The 2005 Devon County Council election was an election to Devon County Council which took place on 5 May 2005 as part of the 2005 United Kingdom local elections. 62 councillors were elected from various electoral divisions, which returned either one or two county councillors each by first-past-the-post voting for a four-year term of office. The electoral divisions had been redrawn since the last election in 2001. No elections were held in Plymouth and Torbay, which are unitary authorities outside the area covered by the County Council.
All locally registered electors (British, Irish, Commonwealth and European Union citizens) who were aged 18 or over on election day were entitled to vote in the local elections.
The election saw the Liberal Democrats regain control of the council, which had last been under Liberal Democrat control after the 1997 election, but had been under no overall control since the 2001 election. [1] The Conservative Party gained only one seat, despite the increase in the number of seats from 54 to 62 after redistricting, becoming the second-largest party on the council and therefore the official opposition party. The Liberal Party lost all three of its seats in the election, while the Independent grouping lost one seat. The Gallagher index for the election, which measures the disproportionality of seat allocation, was 11.94. [note 3]

The Gallagher index measures an electoral system's relative disproportionality between votes received and seats in a legislature. As such, it measures the difference between the percentage of votes each party gets and the percentage of seats each party gets in the resulting legislature, and it also measures this disproportionality from all parties collectively in any one given election. That collective disproportionality from the election is given a precise score, which can then be used in comparing various levels of proportionality among various elections from various electoral systems. The Gallagher index is a statistical analysis methodology utilised within political science, notably the branch of psephology.

An election to Devon County Council took place on 7 May 2009 as part of the 2009 United Kingdom local elections. The elections had been delayed from 7 May, to coincide with elections to the European Parliament. 62 councillors were elected from various electoral divisions, which returned either one or two county councillors each by first-past-the-post voting for a four-year term of office. The electoral divisions were the same as those used at the previous election in 2005. No elections were held in Plymouth and Torbay, which are unitary authorities outside the area covered by the County Council.
An election to Devon County Council took place on 2 May 2013 as part of the 2013 United Kingdom local elections. 62 councillors were elected from electoral divisions which returned one county councillor each by first-past-the-post voting for a four-year term of office. The electoral divisions were the same as those used at the previous election in 2009. No elections were held in Plymouth and Torbay, which are unitary authorities outside the area covered by the County Council.

The 2016 Exeter City Council election took place on 5 May 2016, to elect members of Exeter City Council in England. Following boundary changes, the entire council was up for election, and all 13 wards were contested, each electing three councillors. The 2017 Welsh local elections were held on 4 May 2017 to elect members of all 22 local authorities in Wales. This included the Isle of Anglesey, which was previously up for election in 2013 due to having its elections delayed for a year. Community council elections also took place on the same day. These local elections were held as part of the 2017 local elections in the United Kingdom. Apart from Anglesey, the last elections were held in 2012. Normally these elections take place every four years, but the 2017 elections were postponed for a year in order to avoid clashing with the 2016 Welsh Assembly election, which itself had been postponed by a year to avoid clashing with the 2015 general election.
The Loosemore–Hanby index measures disproportionality of electoral systems, how much the principle of one person, one vote is violated. It computes the absolute difference between votes cast and seats obtained using the formula:

The electoral divisions were changed from the previous election, but continued to be used for 2009. Elections in Portsmouth and Southampton did not coincide with this election, as they are unitary authorities, and therefore outside the area covered by the County Council.
An election to Oxfordshire County Council took place on 5 May 2005 as part of the 2005 United Kingdom local elections, coinciding with the 2005 United Kingdom general election. 74 councillors were elected from various electoral divisions, which returned either one, two or three county councillors each by first-past-the-post voting for a four-year term of office.
