A lone wolf attack, or lone actor attack, is a particular kind of mass murder, committed in a public setting by an individual who plans and commits the act on their own. In the United States, such attacks are usually committed with firearms. In other countries, knives are sometimes used to commit mass stabbings. Although definitions vary, most databases require a minimum of four victims for the event to be considered a mass murder.

From late 2011 to 2014, Kenya experienced an upsurge in violent terrorist attacks. Kenyan government officials asserted that many of the murders and blasts were carried out by al-Shabaab in retaliation for Operation Linda Nchi, a coordinated military mission between the Somalian military and Kenyan military that began in October 2011, when troops from Kenya crossed the border into the conflict zones of southern Somalia. Soldiers of Egypt was a Salafist Islamist militant group that operated near Cairo, Egypt. The group was founded by Humam Muhammed in 2013, after he split away from the Ansar Bait al-Maqdis militant group. The group claimed that its attacks were "retribution" for the August 2013 Rabaa Massacre; notably, the group targeted only security forces. It warned civilians of the presence of bombs that it placed.

On 18 October 2015, a gunman shot and killed 19-year-old Israeli soldier Omri Levy in a bus station in Beersheba. After killing the soldier, he took his automatic rifle and fired into a crowd. When more security officers appeared, the gunman fled, but was killed by security personnel.

On 3 June 2019, a gunman killed four security members—two police officers and two soldiers—in Tripoli, Lebanon. The attacker was a recent member of the militant group Islamic State (ISIS), but no group claimed responsibility for the attack. The attack took place when security forces were dispatched to the city's streets to ensure citizen safety at the end of the Ramadan and Eid al-Fitr holidays. The attacker was identified by the authorities and the Lebanese army as Abdel Rahman Mabsout; he was a former ISIS member who had participated in the Syrian Civil War against the Syrian government. He was detained and tried for fighting for ISIS when he returned from Syria in 2016 but was released after a year in jail in late 2017.
But both of the investigations were closed, and Mateen – who would go on to call 911 and pledge allegiance to ISIS during his rampage – was not under investigation or surveillance at the time of the attack.
