Newport City Council is the governing body for Newport, one of the Principal Areas of Wales. It consists of 51 councillors, who represent the city's 20 wards.
Newport West is one of two parliamentary constituencies for the city of Newport, South Wales, in the House of Commons of the Parliament of the United Kingdom. It elects one Member of Parliament (MP) using the first-past-the-post voting system. Paul Flynn, of the Labour Party, was the MP from the 1987 general election until his death on 17 February 2019. Consequently, a by-election was held in the constituency on Thursday 4 April 2019. It is currently represented by Ruth Jones.

This included the Isle of Anglesey, which was previously up for election in 2013 due to having its elections delayed for a year. Community council elections also took place on the same day. These local elections were held as part of the 2017 local elections in the United Kingdom. Apart from Anglesey, the last elections were held in 2012. Normally these elections take place every four years, but the 2017 elections were postponed for a year in order to avoid clashing with the 2016 Welsh Assembly election, which itself had been postponed by a year to avoid clashing with the 2015 general election.
An election to Monmouthshire County Council took place on 4 May 2017 as part of the 2017 Welsh local elections. 43 councillors were to be elected from both single-member and dual-member electoral divisions by first-past-the-post for a five-year term of office. The elections were preceded by the 2012 elections and followed by the 2022 elections.
The Renew Party was a minor centrist political party in the United Kingdom. It was set up in 2017 to provide an alternative for moderate voters in the wake of the 2016 United Kingdom European Union membership referendum. The party described itself as wanting to reform existing political structures and does not identify with either left-wing or right-wing ideologies. It welcomed candidates and members from non-political backgrounds.

A by-election was held in the UK Parliament constituency of Newport West in south Wales on 4 April 2019, following the death of Labour Party MP Paul Flynn. Labour nominated the trade unionist Ruth Jones, who held the seat for the party with 40 percent of the vote and a reduced majority. The Conservative candidate Matthew Evans came second with 31 percent of the vote, followed by Neil Hamilton, the UKIP candidate, on 8%. This was the third parliamentary by-election held during the 57th UK Parliament, which was elected at the 2017 general election.
