To face the shortage of Indian Police Service officers in India as a result the high attrition in the Indian Police Service, the Ministry of Home Affairs proposed the formation of Indian Police Service Limited Competitive Examination to be conducted by UPSC. IPS Limited Competitive Examination was held for the first time in 2012. This is in addition to the Civil Services Examination conducted by UPSC itself, for recruitment to the various civil services including Indian Police Service.The Central Administrative Tribunal(CAT) has struck down the examination following the challenge by some state cadre police officers. Consequent to the CAT verdict, UPSC has withheld the declaration of final results of 2012 examination. Now the Ministry of Home Affairs is trying to sort out the legal matters as soon as possible.
(a)The candidate must hold a degree of any of Universities incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University Under Section-3 of the University Grants Commission Act, 1956, or possess an equivalent qualification.
(b) A candidate must not have attained the age of 32 years for General Category, 35 years for Other Backward Classes category candidates and 37 years for candidates belonging to a Scheduled Caste or Scheduled Tribe. [1]

Paper I:- General Studies covering Current affairs, History of India, Geography of India and the world, Indian polity and Governance, Economic and social development, Environmental issues, General Science get paper II :- Aptitude test comprising Comprehension, Interpersonal skills, Logical reasoning and analytical ability, Decision making and problem-solving, General mental ability, Basic numeracy, and English Language Comprehension skills
Paper III :- English Language paper. This paper would be of Matriculation standard and qualifying in nature only. Its marks will not be counted for the preparation of merit ranking.
Paper IV :- Essay paper. It will comprise two essays, one on the security aspect and the other on the various developmental aspects of the society.
Paper V:- General Studies paper covering various aspects like Elementary Principles of Public Law, State Policy, Fundamental Rights, Human Rights, Disaster Management, National Security, etc.
Part B PAPERS OF DESCRIPTIVE TYPE
Paper III : English (200 marks / 3 hours duration):- This will be a qualifying test only of Matriculation or equivalent standard. The aim of the paper is to test the candidate's ability to read and understand serious discursive prose, and to express his ideas clearly and correctly, in English. The pattern of questions would be broad as follows (indicative only) :—

Indian and World Geography-Physical, Social, Economic Geography of India and the World. Indian Polity and Governance – Constitution, Political System, Panchayati Raj, Public Policy, Rights Issues, etc. Economic and Social Development – Sustainable Development, Poverty, Inclusion, Demographics, Social Sector initiatives, etc. General issues on Environmental Ecology, Biodiversity and Climate Change – that do not require subject specialisation. General Science Syllabus for CSAT Paper (Prelims Paper-II) Comprehension Interpersonal skills including communication skills Logical reasoning and analytical ability Decision-making and problem solving General mental ability Basic numeracy (numbers and their relations, orders of magnitude, etc.) (Class X level), Data interpretation (charts, graphs, tables, data sufficiency etc. – Class X level)
Note I : Answer all questions in this paper will have to be attempted in English only.
Paper IV: Essay ( 200 Marks/ 3 hours duration) Candidates will be required to write two Essays. One topic will pertain to Indian Society/ politics/ Economy/Development, Growth, and related aspects. The other topic will pertain to security and related matters. Candidates will be expected to keep close to the subject of the essay to arrange their ideas in an orderly fashion and to write concisely. Credit will be given for effective and exact expression.
Paper V: General Studies (200 Marks/ 3 hours duration) The questions will be such as to test a candidate's awareness of a variety of subjects and are likely to test the candidate's basic understanding of all relevant issues, and the ability to analyze and take a view on conflicting socio-economic goals, objectives and demands. The candidates must give relevant, meaningful and succinct answers. Note: This paper can be answered by the Candidates either in English or in Hindi. Attempting answers in any other language or use of ‘mixed’ language (i.e. partly in English and partly in Hindi) is not permissible. Syllabus: a) A brief idea about the History and Geography of India.
b) Constitution of India and Indian Polity: This part will include questions on the Constitution of India, as well as all constitutional, legal, administrative and other issues emerging from the politico-administrative system prevalent in the country.
c) Current National Issues and Topics of Social Relevance -
This part is intended to test the Candidate's awareness of current national issues and topics of social relevance in present-day India, such as the following :
The Indian Police Service is a central civil service under the All India Services. It replaced the Indian Imperial Police in 1948, a year after India became independent from the British Raj.
The Common Admission Test (CAT) is a computer based test for admission in graduate management programs. The test consists of three sections: Verbal Ability and Reading Comprehension, Data Interpretation and Logical Reasoning and Quantitative Ability. The exam is taken online over a period of three hours, with one hour per section. In 2020, due to the COVID precautions, The Indian Institutes of Management Indore decided to conduct the CAT Exam in 2 hours with 40 minutes devoted to each section. The Indian Institutes of Management started this exam and use the test for selecting students for their business administration programs. The test is conducted every year by one of the Indian Institutes of Managements based on a policy of rotation.
The Hong Kong Certificate of Education Examination was a standardised examination between 1974 and 2011 after most local students' five-year secondary education, conducted by the Hong Kong Examinations and Assessment Authority (HKEAA), awarding the Hong Kong Certificate of Education secondary school leaving qualification. The examination has been discontinued in 2012 and its roles are now replaced by the Hong Kong Diploma of Secondary Education as part of educational reforms in Hong Kong. It was considered as the equivalent of the GCSE in the United Kingdom.
The Hong Kong Advanced Level Examination, or more commonly known as the A-level, conducted by the Hong Kong Examinations and Assessment Authority (HKEAA), was taken by senior students at the end of their matriculation in Hong Kong between 1979 and 2012. It was originally the entrance examination in University of Hong Kong until the introduction of the Joint University Programmes Admissions System (JUPAS) in 1992, which made it the major university entrance examination until academic year 2011/2012.
The Indian Certificate of Secondary Education (ICSE) is an examination conducted by the Council for the Indian School Certificate Examinations, a private board designed to provide an examination in a course of general education, in accordance with the recommendations of the New Education Policy 1986 (India), through the medium of English.
The All India Services (AIS) comprises the Indian Administrative Service, Indian Police Service and Indian Forest Service. A unique feature of the All India Services is that the members of these services are recruited by the centre, but their services are placed under various State cadres, and they have the ability to serve both under the State and under the centre. Due to the federal polity of the country, this is considered one of the tools that makes union government stronger than state governments. Officers of these three services comply to the All India Services Rules relating to pay, conduct, leave, various allowances etc.
The Indian Forest Service (IFS) is one of the three All India Services of the Government of India. The other two All India Services being the Indian Administrative Service and the Indian Police Service. It was constituted in the year 1966 under the All India Services Act, 1951, by the Government of India.
The Singapore-Cambridge General Certificate of Education Ordinary Level is a GCE Ordinary Level examination held annually in Singapore and is jointly conducted by the Ministry of Education (MOE), Singapore Examinations and Assessment Board (SEAB) and the University of Cambridge Local Examinations Syndicate (UCLES).
Penilaian Menengah Rendah was a Malaysian public examination taken by all Form Three students in both government and private schools throughout the country from independence in 1957 to 2013. It was formerly known as Sijil Rendah Pelajaran. It was set and examined by the Malaysian Examinations Syndicate, an agency under the Ministry of Education.
Railway Protection Force is a security force under the ownership of Indian Railways, Ministry of Railways, Government of India established by the Railway Protection Force Act, 1957; enacted by the Indian Parliament for "the better protection and security of railway property and passenger area". It has the power to search, arrest, investigate, and prosecute offenses committed under Railway Property Act 1966, The Railways Act, 1989. However the power of arrests under other penal laws rests in the hands of the Government Railway Police (GRP) of state police. The force is under the authority of the Indian Ministry of Railways.
The Engineering Services Examination (ESE) is conducted by the Union Public Service Commission (UPSC) to recruit officers for the services which cater to the technical functions of the Government of India. It is a three-stage competitive examination comprising objective, subjective and personality tests.
The Civil Services Examination (CSE) is a national competitive examination in India conducted by the Union Public Service Commission for recruitment to higher Civil Services of the Government of India, including the Indian Administrative Service, Indian Foreign Service, and Indian Police Service. In simple terms it is referred as UPSC examination, and is conducted in three phases: a preliminary examination consisting of two objective-type papers, and a main examination consisting of nine papers of conventional (essay) type, in which two papers are qualifying and only marks of seven are counted followed by a personality test (interview). A successful candidate sits for 32 hours of examination during the complete process spanning around one year.
Primary School Achievement Test, also known as Ujian Pencapaian Sekolah Rendah, was a national examination taken by all students in Malaysia at the end of their sixth year in primary school before they leave for secondary school. It is prepared and examined by the Malaysian Examinations Syndicate, an agency that constitutes the Ministry of Education.
West Bengal Civil Service (Executive), popularly known as W.B.C.S.(Exe.), is the civil service of the Indian state of West Bengal. For the WBCS (Exe) and other comparative posts, Public Service Commission of West Bengal arranges competitive examinations in three phases every year. These phases are Preliminary, Mains and Personality Test.
The Combined Defence Services Examination is conducted by the Union Public Service Commission for recruitment of Commissioned Officers in the Indian Military Academy, Officers Training Academy, Indian Naval Academy and Indian Air Force Academy. The Notification for the examination is usually released in the months of December and May, and the examinations are conducted in April and September respectively. Only unmarried graduates are eligible to sit for the exam. Examination is conducted twice a year. Successful candidates are admitted into the respective Academies after an interview conducted by the Services Selection Board (SSB).
Delhi, Andaman and Nicobar Islands, Lakshadweep, Dadra and Nagar Haveli and Daman and Diu Civil Service is now called Delhi, Andaman, Nicobar Islands, Lakshwadeep, Dadra Nagar Haveli and Daman Diu Administrative Service (DANIAS) cadre civil servants are recruited directly through the Civil Services Examination and are responsible for the diverse administrative functions of the National Capital Territory of Delhi and the Union territories of India.

Successful candidates are admitted after an interview conducted by the UPSC for those having qualified the written examination.

The acronym DANIPS stands for "Delhi, Andaman and Nicobar Islands, Lakshadweep, Dadra and Nagar Haveli and Daman and Diu Police Service". It is a federal civil service in India, administering National Capital Territory of Delhi and the Union territories of India. It was earlier called the Union Territories Police Service. It is a civil service of the Government of India. Officers of the service are recruited directly through the Civil Services Examination and are responsible for the law & order and policing functions of the National Capital, Delhi and the Union Territories. They form a feeder cadre of the Indian Police Service.
Combined Graduated Level Examination is an examination conducted by the Staff Selection Commission to recruit Group B and C officers to various posts in top ministries, departments and organisations of Government of India. The Staff Selection Commission was established in 1975.
