Arif Mohammad Khan (born 18 November 1951) is an Indian politician belonging to the Bharatiya Janata Party (BJP). [1] [2] He is currently the Governor of Bihar. [3] He is former Governor of Kerala. He was a Union Minister who has held several portfolios ranging from energy to civil aviation. [4]
Arif Mohammad Khan was born on 18 November 1951 in Bulandshahr. He was educated at Jamia Millia School,Delhi,Aligarh Muslim University,Aligarh and at Shia College,University of Lucknow. [5]
Ex-MLA Asif Muhammad Khan is his younger brother.
Khan started his political career as a student leader. He was the President of Aligarh Muslim University Students' Union in the year 1972-73 and also its honorary Secretary a year earlier (1971–72). [5] He contested the first legislative assembly election from Siyana constituency of Bulandshahar on Bharatiya Kranti Dal party's banner but was defeated. He became a member of the legislative assembly of UP in 1977 at the age of 26. [6]
Khan joined the Indian National Congress party and was elected to the Lok Sabha in 1980 from Kanpur and 1984 from Bahraich. In 1986,he quit the Indian National Congress due to differences over the passage of Muslim Personal Law Bill which was piloted by Rajiv Gandhi in the Lok Sabha. He was against the legislation to enable Muslim men to avoid giving their divorced wife or wives any maintenance after the iddah period as per the Quran and resigned because of differences with Rajiv Gandhi on this issue. Khan joined the Janata Dal and was re-elected to the Lok Sabha in 1989. During the Janata Dal rule Khan served as union Minister of Ministry of Civil Aviation and Energy. He left the Janata Dal to join the Bahujan Samaj Party and again entered the Lok Sabha in 1998 from Bahraich. Khan held ministerial responsibilities from 1984 to 1990. In 2004,he joined the Bharatiya Janata Party (BJP) and unsuccessfully contested the Lok Sabha election that year from Kaiserganj constituency. Later BJP appointed Arif as the Governor of Kerala and later was appointed as the Bihar governor
Journalist Sanjay Kapoor,in his book "Bad Money,Bad Politics" has claimed that Khan received an amount of 7 crores of Hawala money. As per the CBI charge sheet,he was accused of being paid this amount of money when he was Union Minister,but he was later acquitted in the case. [7]
Arif Mohammad Khan has always supported reformation within Muslims. [8] He resigned from position of Minister of state protesting against Rajiv Gandhi Congress Government stand on Shah Bano case in 1986. [9] He defended Supreme Court judgement on Shah Bano case in Parliament. [10] [11] Khan opposed triple talaq in India and said that it should be punishable with 3 years in jail. [12] Khan has asserted that Muslim men are still allowed to be polygamous and can also give a divorce easily by paying paltry sums. [13]
Khan welcomed the Karnataka High Court's judgement upholding that the hijab is not an essential garment according to Islam during the 2022 Karnataka hijab row,stating that enforcing the wearing of a hijab is a conspiracy to push back Muslim females into the four walls of their homes and reduce their career prospects - he gave an example of imagining a female IPS officer who is responsible for controlling law and order in a district,who cannot do so wearing a hijab. On being asked for a reaction about the murder of Kanhaiya Lal in Udaipur by reporters,Khan responded that madrasas teach that blasphemy should be punished by beheading and demanded that what is taught there should be examined. [16]
Khan has been deeply involved in writing since his student days. He is the author of the best-selling book of the year 2010 Text and Context:Quran and Contemporary Challenges,published by Rupa &Co. [17] Now Arif Mohammad Khan is actively involved in writing articles and columns related to Islam and Sufism. [18] He has advocated abolishing of All India Muslim Personal Law Board. [9] Arif Mohammad Khan also supported the Supreme Court of India's Mohd. Ahmed Khan v. Shah Bano Begum to make the right to maintenance of a divorced Muslim wife absolute. [19] [20]
Khan was appointed the Governor of Kerala on 1 September 2019 by the order of the President of India,Ram Nath Kovind. He took charge as Governor on 6 September 2019 from P. Sathasivam he continued in office till 24 December 2024. He was then appointed as the Governor of Bihar. [21] [22] The political controversy regarding the appointment of Vice-chancellors of backgrounds from SFI/CPIM to the universities of Kerala had put him in the spotlight. [23] He wasn't given a proper farewell by the Kerala state government owing to various controversies between the office of the governor and the government. His farewell wasn't attended by the Chief Minister Pinarayi Vijayan nor any of the cabinet ministers. [24]
Khan was appointed by the president as the Governor of Bihar on 24 December 2024. [3]

Mohd. Ahmad Khan v. Shah Bano Begum [1985],commonly referred to as the Shah Bano case,was a controversial maintenance lawsuit in India,in which the Supreme Court delivered a judgment favouring maintenance given to an aggrieved divorced Muslim woman. Then the Congress government enacted a law with its most controversial aspect being the right to maintenance for the period of iddat after the divorce,and shifting the onus of maintaining her to her relatives or the Waqf Board. It was seen as discriminatory as it denied right to basic maintenance available to Muslim women under secular law.
Dalit Mazdoor Kisan Party was an Indian political party founded in 1984 by the remains of the Lok Dal. The DMKP was mainly based in Uttar Pradesh. It was led by former Prime Minister Charan Singh. It was founded on 21 October 1984. The dynastic phenomenon is present at the national,state,regional,and district level. The Bharatiya Janata Party (BJP) also has several dynastic leaders. In addition to the major national parties,other national and regional parties such as Dravida Munnetra Kazhagam (DMK),Shiromani Akali Dal,Shiv Sena,Samajwadi Party,Rashtriya Janata Dal,Janata Dal Secular,Jharkhand Mukti Morcha,Kerala Congress,Jammu &Kashmir National Conference,Indian Union Muslim League,AIMIM,and the Nationalist Congress Party are all dominated by families,mostly those of the party founders.

He was also a devout Muslim,who regularly observed Namaz and never missed Roza. The Mohammad Yunus Saleem Memorial Education Trust was established by his son Junaid Abdul Rehman to promote the study of the Quran.
The Jan Morcha was an Indian political party founded by V. P. Singh after he left the Indian National Congress party in 1987 upon being dismissed as Defence Minister by Prime Minister Rajiv Gandhi. Together with Arun Nehru,Arif Mohammed Khan,Mufti Mohammad Sayeed,Vidya Charan Shukla,Ram Dhan,Raj Kumar Rai and Satyapal Malik,Singh formed a nucleus of opposition to the Rajiv Gandhi government that had a commanding majority in the Lok Sabha.

He was known as a close associate of Indira Gandhi.
General elections were held in India on 22 and 26 November 1989 to elect the members of the ninth Lok Sabha. The incumbent Indian National Congress (Indira) government under the premiership of Rajiv Gandhi lost its mandate,even though it was still the largest single party in the Lok Sabha. V. P. Singh,the leader of the second largest party Janata Dal was invited by the President of India to form the government. The government was formed with outside support from the Bharatiya Janata Party and Communist parties led by CPI(M). V. P. Singh was sworn in as the seventh Prime Minister of India on 2 December 1989.

The Muslim Women Act was an act passed by the Parliament of India in 1986 to protect the rights of Muslim women who have been divorced from their husband and to provide for related matters. The Act was passed by the Rajiv Gandhi government,with its absolute majority,to nullify the decision in the Shah Bano case,and diluted the secular judgement of the Supreme Court.
Major Nawab Sayyid Zulfikar Ali Khan Bahadur,NH was an Indian politician and an Indian army officer who ruled as Titular Nawab of Rampur from 1982 to 1992,succeeding his elder brother Murtaza Ali Khan Bahadur.
Satya Pal Malik is an Indian politician. Malik served as the 10th and last Governor of the erstwhile state of Jammu and Kashmir,from August 2018 to October 2019,and it was during his tenure that revocation of the special status of Jammu and Kashmir was taken on 5 August 2019. Later,he moved to Goa,becoming the 18th governor,and also served as the 21st Governor of Meghalaya until October 2022.
Syed Shahabuddin was an Indian politician and diplomat from Gaya,Bihar. He began as a diplomat working for the Indian Foreign Service,but later became well known as one of the most articulate Muslim politicians of independent India. He switched careers after the Emergency,at the time when the Congress began its decline and Hindu nationalism first started its ascent to power. He served three terms from 1979-1996 as a member of the Parliament of India. He was known for his leadership of the Muslim opposition to the Shah Bano case and the Demolition of Babri Masjid. He died in March 2017 of long-term asthma,at a hospital near his residence in Delhi,India.

Triple talaq and talaq-e-mughallazah are now-banned means of Islamic divorce previously available to Muslims in India,especially adherents of Hanafi Sunni Islamic schools of jurisprudence. A Muslim man could legally divorce his wife by proclaiming three times consecutively the word talaq.
The Muslim Women Act,2019 is an Act of the Parliament of India criminalising triple talaq. In August 2017,the Supreme Court of India declared triple talaq,which enables Muslim men to instantly divorce their wives,to be unconstitutional. The minority opinion suggested the Parliament to consider appropriate legislation governing triple talaq in the Muslim community.
Vishwanath Pratap Singh held office for slightly less than a year,from 2 December 1989 to 10 November 1990. After state legislative elections in March 1990,Singh's governing coalition achieved control of both houses of India's parliament. Singh becomes the 7th Prime Minister of India,after the loss of Rajiv Gandhi in the 1989 Indian general election. Singh's newly formed National Front (India) won 143 seats in the Lok Sabha and was supported by Bharatiya Janata Party from outside.
