Joy Vazhayil,known as VP Joy,is an Indian poet,writer,researcher, [1] and administrator. He is also known for books and research papers on the energy policy and also on philosophy of education,mind and metaphysics. He has published several literary works in Malayalam language,mainly poetic compositions.
During his official career spanning more than three and a half decades,he has held important assignments in the Government of India as well as in the State Government of Kerala,India known by his official name V. P. Joy. [2]
Joy took charge as the Chief Secretary of State of Kerala,India on 28 February 2021. He is from the batch of 1987 of Indian Administrative Service
He was born in Ernakulam district,Kerala (Parents:V. V. Pathrose and Aleyamma). After his early education,he graduated in Electronics &Communication Engineering from the College of Engineering,Thiruvananthapuram. Later he did M.B.A. from the University of Birmingham,UK and subsequently completed his M.Phil. from the University Panjab,Chandigarh.[ citation needed ]
He was awarded doctoral degree from the Indian Institute of Technology,Delhi on Optimization of India's Energy Strategies for Climate Change Mitigation. [4] He was selected as a Giorgio Ruffolo Post-doctoral Research Fellow in the Sustainability Science Program of Harvard University in 2014.
Joy Vazhayil joined the Vikram Sarabhai Space Center as Scientist/Engineer in 1985 and worked on the control and guidance of launch vehicles.
Later he joined the Indian Administrative Service in 1987 and held various positions in the Government of Kerala [5] and the Government of India. [6]

Joy Vazhayil has published twelve poetic works and two novels in Malayalam. His book ‘Raamanuthapam’has been translated to Hindi by Dr. H. Balasubramanian which has won the translation award of Ministry of Culture,Government of India.

Environmental finance is a field within finance that employs market-based environmental policy instruments to improve the ecological impact of investment strategies. The primary objective of environmental finance is to regress the negative impacts of climate change through pricing and trading schemes. The field of environmental finance was established in response to the poor management of economic crises by government bodies globally. Environmental finance aims to reallocate a businesses resources to improve the sustainability of investments whilst also retaining profit margins.
Oommen Chandy,IPA: [umːɐn̺t͡ʃɐːɳɖi],is an Indian politician and statesman who served as the Chief Minister of Kerala for two terms,from 2004 to 2006 and again from 2011 to 2016. He was also Leader of the Opposition in the Kerala Legislative Assembly from 2006 to 2011. He represents Puthuppally constituency as MLA in the State Assembly since 1970. He is the longest serving MLA in the Kerala Legislative Assembly and the only Indian Chief Minister to achieve award for public service from United Nations.
Ravi B. Grover is an Indian nuclear scientist and a mechanical engineer. He is the founding vice-chancellor of the Homi Bhabha National Institute,a member of the Atomic Energy Commission,chairman of the Board of Research in Nuclear Sciences,a fellow of the Indian National Academy of Engineering,and World Academy of Art and Science. He was the president of the Indian Society of Heat and Mass Transfer for the period 2010–2013. He has been awarded Padma Shri by the Government of India in the year 2014.
Kerala is a state on the Malabar Coast of India. It was formed on 1 November 1956,following the passage of the States Reorganisation Act,by combining Malayalam-speaking regions of the erstwhile regions of Cochin,Malabar,South Canara,and Thiruvithamkoor. Spread over 38,863 km2 (15,005 sq mi),Kerala is the 21st largest Indian state by area. It is bordered by Karnataka to the north and northeast,Tamil Nadu to the east and south,and the Lakshadweep Sea to the west. With 33 million inhabitants as per the 2011 census,Kerala is the 13th-largest Indian state by population. It is divided into 14 districts with the capital being Thiruvananthapuram. Malayalam is the most widely spoken language and is also the official language of the state.
B. Sandhya is an officer of the Indian Police Service,presently posted as Director General,Kerala Fire and Rescue Services,Home Guard &Civil Defence. She is also known for her literary contributions which have won her a number of awards including the Edasseri Award in 2007.
Marthanda Varma Sankaran Valiathan is an Indian cardiac surgeon. He is a former President of the Indian National Science Academy and National Research Professor of the Government of India.
The importance and antiquity of education in Kerala are underscored by the state's ranking as among the most literate in the country. The educational transformation of Kerala was triggered by the efforts of the Church Mission Society missionaries,who were the pioneers that promoted mass education in Kerala,in the early decades of the 19th century. The local dynastic precursors of modern-day Kerala—primarily the Travancore Royal Family,the Nair Service Society,Sree Narayana Dharma Paripalana Yogam and Muslim Educational Society (MES)—also made significant contribution to the progress on education in Kerala. Local schools were known by the general word kalaris,some of which taught martial arts,but other village schools run by Ezhuthachans were for imparting general education. Christian missionaries and British rule brought the modern school education system to Kerala. Ezhuthu palli was the name used in earlier times. The word was derived from the schools run by the Buddhist monasteries. For centuries villages used to setup an ezhuthupally or ashan pallikoodam with one or two teachers. Students used to go this school from nearby areas and learn languages,literature,mathematics,grammar etc. After completing this students may continue study about specific subjects such as ayurveda,astrology,accounting etc. Censuses during 1800 shows that Travancore,Cochin,Kannur areas have many such schools. Even name list of ashans were used to be published along with the census.
Kattungal Subramaniam Manilal is an Emeritus of the University of Calicut,a botany scholar and taxonomist,who devoted over 35 years of his life to research,translation and annotation work of the Latin botanical treatise Hortus Malabaricus. This epic effort brought to light the main contents of the book,a wealth of botanical information on Malabar that had largely remained inaccessible to English-speaking scholars,because the entire text was in the Latin language.

Rajendra Achyut Badwe,is an Indian medical doctor and surgical oncologist. He was honoured by the Government of India,in 2013,by bestowing on him the Padma Shri,the fourth highest civilian award,for his contributions to the field of medicine.
Co-benefits of climate change mitigation are the positive benefits related to mitigation measures which reduce greenhouse gas emissions or enhance carbon sinks. The beneficial or adverse impacts of deploying climate-change mitigation measures are highly context-specific and also depend on the scale. With regards to the transport sector,possible co-benefits of mitigation strategies include:air quality improvements,health benefits,equitable access to transportation services,reduced traffic congestion,and reduced material demand. For example,measures promoting walkable urban areas can create health co-benefits from cleaner air and benefits from enhanced mobility. The increased use of green and blue infrastructure can reduce the urban heat island effect and heat stress on people,which will improve the mental and physical health of urban dwellers. Country-specific co-benefits can include biodiversity conservation,ecosystem services,and livelihoods.
Energy modeling or energy system modeling is the process of building computer models of energy systems in order to analyze them. Such models often employ scenario analysis to investigate different assumptions about the technical and economic conditions at play. Outputs may include the system feasibility,greenhouse gas emissions,cumulative financial costs,natural resource use,and energy efficiency of the system under investigation. A wide range of techniques are employed,ranging from broadly economic to broadly engineering. Mathematical optimization is often used to determine the least-cost in some sense. Models can be international,regional,national,municipal,or stand-alone in scope. Governments maintain national energy models for energy policy development.
Narayana Balakrishnan Nair (1927–2010) was a marine biologist,ecologist and the founder president of Kerala Science Congress. He was known for his advocacy of trawling ban during monsoon seasons which was later accepted and imposed by the Government of Kerala. A Jawaharlal Nehru fellow,Nair was an elected fellow of all the major Indian science academies as well as the Zoological Society of London. The Council of Scientific and Industrial Research,the apex agency of the Government of India for scientific research,awarded him the Shanti Swarup Bhatnagar Prize for Science and Technology,one of the highest Indian science awards,in 1971,for his contributions to biological sciences. He received the fourth highest Indian civilian honor of the Padma Shri in 1984.
Green industrial policy (GIP) is strategic government policy that attempts to accelerate the development and growth of green industries to transition towards a low-carbon economy. Green industrial policy is necessary because green industries such as renewable energy and low-carbon public transportation infrastructure face high costs and many risks in terms of the market economy. Therefore,they need support from the public sector in the form of industrial policy until they become commercially viable. Natural scientists warn that immediate action must occur to lower greenhouse gas emissions and mitigate the effects of climate change. Social scientists argue that the mitigation of climate change requires state intervention and governance reform. Thus,governments use GIP to address the economic,political,and environmental issues of climate change. GIP is conducive to sustainable economic,institutional,and technological transformation. It goes beyond the free market economic structure to address market failures and commitment problems that hinder sustainable investment. Effective GIP builds political support for carbon regulation,which is necessary to transition towards a low-carbon economy. Several governments use different types of GIP that lead to various outcomes.
Climate change in India is having profound effects on India,which is ranked fourth among the list of countries most affected by climate change in 2015. India emits about 3 gigatonnes (Gt) CO2eq of greenhouse gases each year;about two and a half tons per person,which is less than the world average. The country emits 7% of global emissions,despite having 17% of the world population. Temperature rises on the Tibetan Plateau are causing Himalayan glaciers to retreat,threatening the flow rate of the Ganges,Brahmaputra,Yamuna and other major rivers. A 2007 World Wide Fund for Nature (WWF) report states that the Indus River may run dry for the same reason. Heat waves' frequency and intensity are increasing in India because of climate change. Severe landslides and floods are projected to become increasingly common in such states as Assam. Climate change performance index of India ranks eighth among 63 countries which account for 92% of all GHG emissions in the year 2021.
Kandathil Mathew Abraham is a retired Indian IAS officer who is currently serving as Chief Principal Secretary to the Chief Minister of Kerala He also serves as the Chief Executive Officer of the Kerala Infrastructure Investment Fund Board (KIIFB) and Executive Vice Chairperson of Kerala Development and Innovation Strategic Council. He retired as the Chief Secretary of Kerala in December 2017. He belongs to the 1982 batch of IAS. He was instrumental in bringing out the Sahara Group Scam when he was a member of Securities and Exchange Board of India.
