The Assam Public Service Commission (APSC) [3] is a state recruitment agency for recruitment of Group 'A' officers and Group 'B' officers for the Government of Assam and all state government establishments under Government of Assam which also includes state public sector undertakings and state autonomous bodies . It is headquartered at Jawahar Nagar, Khanapara in Guwahati and functions through its own secretariat. It was established on 1 April 1937. The primary mandate of the Assam Public Service Commission is to conduct competitive examinations, interviews, and assessments to select deserving candidates for various civil services positions within the state. These positions range from administrative and police services to finance, education, and other key sectors, each contributing to the governance and development of Assam. As of February 2021, Shri Bharat Bhushan Dev Choudhury is its current Chairman.

History

Assam Public Service Commission came into existence on April 1st, 1937 [4] as per the provision of the Government of Assam. Indian Act 1935 The first Commission Chairman was Mr. James Hazlett, a retired ICS officer from London, until a new regulation was introduced in 1951. Mr. James Hazlett was succeeded by five more retired ICS officers at different times. After India became a Republic, new rules of the Commission were made by the Governor of the Government of Assam in exercise of the powers conferred by Article 318 of the Constitution of India and they came into force from 1 September 1951. The Assam Public Service Commission in the same year regulated the extent of functions to ensure the exercise of powers conferred by the provision of Clause II of Article 320 of the Constitution.

Shri Kameshwar Das, a distinguished educationist from the State of Assam, was the first unofficial Chairman of the Commission after the promulgation of the APSC Regulations 1951. He held the post of Chairman till July 1952.


Functions of APSC

According to Article 320 of the Constitution of India, the Assam Public Service Commission is free to make orders under certain rules and regulations addressed by the Governor of the State for the discharge of its duties and functions.

Bangladesh Civil Service, popularly known by its acronym BCS, is the civil service of Bangladesh. Civil service in the Indian subcontinent originated from the Imperial Civil Service which was the elite higher civil service of the British Empire in India during British rule, in the period between 1858 and 1947. The Kerala Public Service Commission (KPSC) is a body created by the Constitution of India to select applicants for civil service jobs in the Indian state of Kerala according to the merits of the applicants and the rules of reservation.

The Manipur Public Service Commission is the Constitutional body constituted for recommending candidates for recruitment to various posts of the Government of Manipur. It also gives concurrence on the recommendation of Departmental Promotion Committee for appointment to various posts. The Commission also gives concurrence on the framing/ amendment of Recruitment Rules. It also tender advice to the Government Departments on service matters including disciplinary cases.

The Andhra Pradesh Public Service Commission (APPSC) was formed when the state of Andhra Pradesh formed on 1 November 1956. Earlier, the commission was known as the Andhra Service Commission (formed in 1953) which is based on the regulations of Madras Public Service Commission. Later in 1956, APPSC was formed by merging the Andhra Public Service Commission and Hyderabad Public Service Commissions.

The State Police Services (SPS), also simply known as State Police, are the police services under the control of respective state governments of the States and union territories of India.
