Charles Elson "Buddy" Roemer III was an American politician, investor, and banker who served as the 52nd governor of Louisiana from 1988 to 1992, and as a member of the United States House of Representatives from 1981 to 1988. In March 1991, while serving as governor, Roemer switched affiliation from the Democratic Party to the Republican Party.

The Democratic Party increased its majority with a net gain of one seat from the Republican Party. The election cycle took place in the middle of President George H. W. Incumbent Governor John Bel Edwards was term-limited and could not seek re-election to a third consecutive term in office. This race was one of two Democratic-held governorships up for election in 2023 in a state that voted for Donald Trump in 2020.

Incumbent Democrat Charles Foti sought re-election to a second term in office but was defeated in the state's jungle primary by Republican Royal Alexander and Democrat Buddy Caldwell. As neither Caldwell nor Alexander received a majority of the vote, they advanced to a runoff on November 17, which Caldwell won with 66.6% to Alexander's 31.9%. As of 2024, this is last time a Democrat was elected Attorney General of Louisiana. Caldwell was re-elected unopposed as a Republican in 2011.
