Ukraine has established diplomatic relations with numerous countries. Ukraine began moving towards independence from the Soviet Union with the Declaration of State Sovereignty of Ukraine on 16 July, 1990. The ratification of Act of Declaration of Independence of Ukraine on 24 August, 1991, by the Verkhovna Rada reestablished Ukrainian independence after the 1941 declaration of independence. [1]
Two days after the 1991 Ukrainian independence referendum, neighboring Hungary became the first country to establish diplomatic relations with Ukraine on 3 December, 1991, and Ukraine has since then established diplomatic relations with 182 of the 193 United Nations member countries, the Holy See and the Sovereign Order of Malta.
By 2019, Ukraine had not suspended any diplomatic relations but relations with Russia and Syria were only nominal. [2] [3] Diplomatic relations with Russia were eventually cut on 24 February 2022, as a response to the 2022 Russian invasion of Ukraine. Diplomatic relations with Syria were cut on 30 June 2022. [4] [5] Diplomatic relations with North Korea were cut on 13 July 2022. [6] Diplomatic relations with Mali were cut on 4 August 2024. [7] Diplomatic relations with Niger were cut on 6 August 2024. Sovereign states which do not maintain diplomatic relations with Ukraine:
Ukraine has formal relations with many nations and in recent decades has been establishing diplomatic relations with an expanding circle of nations. The foreign relations of Ukraine are guided by a number of key priorities outlined in the foreign policy of Ukraine.
Ukrainian–Armenian relations are bilateral diplomatic relations between Ukraine and Armenia, which were established on 25 December 1991. Until then, both were member republics of the Soviet Union. Today, the countries are both members of the World Trade Organization, Organization for Security and Co-operation in Europe, the United Nations, and the Eastern Partnership initiative of the EU. Currently, Ukraine has the 5th largest Armenian community in the world. The Embassy of Armenia in Kyiv opened in 1993. The Embassy of Ukraine in Yerevan opened in 1996. The current Ambassador of Armenia to Ukraine is Vladimir Karapetyan. The current Ambassador of Ukraine to Armenia is Ivan Khukhta.
Croatia–Ukraine relations are foreign relations between Croatia and Ukraine. The countries established diplomatic relations on 18 February 1992. Croatia has an embassy in Kyiv and an honorary consulate in Donetsk. Ukraine has an embassy in Zagreb and honorary consulates in Malinska and Split. Croatia supports Ukraine's European Union and NATO membership.
Iceland–Ukraine relations are the bilateral relations between Iceland and Ukraine, as well as cooperation between the two countries in international organizations and other international institutions.
Slovenia–Ukraine relations are bilateral relations between Ukraine and Slovenia.
North Macedonia–Ukraine relations are the bilateral relations of the Republic of North Macedonia and Ukraine. There is an embassy of North Macedonia in Kyiv, while Ukraine maintains an embassy in Skopje. Ukraine also has a consulate in Bitola. Over the years, there have been several efforts to strengthen relations between the two countries. Both countries are full members of the BSCE and COE. North Macedonia provided military aid to Ukraine during the Russian invasion of Ukraine. North Macedonia is membership for the NATO which Ukraine applied for in 2022.
The Treaty on Friendship, Cooperation, and Partnership between Ukraine and the Russian Federation was an agreement between Ukraine and Russia, signed in 1997, which fixed the principle of strategic partnership, the recognition of the inviolability of existing borders, and respect for territorial integrity and mutual commitment not to use its territory to harm the security of each other. The treaty prevents Ukraine and Russia from invading one another's country respectively, and declaring war. Due to the beginning of the Russo-Ukrainian War in 2014, Ukraine announced its intention not to renew the treaty in September 2018. The treaty consequently expired on 31 March 2019. The treaty was also known as the "Big Treaty".
Olena Volodymyrivna Zerkal, widely known as Lana Zerkal, is a Ukrainian diplomat. Former Deputy Minister of Foreign Affairs of Ukraine for the European Integration, appointed in office in 2014. She also served for 12 years at the Ministry of Justice (Ukraine) since 2001 as the Director of the Department of International Law, Director of the State Department on Approximation of Legislation and as the Director of the Department on Liaison with State Authorities.
Iryna Valentynivna Venediktova is a Ukrainian politician, diplomat, lawyer, Doctor of the Science of Law, professor. Ambassador Extraordinary and Plenipotentiary of Ukraine to the Swiss Confederation and the Principality of Liechtenstein. The first female Prosecutor General in the history of Ukraine. In office – from March 17, 2020, to July 19, 2022. Director of the State Bureau of Investigation ad interim. Member of Parliament of Ukraine from the Servant of the People party of the 9th convocation. Chairman of the Parliamentary Committee on Legal Policy.
The Islamic Republic of Iran and Ukraine established formal diplomatic relations on 22 January 1992. Iran recognized Ukraine as an independent sovereign state on 25 December 1991, four months after the Ukrainian SSR issued the Act of Declaration of Independence of Ukraine amidst the dissolution of the Soviet Union. Iran has an embassy in Ukraine's Kyiv, and Ukraine has an embassy in Iran's Tehran. The two countries enjoyed a generally cordial relationship with each other until January 2020, when Iran's Islamic Revolutionary Guard Corps shot down Ukraine International Airlines Flight 752, killing all of the 176 civilians onboard.
The Lublin Triangle is a regional alliance of three European countries – Lithuania, Poland, and Ukraine – for the purposes of strengthening mutual military, cultural, economic and political cooperation and supporting Ukraine's integration into the European Union and NATO. The Lublin Triangle initiative invokes the integrative heritage of the 1569 Union of Lublin.
The Embassy of Ukraine in Austria is a diplomatic mission of Ukraine in Austria, in Vienna.
Embassy of Ukraine in Helsinki is the diplomatic mission of Ukraine in Helsinki, Finland.
The Crimea Platform is a diplomatic summit initiated by Ukrainian President Volodymyr Zelenskyy in August 2021 and attended by delegations from 46 countries. It is designed to be an international coordination mechanism to restore Russia–Ukraine relations by means of reversing the 2014 annexation of Crimea by the Russian Federation. The protection of the human rights of Crimean Tatars, environmental degradation and the stifling of trade in the Black and Azov Sea region are also matters discussed at the summit.
Luxembourg–Ukrainerelations — a set of international bilateral relations between Ukraine and Luxembourg, as well as cooperation between the two countries in international organizations and other international institutions.
Palestine–Ukraine relations are bilateral relations between the State of Palestine and Ukraine. The Ukrainian Soviet Socialist Republic recognized Palestinian independence on 19 November 1988. Palestine recognized Ukraine as a sovereign state in February 1992. On 2 November 2001, the two countries established diplomatic relations and the Palestinian embassy opened the same day. Ukraine has supported UN resolutions against Israel's occupation of the Palestinian territories.
The British–Polish–Ukrainian trilateral pact is an agreement between Poland, Ukraine and the United Kingdom announced in Kyiv on 17 February 2022 by Dmytro Kuleba, Minister of Foreign Affairs for Ukraine, and Liz Truss, Foreign Secretary for the United Kingdom. The pact serves to improve cyber security, increase energy security, and counter disinformation. The creation of the new London-Warsaw-Kyiv axis took place against the background of Russian military buildup before the 2022 invasion of Ukraine and the active supply of weapons by the United Kingdom and Poland to Ukraine.
Anastasiia Tsybuliak is a Ukrainian scientist in the field of economics, entrepreneur, eco-activist, public figure, founder of Glossary Organic Products, the largest company in Ukraine selling certified organic products and Glossary Foundation eco-fund. She is a co-founder of alternative energy investment company of Ukraine Trident Energy.
