MD 23 is an L-shaped highway in northwestern Harford County that consists of two major sections. Between US 1 and MD 165 in Jarrettsville, MD 23 is marked east–west along a two-lane controlled access road named East–West Highway. From MD 165 to the state line, the state highway is marked north–south along Norrisville Road, a rural two-lane highway that passes through the villages of Madonna and Shawsville. The two sections of MD 23 are connected by a short concurrency with MD 165.

Waycross is the camp and conference center of the Episcopal Diocese of Indianapolis. Waycross opened in 1957. It is located on over 400 acres (1.6 km2) on Bear Creek Road, in Jackson Township. The site is centered in a beautiful valley near the intersection of Bear Creek and Richards Roads. The Bilhiemer family built the original house and tried to farm the property. The farm failed and a man named Charlie Murphy bought the property. History tells that the Mr. Murphy tried to run a gambling operation out of the property. This too failed.
