, mainly those of the United Malays National Organisation's Sabah branch led by Musa Aman who was rumoured to have intended on joining to PBS. However, no such move materialised, with Musa Aman remaining a member of UMNO and BN.

<span class="mw-page-title-main">Mohamaddin Ketapi</span> Malaysian politician

Datuk Mohamaddin bin Ketapi is a Malaysian politician who has served as Member of the Sabah State Legislative Assembly (MLA) for Segama since September 2020. He served as the Minister of Tourism, Arts and Culture in the Pakatan Harapan (PH) administration under former Prime Minister Mahathir Mohamad from July 2018 to the collapse of the PH administration in February 2020. He served as the Member of Parliament (MP) for Lahad Datu from October 2019 to November 2022 and for Silam from May 2018 to October 2019 as well as MLA for Lahad Datu from August 1986 to October 1990. He also served as the State Assistant Minister of Industrial and Rural Development of Sabah in the United Sabah Party (PBS) state administration under former Chief Minister Joseph Pairin Kitingan from 1986 to 1990. He is a member of the United Malays National Organisation (UMNO), a component party of the Barisan Nasional (BN) coalition. He was also member of the Parti Bangsa Malaysia (PBM), member of the Malaysian United Indigenous Party (BERSATU), a component party of the ruling Gabungan Rakyat Sabah (GRS) and Perikatan Nasional (PN) coalitions, member of the Heritage Party (WARISAN) and member of the PBS. He has also served as the 1st State Chairman of PBM of Sabah from August 2022 to his resignation from the party in January 2023. On 30 October 2021, he left WARISAN and became independent in support for GRS. Later, he officially became a member of BERSATU on 26 November 2021. However on 28 June 2022, he left BERSATU and became independent again in support for BN and GRS ruling coalitions after joining it only seven months prior. He then joined PBM and was appointed as its State Chairman of Sabah exactly two months later after leaving BERSATU on 28 August 2022. On 6 January 2023, he left PBM and joined UMNO and supported its withdrawal of support for GRS that triggered the 2023 Sabah political crisis.

<span class="mw-page-title-main">Perikatan Nasional</span> Political coalition in Malaysia

The National Alliance is a political coalition composed of the Malaysian United Indigenous Party, Malaysian Islamic Party, Malaysian People's Movement Party, Sabah Progressive Party and Malaysian Indian People's Party This coalition was preceded by the Malaysian Party Alliance Association, also known as the Persatuan Perikatan Parti Malaysia (PPPM). It is the second largest political coalition in Dewan Rakyat with 74 seats after Pakatan Harapan (PH) with 81 seats.

<span class="mw-page-title-main">Anwar Ibrahim cabinet</span> Government of Malaysia since 2022

The Anwar Ibrahim cabinet is the current federal cabinet of Malaysia, formed on 3 December 2022, nine days after Anwar Ibrahim took office as the 10th Prime Minister of Malaysia. The composition of the cabinet was announced by Anwar a day earlier on 2 December 2022, consisting of most of the political coalitions and parties represented in the 15th Parliament. Although Perikatan Nasional (PN) was also invited to join the government, it decided to decline the invitation and instead formed the opposition. The government is often referred to as "unity government".

The 1981 Sabah state election was held between Monday, 23 March and Saturday, 28 March 1981. This was the fourth state election to take place. The Sabah State Legislative Assembly was dissolved on 21 February 1981, 2 months earlier than the expiry of the Assembly term on 26 April 1981. Candidates nomination took place on 7 March 1981.

In Malaysian politics, a frog refers to an act where a politician crosses the bench from one party to another (changing support). This term was first coined in during the 1994 Sabah state elections after United Sabah Party losing its majority even the party won the state elections. Despite its usage nationwide, it is more familiar within the state of Sabah. Since May 25, 2023, nine (9) states of Malaysia has approved the Parties hopping prevention law also known as the "Anti-Switching Parties Law" or "Anti-Hopping Parties Law" for both Parliament and State legislative assembly including Sabah and Sarawak.
